Citizens OversightCommittee. The Bakersfield Public Safety and Vital Services Measure (N) calls for the creation of a Citizen Oversight Committee (Committee). The Measure requires that the City Council establish the Committee of no more than nine residents of the City to act in an advisory capacity to review the expenditure of revenues generated by the tax imposed by the Measure. On January ;9, 2019, the City Council approved the formation of the Committee. During the meeting, Councilmember r Rivera requested staff provide an overview of the appointment process at the January 23, 2019 meeting. In response to ,this request, staff has prepared information that provides a general overview of the appointment process and alternatives for consideration. Staff will provide a brief overview on the topic. APPOINTMENTS The City Council will be making one appointment of a regular committee member (Ward 7) and two alternate committee members (Wards 1, 3) to the Keep Bakersfield; Beautiful Committee. CONSENT CALENDAR Agreements Item 8.g. Bakersfield Homeless Center Contribution. At the December. 12, 2018 City Council meeting, the City Council approved a one-time contribution to the Bakersfield Homeless,Center (BHC) in the amount of $200,000`. The funding source for the contribution comes from housing successor agency funds, which can be obligated to provide a one-time contribution for homeless prevention and rapid rehousing services. Under the terms of the agreement, the City will provide the contribution in February 2019 and the BHC will be required to submit quarterly and an annual reports. The reports will contain information regarding the population served, services provided and a summary of progress made toward objectives of the funding. Staff is requesting the Council approve the agreement with BHC. 11 Miscellaneous Item 81 Homeless Emergency Aid Program. In response to an issue of concern statewide, the mayors of the 11 largest cities in California were successful in securing state funding to address homelessness. This funding provides $1.2 million to the City to be utilized for specific projects, programs and services aimed at reducing the homeless population within the City. In collaboration with the Kern County Homeless Collaborative, City staff identified the most appropriate use of these new funds and presented the recommendations to the City Council in early- November. At that time, the Council approved the plan for the state funding, which includes expanding the Mission at Kern County shelter by adding 40 additional beds and to develop a community resource/day center.. This item formally appropriates the funding and requests the Council approve an agreement with the Mission of Kern County, outlining the terms necessary to receive and utilize the funding to expand and construct new homeless -related facilities. Reports Item I La. Homelessness Update. Mayor Goh had previously requested the City Manager's Office provide additional informationas to how the City, is and will be addressing the issue of homelessness within the City. Staff has compiled information regarding the City's current allocation of :resources and staff time dedicated to the issue of homelessness, as well as additional strategic planning and potential resource' investment` opportunities. Staff from the City Manager's Office will provide a presentation to the Council.
