Public Safety/Vital Services Measure Update
The next Citizens Oversight Committee meeting will take place this coming Monday, March 11th at 11:00 a.m. in the Truxtun Room at the Rabobank Convention Center
located at 1001 Truxtun Avenue (map attached). The agenda packet for this meeting is available in the “Meetings and Agendas” section of the City Clerk’s
webpage under Standing Committees of the Council. The PDF version of the packet is also linked HERE. This agenda and its attachments contain department proposals
as they pertain to the Public Safety Vital Services measure. The Committee is scheduled to receive presentations from the Police Department, Fire Department,
and AEG.
Notable Items
Next weekend, the streets of Downtown Bakersfield will be host to two separate carshows: the Cruizin’ Shine Car Show and also the Fraternal Order of Eagles (FOE)
Membership drive. City staff, Fire and Police leadership have been coordinating to
ensure a smooth event for all involved. There will be street closures along the main
portions of the event from Eye St. to K St. and from 17th to 22nd streets from 6:00 a.m.
to 6:00 p.m. as well as along 17th Street from G to H streets for the duration of the
FOE event.
Our Recreation and Parks Department would like to remind residents to continue tocheck the Parks Facebook page for updates on temporary dog park closures
throughout the City of Bakersfield during rain events. Most of the dog parks arelocated in city sumps, and their primary purpose is to capture storm water for proper
drainage. Closing the dog parks temporarily while the sumps drain properly
paramount for visitor safety, along with the safety of pets. The dog parks that are
not located in city sumps include Mesa Marin and Seasons Park which remain open
during rain events.

Last night, the City was the recipient of four awards at the Kern Council of
Governments annual Regional Awards of Merit banquet. Jacqui Kitchen and Cecilia
Griego with Development Services accepted the Award of Merit for Local
Government for the Downtown Vision Plan. Mike Hale with the Police Department
accepted the Richard A. Maxwell Public Safety award for the Shotspotter gunfire
detection program. Nick Fidler accepted two awards for Public Works: the
Collaborative Partnership award to TRIP for the Truxtun Avenue Operational
Improvement project; and, the Environmental Resources and Conservation award
for the LED Streetlight Retrofit project. Our own Councilmember Andrae Gonzales
also received an award for Community Involvement for his work with the Children
First Campaign. All worthy projects deserving of recognition. Thank you to KernCOG
for recognizing the hard work and contribution to the community that went into
these projects.

With last week being “Read Across America” week, our Fire and Police community
relations staff were guests in many classrooms across the city. These experiences, like
many others our departments coordinate, give officers and public safety personnel
the opportunity to engage with our young community members in a positive
manner and help continue to build trust amongst the community. See below for a
compilation of photos shared from our departments from last week.

Traffic Advisories
State Route 58 and State Route 99 lane and ramp closures
Short nighttime lane and ramp closures are planned at several locations along State Route 58 and State Route 99 next week. The closures will be in place while asphalt dike
is installed alongside the roadway. Closures are expected to be in place Tuesday
through Thursday nights, between the hours of 9:00 p.m. and 5:00 a.m., at the following
locations:
• Two outside lanes on southbound State Route 99 between Ming Avenue and
Wilson Road
• Southbound State Route 99 Ming Avenue on-ramp
• Northbound State Route 99 Ming Avenue on-ramp

• Northbound State Route 99 to eastbound State Route 58 connector ramp
• Eastbound State Route 58 H-Street off-ramp
• Eastbound State Route 58 Chester Avenue on-ramp
• Eastbound State Route 58 Cottonwood Road off-ramp
• Two outside lanes on eastbound State Route 58 between Union Avenue and
Cottonwood Road
• Westbound State Route 58 Cottonwood Road on-ramp
• Two outside lanes on westbound State Route 58 between Cottonwood Road

Construction work may be postponed and rescheduled without notice due to
inclement weather or other unforeseen circumstances.
Beech Street closure at 24th Street
Access to and from Beech Street on the north side of 24th Street will be closed for the
next week to allow for drainage tie-ins. The closure is expected to be in place by the
end of the day.
A short section of Eye Street is closed to traffic, also for drainage work. The closure is expected to continue through the end of the week.
Access to and from all streets on the north side of 24th Street between Spruce Street and
Alder Street is closed. These closures will continue through mid-May.
The contractor is enlarging the drainage basin on the southeast corner of the Oak Street and 24th Street intersection. Multiple trucks are moving dirt off-site. Trucks are
entering the site from Elm Street (crossing over the canal) and exiting at Oak Street.
Work may be cancelled and rescheduled without notice due to inclement weather or other unforeseen circumstances. Please slow down and watch for construction workers
and equipment while driving through the work zone. The Thomas Roads Improvement
Program apologizes for any inconvenience this work may cause the traveling public.

The Bakersfield Firefighters Association is hosting their annual Trout Derby, tomorrow,
at the Park at Riverwalk starting at 6:00 a.m. Please see the attached flyer for more
information.
The 5h Annual St. Patrick’s Day 5K Run/Walk at the Park at River Walk will take place
next Saturday, March 16th with, registration beginning at 7:00AM and the race start
at 8:00AM. On-site registration is $27.
The Arbor Day tree planting will occur on March 16th at Centennial Park at
9:00AM. Co-sponsored by the Tree Foundation of Kern, volunteers are welcome to
plant at least 10 trees and celebrate the nation’s Arbor Day.
Lifeguard recruitment for summer 2019 has begun. For additional details, please see
the attached flyer and/or contact McMurtrey Aquatic Center at 661-852-7430.
