HomeMy WebLinkAbout03/15/2019AT OFFICE OF THE CITY MANAGER March 15, 2019 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Public Safety and Vital Services Measure Update  As part of the City’s commitment to transparency as it relates to the Public Safety and Vital Services Measure, we have launched a web page to provide comprehensive Measure information to the public. The web page can be accessed at: https://bit.ly/2TyauLH or by going to BakersfieldCity.us and clicking on the “Public Safety & Vital Services” icon at the bottom of the home page. The web page includes several items of interest, including: • An overview of the Measure, including the formation documents • The 13 spending priorities • Citizens Oversight Committee information • All staff presentations made to date to the Citizens Oversight Committee regarding the Measure • A section dedicated for retailers, sellers and purchasers on the implementation process The page will be updated with new information and presentations as that information becomes available. Additionally, staff plans to include links to the live budget data starting July 1st, as well as the audit and annual reports once they are completed. Notable Items  Last week’s Good Vibrations Motorsports March Meet at Auto Club Famoso Raceway had a major impact on local hotels. With March Meet being held a week later than last year, it provided a useful comparison between this year’s March Meet weekend and last year’s non-March Meet weekend. For Thursday, Friday and Saturday of last week, Bakersfield-area hotels saw significant increases compared with the same non-event weekend in 2018. According to STR, Inc., hotel rooms sales increased about 17% compared with the same weekend the year before. The average daily rate charged by hotels was up about 20% and hotel revenue was up about 41%. General Information March 15, 2019 Page 2  City staff will be hosting the Bakersfield Bicycle and Pedestrian Safety Workshop on Wednesday, March 27 from 6:00-8:00 p.m. at the Kern County Superintendent of Schools building, room 1A, located at 1300 17th Street. This important community meeting aims to assess community needs and gather feedback on bicycle and pedestrian safety throughout the City. Please see the attached flyer for distribution. The event is also shareable from the City’s Facebook page.  The Bakersfield Fire Department recruit academy has completed their tenth week of the twenty-two week academy. Those who follow the BFD Facebook page can see glimpses of the training these recruits go through. Best wishes to all as they take on this arduous task!  A reminder: This weekend, the streets of Downtown Bakersfield will be host to two separate car shows: the Cruizin’ Shine Car Show and also the Fraternal Order of Eagles (FOE) Membership drive. City staff, Fire and Police leadership have been coordinating to ensure a smooth event for all involved. There will be street closures along the main portions of the event from Eye St. to K St. and from 17th to 22nd streets from 6:00 a.m. to 6:00 p.m. as well as along 17th Street from G to H streets for the duration of the FOE event. The event map is attached.  The Bakersfield Police Department, in conjunction with Kern Behavioral Health and Law Enforcement agencies within the County of Kern, have launched the SMART911 system. SMART911 is a voluntary number and profile registry the public can opt in to at no charge. The SMART911 profile provides additional information regarding the caller and/or family members that have chosen to share information with emergency personnel. This information can contain, but is not limited to: home address, medical history, mental health history, family members, pictures and gate codes. The information contained in the SMART911 profiles is intended to serve as a General Information March 15, 2019 Page 3 mechanism for improved service from first responders and may also provide details related to officer safety.  Please see the invitation below to the ribbon cutting for the Jefferson Park improvements for Thursday, March 28 at 3:00 p.m. at 801 Bernard Street. Traffic Advisories  23rd Street road closure and 24th Street lane closure this weekend On Saturday, March 16th, work on a new 48-inch storm drain will require a full closure of 23rd Street between G Street and Chester Avenue. The closure is expected to be in place between the hours of 7:00 a.m. and 5:00 p.m. Traffic will be detoured from G Street to 21st Street, then to Chester Avenue and back to 23rd Street. A lane closure will also be needed on 24th Street between C Street and Drake Street on Saturday. The lane closure is expected to be in effect between 7:00 a.m. and 2:00 p.m. One lane will remain open to traffic while work is underway. Eye Street remains closed to traffic between 23rd and 24th Street for drainage work. The closure is expected to continue through the end of the week. Work may be cancelled and rescheduled without notice due to inclement weather or other unforeseen circumstances. Please slow down and watch for construction workers and equipment while driving through the work zone. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public. General Information March 15, 2019 Page 4  Belle Terrace Bridge Demolition Resumes Sunday Night Demolition of the Belle Terrace Bridge resumes Sunday, March 17. Demolition activities are expected to continue through Thursday, March 21. On Sunday night, all northbound lanes and all but one southbound lane will be closed on State Route 99 between State Route 58 and Ming Avenue. The northbound State Route 99 to eastbound State Route 58 connector and the Ming Avenue on-ramp to northbound State Route 99 will be closed, but the westbound State Route 58 to southbound State Route 99 connector will remain open. Lanes closures begin at 9 p.m., with all closures implemented at 11 p.m. All lanes and ramps are expected to open at 5 a.m. These closures will also be in effect on Wednesday and Thursday nights. On Monday and Tuesday nights, work will take place over southbound State Route 99. All southbound lanes and all but one northbound lane will be closed at 11:00 p.m. The westbound State Route 58 to southbound State Route 99 connector will also be closed while work is underway. Lane closures begin at 9:00 p.m. All lanes and ramps are expected to open by 5 a.m. Work may be cancelled and rescheduled without notice due to inclement weather or other unforeseen circumstances. Please slow down and watch for construction workers and equipment while driving in the vicinity of this work. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public.  Nighttime Closures on Westside Parkway/Truxtun Avenue Off-ramp The contractor for the Kern River Bridge Improvements project plans to realign the temporary concrete barrier rail on the Truxtun Avenue loop off-ramp on Wednesday, March 20 and Thursday, March 21. This work will require the closure of the eastbound off-ramp between the hours of 9 p.m. and 5 a.m. No closures are planned for Truxtun Avenue, but eastbound Westside Parkway motorists will need to exit the freeway at Mohawk Street while this work is underway. Construction work may be postponed and rescheduled without notice due to inclement weather or other unforeseen circumstances. Smart911 is a free service that allows individuals and families to sign up online to provide key information to 9-1-1 call takers during an emergency. Smart911saves critical time in an emergency and has proven to save lives nationwide. The additional information provided in a Smart911 Safety Profile allows First Responders to know exactly where they are going and who they are looking for at the scene of an emergency. Smart911 allows individuals to create a Safety Profile for their household at www.smart911.com or on the Smart911 App that includes any information they want 9- 1-1 and response teams to have in the event of an emergency. When a community member makes an emergency call, their Safety Profile is automatically displayed to the 9-1-1 call taker, allowing them to send the right response teams to the right location with the right information. The Smart911 App provides greater access to the lifesaving benefits and is available on the Apple Store or Google Play. Individuals that create a Safety Profile will be better prepared in all towns and counties across the country that support Smart911. The Safety Profile travels with you and the additional information provided allows 9-1-1 to send the right response teams faster. Smart911 is currently available in 40 states and more than 1,500 municipalities across the country. With Smart911, individuals can link both homes and work addresses to mobile phones, which can be passed on to responders in the field for more a detailed, rapid response. Additional information including pets in the home, vehicle details in the event of an accident, and even emergency contacts can all be included in a Safety Profile. All information is optional, and the individual has the ability to choose what details they would like to include. The benefits of this information on a 9-1-1 call from a cell phone are immeasurable. Mobile phones do not provide an exact address to the 9-1-1 call taker. These emergency situations are often the worst moments of a person's life, and the Safety Profile can speak for you when you might be unable. Individuals are encouraged to create their Safety Profile with Smart911 today to have their information immediately available to 9-1-1 and to receive emergency notifications through the Smart911 App. Smart911 is private and secure, is only used for emergency responses, and only made available to the 9-1-1 system in the event of an emergency call. CIP/CDBG Project Updates: • Jastro Park Pickle Ball & Tennis Courts Rehab Project – Paint surfacing and required concrete demo completed and site evaluation of the remaining existing concrete was set for 2/8/19 to determine if additional concrete needs to be removed. • Jefferson Park Basketball Courts Rehab and ADA Improvements (CA State Parks Grant) – Basketball surfacing delayed due to weather conditions. Contractor needs 5 days of clear weather of 50° F+ including over overnight conditions. • Lowell Park Picnic Rehab and ADA Improvements (CDBG) - Contractor working on re-engineering as 4 separate projects, Concrete & Striping, Shade Structure, & Playground Resurfacing. Reservations: • 24 park reservations and an estimated 1,680 guests in attendance for the month of February. PARKS UPDATES Mesa Marin • Cracked concrete removed and replaced. Softball Fields • Staff renovated outfield turf at both Beach and Wayside softball fields. Tumbleweed Removal • Within all areas throughout the month of February. Events • Beach Park o Full Moon Ride with Bike Bakersfield held on 2/19/19. o Yokuts Park o Fun Run held on 2/9/19. Tree Maintenance • Staff assisted code enforcement with removal of homeless encampments in sump behind Planz Park. • Delineating California Aveue for the past six days for irrigation contractor. Performing installation of new irrigation on medians. • Staff responded to 24 locations for emergency storm related damage during the month of February. • Staff assisted Tree Foundation of Kern to plant 10 trees at Weston Park. • Staff installed wood chips in the large flowerbed at the East end of River Oaks Park. RECREATION Total monthly attendance for all programs, reservations and volunteers combined for the month of February totaled 19,343 as compared to last year’s total of 33,192. Aquatics/Attendance: 7,949 7,949 compared to 9,082 in 2018 which is a 12.5% decrease. The decrease is due to rainy weather and a few Kern High School District swim teams experiencing a decrease in attendance. McMurtrey Aquatic Center: • Kern High School District Rental: Bakersfield, West, South, and Liberty High Schools are holding daily swim team practices at McMurtrey Aquatic Center. Meets take place on Friday afternoons through the month of May. • 100 Mile Club: The 100 Mile Lap Swim Club is currently made up of 400 active members that swam13, 759 miles through the month of February. The club has swum a combined total of 188,881 miles. Silver Creek Pool: • Silver Creek Pool attendance for the month of February was 1,857. • Ridgeview and Stockdale swim teams are utilizing Silver Creek Pool for their swim program. Aquatic Grant Activities: • American Red Cross Aquatic Centennial Program - A free Pediatric CPR/AED, First Aid and Water Safety class was held on February 16th at McMurtrey Aquatic Center. • Donations: $2,075.00 Athletics/Attendance: 5,514 • Total attendance for February was 5,514 compared to 14,530 last February. The 62% decrease was attributed to: o 41 games of the Spring Softball League were played out of 216 scheduled due to the rainy weather and unsafe field conditions. o February tournament rentals cancelled/postponed due to unsafe field conditions. Athletic Programming • Adult Softball - The Spring Adult Softball League is made up of 137 teams - 77 Men’s, and 60 Coed. Adaptive Programming/Adaptive Basketball • The Adaptive Basketball League continued games this month. The league is made up of nine teams with games held weekly. Valentine’s Run for Your Heart 5K/10K Run/Walk • This event was held on Saturday, Feb. 9th at CSUB. Approximately 376 runners competed for the special heart awards and prizes. 40 volunteers from the CSUB P.E.A.K. attended. The Recreation and Parks Department donated a total of 160 volunteer hours to make the program a success. Pre-registration is required. Pre-assessment requirements: participants are required to complete a 300 yard swim test, a 10 lb. brick test, and must be able to tread water for 2 minutes. PRE-ASSESSMENT DATES (#159499): A1: Saturday, March 2nd at 8:00 a.m. A2: Saturday, March 30th at 8:00 a.m. Step 2: Upon completion of Pre-Assessment enroll in an upcoming Lifeguard Academy and apply online for the Lifeguard position at www.bakersfieldcity.us.
