HomeMy WebLinkAbout03/29/2019AT OFFICE OF THE CITY MANAGER March 29, 2019 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Good News!  The City Council voted in 2007 to accept responsibility for the TRIP projects. At that time, it was projected that a major bond issue of $280 million would be necessary to complete the program. This week, twelve years later, bids were opened on the final project which is the Centennial Corridor mainline. No bonds are necessary – the project will be completed. The traditional stories about government running up costs to complete major projects has been reversed here. The credit is due to former Congressman Bill Thomas and his idea of creating a partnership of four governmental entities who would oversee project delivery – Bakersfield as lead, Kern County, KERNCOG and Caltrans. Parsons was hired to manage the program and has assisted greatly. Please see below. The City received four bids for the final phase of the Centennial Corridor Project with Security Paving Company offering the apparent low bid of $147.5 million, substantially below the $155 million engineer’s estimate. Staff is currently reviewing submitted documents, and a construction contract is expected to be placed on the April 10, 2019 City Council agenda for consideration of approval. This phase of Centennial Corridor will construct the freeway mainline and the State Route 58/State Route 99 connector ramps. The City received a $50 million U.S. Department of Transportation’s Infrastructure for Rebuilding America (INFRA) grant last year for Mainline construction. The grant provided the final funds needed for project construction, eliminating the City’s borrowing need. Construction is expected to begin in summer 2019. The first three phases (Kern River Bridges, Belle Terrace Operational Improvements, and the Bakersfield Freeway Connector) are already under construction. Completion of the entire Centennial Corridor Project is anticipated in 2022. General Information March 29, 2019 Page 2 Public Safety and Vital Services Measure Updates  The next Citizens Oversight Committee meeting is scheduled for Monday, April 1st at 5:15 p.m. in the Council Chambers in City Hall South, 1501 Truxtun Avenue. The Committee will receive the remainder of the relevant department proposals as well as an overview on the return on investment memos for all departments. A vote on the 2019/2020 budget is proposed. Notable Items  The Recreation and Parks Department hosted the ribbon cutting for the Jefferson Park Basketball Courts & ADA Improvements project yesterday amongst an excited gaggle of local children and with partners from the CSUB Basketball program. This project transitioned two tennis courts into basketball courts and reconstructed the existing basketball courts, made 7,000 square feet of sidewalk improvements, and added four benches and an ADA compliant drinking fountain. Many thanks are owed to the State of California Department of Parks and Recreation for the grant that made this possible, and also to the designer and contractor, Dick Meyer Civil Engineering and Pacific Tennis Courts, respectively.  Please find attached a memo from Public Works Director, Nick Fidler, regarding the emergency abatement of asbestos and lead for the future Police Academy facility at 4646 California Avenue.  Staff is working on a proposal to restore the City Manager’s Office to full historic staffing levels by bringing back a position with a heavy focus on public information. Currently, the responsibility has been shared by various city management staff, General Information March 29, 2019 Page 3 depending on the issue and availability. As an organization we need to get the word out on the many positive accomplishments of the city in both traditional and modern technology forms and in a timely and effective manner. A simple recent example is the time-lapse video on the Belle Terrace Bridge demolition which has been viewed over 30,000 times. While this is proposed to be funded by the regular General Fund (not measure N) another thing to keep in mind moving forward is the importance of communicating the City’s successes to the taxpayers and to keep the community informed of the benefits of the implementation of the new measure. This photo shows the 9/11 Memorial between Fire Station 15 and the Police Westside Substation.  I will be on vacation from Friday April 5th through Friday April 19th. Steve Teglia will be in charge from the 5th through the 12th and will fill in for me at the April 10th council meeting. Chris Huot will be in charge from the 15th through the 19th. General Information March 29, 2019 Page 4 Traffic Advisories Expect delays on Wible Road Construction crews will be setting falsework over Wible Road for the new northbound State Route 99 to eastbound State Route 58 connector bridge during the next two weeks. This operation requires traffic control on Wible Road in the vicinity of the northbound State Route 99 on-ramp. Flaggers will be stopping vehicles between the hours of 7 a.m. and 4 p.m. Motorists should expect delays lasting from 5 to 10 minutes and to use alternate routes or allow additional time to reach their destinations. Work may be cancelled and rescheduled without notice due to inclement weather or other unforeseen circumstances. Please slow down and watch for construction workers and equipment while driving in the vicinity of this work. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public. Reports  Streets Division work schedule for the week of April 1st Event Notifications  Event Calendar for the Rabobank Arena, Theater & Convention Center  The Great American Clean Up in Bakersfield will take place Saturday, April 6. Interested volunteers are asked to sign up by March 31st. This is a great event that always brings in hundreds of volunteers and works all across the City to Keep Bakersfield Beautiful. CITY OF BAKERSFIELD MEMORANDUM TO: Alan Tandy, City Manager FROM: Nick Fidler, Public Works Director DATE: March 21, 2019 SUBJECT: Emergency Abatement of Asbestos and Lead at 4646 California Ave. The Bakersfield Police Department’s future Police Academy facility located at 4646 California Avenue has floor covering mastic that tested positive for asbestos and lead based tiles located throughout the facility. The annual contractor (Group Delta) that surveys asbestos and lead for the Public Works Department conducted the survey. An outside contractor (ASI) will be used to abate the asbestos and designated lead based tiles in the facility. The facility needs to be remodeled prior to the summer and the hiring of police cadets for the new fiscal year. As a result of the short deadline, an outside contractor will begin demolition of the kitchen area starting Monday, March 25, 2019. Abatement of the hazardous materials needs to be completed right away to avoid delays in the schedule. Therefore, I have authorized staff to dispense with the bidding process and authorize the emergency abatement of asbestos and lead based tiles at the facility as soon as possible. Pre-registration is required. Pre-assessment requirements: participants are required to complete a 300 yard swim test, a 10 lb. brick test, and must be able to tread water for 2 minutes. PRE-ASSESSMENT DATES (#159499): A1: Saturday, March 2nd at 8:00 a.m. A2: Saturday, March 30th at 8:00 a.m. Step 2: Upon completion of Pre-Assessment enroll in an upcoming Lifeguard Academy and apply online for the Lifeguard position at www.bakersfieldcity.us. Must attend entire course selected.  March Enrollment Steps: Pay course fee no later than March 11th at McMurtrey Aquatic Center.  April Enrollment Steps: Complete a Bakersfield College add slip, enroll at B.C. online, and *submit con- current enrollment form (*applies to current high school students only) by April 8th. B.C. enrollment, complete paperwork, and certification payment is required to receive American Red Cross certification.
