Public Safety and Vital Services Measure Updates
The Citizens Oversight Committee completed its tasks in regard to the Public Safety and Vital Services Measure budget proposals this week. They spent about twelve
hours in four sessions and a great deal of reading time so thanks are due for their
service to the City. They are also assigned the task of reviewing the year end
expenditures for the FY18-19 allocation of $14.5 million next January.
The Committee requested that their report be put in a specific format. That will be
done and it will go to City Council on or before May 8th when staff will present the
entire proposed Fiscal Year 19/20 Budget to the Council.
The group endorsed the majority of spending proposals for Police, Fire, Economic
Development and Homelessness among others. Curiously they did not for
improvements to the Rabobank Arena, Convention Center, and Spectrum
Amphitheater as well as the Kaiser Permanente Sports Village.

The Rabobank Arena, Convention Center and Spectrum Amphitheater have about
500,000 customers a year and the Sports Village sees approximately 100,000 visitors annually. This number of visits to the sports village is based on annual numbers for the
American Youth Soccer Organization (AYSO), Golden Empire Youth Football (GEYF) and local events such as Camp Out Against Cancer and additional sports
tournaments. Each organization anticipates increased attendance when future expansion takes place.
The staffs recommended budget will include all the original proposals on the Arena,
Convention Center, Amphitheater and Sports Village.

Notable Items
Attached you will find the monthly Thomas Roads Improvement Program (TRIP) Status Report for the month of April. The report gives a summary of each TRIP project
in construction, in design, and under review. Completion percentages and pictures
of projects are also included.
Congratulations to Visit Bakersfield. Its “Official Bakersfield Arrival Guide” received
an award from CALED, the California Association for Local Economic
Development. The Award of Merit was in the Economic Development Promotions
category of CALED’s Annual Awards of Excellence program that recognizes
outstanding efforts and achievements in economic development advertising,
marketing and promotion during 2018. The award was presented at CALED’s
annual conference in Anaheim on March 28.
The jury room at the Kern County Superior Court now has copies of the Downtown
Bakersfield Restaurant Guide, courtesy of Visit
Bakersfield's Guest Services Representative Andrea
Marroquin. Andrea had jury service last week and
noticed the outdated list of downtown restaurants
that jurors were given. Because of her initiative,
jurors now have the latest restaurant listings as well as copies of ArtTrek, the downtown public art
walking tour. She will regularly provide more copies of each to assure future jurors have this information
available.
I will be on vacation from Friday April 5th through Friday April 19th. Steve Teglia will be in charge from the 5th through the 12th and will fill in for me at the April 10th council
meeting. Chris Huot will be in charge from the 15th through the 19th. As usual, the office will have my contact information should that be necessary.

Please see the photo below of one of two new Type 3 Fire Engines. These engines
are currently being outfitted with equipment and will be placed into service at
Station One and Station Eight. This engine was designed for grass and brush fires,
in addition to structure fire responses. They are a great upgrade to our prior Type
3 engines that were in service from 1998 until now.
Traffic Advisories
Night work on 24th Street from Oak Street to Beech Street Weekend closure on 24th Street from C Street to Drake Street
Paving operations on the south side of 24th Street, between Oak Street and Beech
Street, will require lane closures on Friday and Saturday nights, April 5-6. Lane closures
are expected to be in place between the hours of 10 p.m. and 8 a.m.
The contractor will be grinding out the median and placing temporary pavement to
move traffic to the south side of 24th Street. This will allow road construction to
commence on the north side of 24th Street. One lane will be open to traffic in each
direction while work is underway. Two lanes will be open to traffic in each direction in
time for the Monday commute, but motorists should pay attention to the new lane
configurations as they drive through this area. The contractor plans to relocate
temporary concrete barrier rail and stripe the roadway during nighttime hours, Sunday
through Tuesday nights.
The C Street and Drake Street intersections will be closed on the north side of 24th Street
from Friday at 7 p.m. through Monday at 5 a.m. The contractor will complete
improvements on the north side of 24th Street between these two streets during the
weekend-long closure. Intermittent lane closures will be needed on westbound 24th

Street, but one westbound lane will remain open to traffic while work is underway.
Motorists can turn north on Encina Street then west on 26th Street to access Drake Street.
Residents can access C Street via Bay Street.
Motorists are advised to avoid the area and use alternate routes, if possible. Work may
be cancelled and rescheduled without notice due to inclement weather or other
unforeseen circumstances. Please slow down and watch for construction workers and
equipment while driving through the work zone. The Thomas Roads Improvement
Program apologizes for any inconvenience this work may cause the traveling public.
Westbound State Route 58 exit at Real Road permanently closes Monday night
Nighttime lane and ramp closures are scheduled for paving, striping, and the
placement of temporary concrete barrier rail on State Route 58 and State Route 99
Sunday, April 7 through Thursday, April 11. The closures are expected to be in effect
between the hours of 9 p.m. and 5 a.m., each night, in the following areas:
• Westbound State Route 58 between State Route 99 and Real Road
• Westbound State Route 58 to southbound State Route 99 loop connector
• All but one lane on southbound State Route 99 between California Avenue and Ming Avenue
• Southbound State Route 99 to eastbound State Route 58 connector ramp
The westbound State Route 58 exit at Real Road is scheduled to be permanently closed on Monday night, April 8. Westbound State Route 58 motorists will need to exit at
Chester Avenue to continue traveling westbound. (The eastbound on-ramp at Real Road was permanently closed in February.)
Westbound State Route 58 motorists will continue to have access to southbound State
Route 99 once the closures are lifted. Real Road will also remain open to both northbound and southbound traffic.
This work may be cancelled and rescheduled without notice due to inclement weather
or other unforeseen circumstances. Please slow down and watch for construction
workers and equipment while driving through the area. The Thomas Roads
Improvement Program apologizes for any inconvenience this work may cause the
traveling public.

Bring the family to a free Star Party at The Park at River Walk on Saturday, April 13th
from 7:00 – 9:00 PM. Cosponsored by the Kern Astronomical Society and Recreation
and Parks Department, this party is one for the stars! Learn about constellations, the
moon and how earth is all part of a bigger universe.
The Tree Foundation, in partnership with the Recreation and Parks Department, is
sponsoring two volunteer tree plantings on Saturday, April 13th. Arrive at Jefferson
Park at 9:00 a.m. and Siemon Park at 12:00p.m. to plant ten trees at each
park. Wear closed toe shoes, hats, and work gloves; don’t forget the sunscreen!
Bring shovels if you have them; some tools will be provided onsite.

TRIP projects are moving rapidly through the various stages of project
development. This report is to provide a periodic up-to-date snapshot of each project’s recent major
activities and progress. If you have questions, or need additional information, please contact Janet

MILESTONES
Bids were opened for the final phase of the Centennial Corridor Project on March 28. Security Paving
Company submitted the low bid of $147.5 million. This phase will construct the mainline between
the Westside Parkway and State Route 58, as well as the State Route 99 connector ramps. The
construction contract is scheduled to be on the April 10 City Council agenda for consideration of
approval. Construction will begin in summer 2019 with completion anticipated in 2022.
The westbound State Route 58 off-ramp at Real Road is expected to permanently close in April. The
eastbound access to State Route 58 and southbound State Route 99 from Real Road is already closed.
The Kern Council of Governments recognized the Thomas Roads Improvement Program and the
Truxtun Avenue Operational Improvements Project with the Chairman’s Award of Merit for
Collaborative Partnership at the annual Regional Awards dinner on March 7th. Congratulations to all
of the TRIP partners.
PROJECT STATUS
Beltway Operational Improvements
Contractor: Security Paving Company
Substantially complete
This project includes various improvements along State Route 58 from State Route 99 to Cottonwood
Road and on State Route 99 from north of Ming Avenue to Wilson Road.
The contractor is working on final electrical, erosion control, and permanent sign installations.
Construction crews will remain in the area for several more weeks as punch list items are completed.
24th Street Improvement Project
Contractor: Griffith Company
18% complete; anticipated completion: spring 2020
The contractor is performing drainage work in various areas of 23rd Street and 24th Street, replacing
the outdated system with new 48-inch pipe to address recurrent flooding issues along the corridor.

In April, the contractor expects to begin repaving the lanes on the north side of 23rd Street, which have
been closed for drainage work. The contractor is also installing new curb, gutter, and ADA ramps at
intersections along 23rd Street.
Temporary paving is planned in early April on the south side of 24th Street between Oak Street and
Beech Street. This will allow traffic to be shifted to the south so the contractor can begin working on the
new lanes on the north side of 24th Street. While this work is underway, access to and from the north
side of 24th Street will remain closed at Spruce Street, Pine Street, Cedar Street, and Alder Street through
mid-May.
Work continued in March on the new sound walls located on the south side of 24th Street, between
the canal to just east of Beech Street.
Earthwork at the retention basin at 24th Street and Oak Street is substantially complete.
Motorists should use alternate routes, such as Truxtun Avenue, whenever possible.
Centennial Corridor
The multi-phased Centennial Corridor project includes four large contracts and one smaller contract. The
first three phases are under construction. A smaller contract for a roundabout at the State Route
43/Stockdale Highway intersection is scheduled to begin later this spring. The final phase of the
Centennial Corridor project is scheduled to begin in summer 2019. Completion of all phases is anticipated
in 2022.
Phase 1 - Kern River Bridge Improvements
Contractor: Security Paving Company
72% complete; anticipated completion: summer 2019
This phase constructs new bridges across Truxtun Avenue and the Kern River for the future westbound
exit from Centennial Corridor (State Route 58) to Mohawk Street and widens the existing eastbound
bridges crossing the Kern River and Truxtun Avenue to accommodate the future mainline.
In March, the contractor finished removing falsework from the new Kern River Bridge that will carry
westbound freeway traffic to Mohawk Street. Crews will be working on the concrete barrier rail for this
bridge during the coming month.
The contractor continues to set falsework for the widening of the existing eastbound Kern River Bridge,
and has begun forming and placing reinforcing steel for the stems and soffit on the widened Bridge.
Concrete was placed in March for the deck of the widened eastbound bridge over Truxtun Avenue.
The widening of this bridge and of the eastbound Kern River Bridge will accommodate the Centennial
Corridor mainline connection to the Westside Parkway.
On the adjacent bridge over Truxtun Avenue (for the westbound off-ramp to Mohawk Street), the
contractor has finished forming and placing concrete for the stems and soffit. Crews are now forming
the deck. A concrete pour for the bridge deck is planned for April.
Electrical and fiber optic work items will continue through the coming month.

Phase 2 – Belle Terrace Operational Improvements
Contractor: Granite Construction
20% complete; anticipated completion: spring 2020
The contractor demolished the Belle Terrace Bridge over the course of several nights in March. This
work required full highway closures and detours for State Route 99 and State Route 58 traffic. Excavation
for the construction of the new Belle Terrace Bridge began in late March. Construction of the Belle
Terrace Bridge abutments and columns is expected to begin in early April and will continue throughout
the month. Completion of the new Belle Terrace Bridge is expected in spring 2019.
Work on the new northbound State Route 99 to eastbound State Route 58 connector bridge continued
through March. The bridge abutments and columns are complete, and the contractor is setting falsework
for the bridge superstructure.
Construction of the retaining wall along the outside shoulder of northbound State Route 99 also began
in March. This wall will retain the soil between the northbound State Route 99/Ming Avenue on-ramp
and the northbound State Route 99 to eastbound State Route 58 connector ramp. The wall allows for
the widening of northbound State Route 99 in this area. Soil stabilization is needed prior to wall
construction. This work began in mid-March and will continue through the month of April. Wall
completion is anticipated in early 2020.
Storm drain improvements continued along Alamo Street last month. Once these improvements have
been completed, a temporary road will be constructed along the new Alamo Street alignment to provide
continued residential access.
Phase 3 – Bakersfield Freeway Connector
Contractor: Security Paving Company
1% complete; anticipated completion: summer 2021
This phase of the project reconstructs the westbound-to-southbound loop ramp at the State Route
58/State Route 99 interchange. An auxiliary lane will be constructed on westbound State Route 58 and
the westbound bridge crossing over State Route 99 will be widened. The eastbound and westbound
State Route 58 connectors will be combined into one branch connecting to southbound State Route 99.
The project will shift the entrance of the Ming Avenue off-ramp to the north and construct a barrier-
separated connector to Ming Avenue. Sound walls will also be constructed with the project.
Access to eastbound State Route 58 and southbound State Route 99 from Real Road has been
permanently closed. The westbound State Route 58 off-ramp to Real Road is expected to permanently
close in April. Motorists can enter and exit State Route 58 at the H Street/Chester Avenue interchange.
To access southbound State Route 99, motorists can use either California Avenue or Ming Avenue.
Freeway-to-freeway access will continue during construction. A temporary ramp will be built to maintain
access from westbound State Route 58 to southbound State Route 99 during the reconstruction of the
westbound-to-southbound loop connector ramp.
Southbound State Route 99 between State Route 58 and Ming Avenue is scheduled to be restriped in
April. This will allow for excavation activities to begin for the Ming Avenue off-ramp structure and the
Belle Terrace Pump Plant.
The partial demolition of the westbound State Route 58 bridge over State Route 99 is also expected
to begin in the coming weeks.

Phase 4 – Mainline & SR 58/SR 99 Ramp Connectors
Contractor: Security Paving Company
0% complete; anticipated completion: summer 2022
This phase will construct the freeway mainline and connector ramps between State Route 58/State
Route 99 and the Westside Parkway.
Construction bids for the final phase of the Centennial Corridor project were opened on March 28.
Security Paving Company submitted the low bid of $147.5 million. The construction contract is scheduled
to be on the April 10 City Council agenda for consideration of approval. Construction will begin in
summer 2019 with completion anticipated in 2022.
State Route 43/Stockdale Highway Roundabout
Contractor: Griffith Company
0% complete; anticipated completion: 2020
This project will improve traffic circulation by replacing the existing 4-way stop with a roundabout at
the State Route 43 (Enos Lane) and Stockdale Highway intersection.
Utility relocations are currently underway. Construction is scheduled to begin in spring 2019.
Rain and other inclement weather conditions can impact construction activities and project schedules.
Many activities cannot be performed in the rain or when the ground is wet, and Caltrans does not allow
lane and ramp closures when raining. Construction activities may be canceled and rescheduled without
prior notice. TRIP staff appreciates the public’s patience as our contractors make the necessary
scheduling adjustments to work around changing weather conditions.
