Notable Items
This past weekend was busy with important community events. The Bakersfield Police
Department participated in the Kids and Cops event held at McKinley elementary;
a collaborative event with the Bakersfield City School District and the Westchester
Kiwanis. Department staff also participated in the annual CASA Superhero run; an
important event aimed at raising awareness on volunteering to help advocate for
children in foster care. See photos below from both events.
Many thanks to the Keep Bakersfield Beautiful team for a successful 18th annual Great American Cleanup! Over 1000 volunteers from many community groups
helped pick up litter, plant trees and flowers, tend gardens and more.

This Tuesday, the Bakersfield Police Department staff participated in the Victims’
Rights March that started at the Liberty Bell and culminated at Central Park at Mill
Creek. Several members from the Investigations Unit met with family members of
victims to show support in pursuit of seeking justice for victims.
The 4th Annual Audible Easter Egg hunt was held this Thursday, April 11th, for visually
impaired children at the Bakersfield Police Activities League. Several visually
impaired children were treated to a special Easter beeping egg hunt. This event
allows children who are visually impaired to take part in an activity that they would
traditionally be unable to participate in fully.

City staff from Development Services and the City Manager’s office, as well as
Mayor Goh, attended the 7th Annual Greater Bakersfield Legal Assistance (GBLA)
Fair Housing day-conference. The GBLA, in partnership with the Realtor’s Association,
hosted this conference to educate and advocate against housing discrimination
and impress upon attendees the importance of fair and affordable housing needs.
As a reminder, the City of Bakersfield Bike and Pedestrian Safety Plan study online
interactive survey map is available for input up to July 15th. This important survey will
help staff get resident feedback in addition to data collected over the year. The

Please see the attached press release from the Public Works Department regarding
their upcoming “Can’t Flush” Campaign. This effort aims to raise awareness for
residents on the items that get flushed that can damage sewer lines and treatment
plant equipment, leading to costly damage.

Lisa McGranahan, our Human Resources Manager, informed us last week that she
was leaving the City to take a position with Clinica Sierra Vista. Today was Lisa’s last
day of employment with the City and we thank her for her service over the past two
and a half years she has been with us. While her tenure was brief, Lisa had a
positive impact on our organization and facilitated many lasting contributions. We
wish her all the best in her new position. We will be moving quickly to appropriately
fill this vacancy and the City Manager’s will assist with the oversight of the Human
Resources Division during this transition.
Alan is on vacation through Friday April 19th. Chris Huot will be in charge from the
15th through the 19th. The City Manager’s office has Alan’s contact information

Revised Schedule: Nighttime intersection paving along 23rd Street
The contractor has revised the schedule for paving the north side of intersections along
23rd Street. Work is scheduled to begin at 5 p.m. with the closure of the affected streets
to and from 23rd Street. Access to and from F Street, H Street, Chester Avenue, and L
Street will remain open until 6 p.m. One lane on 23rd Street will close adjacent to the
work areas at 7 p.m., leaving one lane open to eastbound traffic while work is underway.
The planned schedule is as follows:
• Sunday, April 14: Mill and pave Chester Avenue and M Street
• Monday, April 15: Mill and Pave H Street, and Eye Street Work may be rescheduled without notice due to inclement weather or other
unforeseen circumstances. The contractor also plans to perform drainage work on eastbound State Route 178 tonight between the hours of 7 p.m. and 5 a.m. This work is
located just past M Street, and will require the closure of the two inside lanes within the work zone.
Nighttime lane and ramp closures on State Route 58 and State Route 99 next week
Nighttime lane closures have been scheduled for Sunday, April 14 through Thursday, April 18 to allow for re-striping and placement of temporary concrete barrier rail. The
closures are expected to be in effect between the hours of 9 p.m. and 5 a.m. each night.
On Sunday and Monday nights, the contractor plans to restripe and place temporary
concrete barrier rail along southbound State Route 99 in advance of upcoming work
on the Bakersfield Freeway Connector. Motorists should anticipate lane closures
between California Avenue and Ming Avenue. At least one southbound lane will
remain open to traffic. The westbound State Route 58 to southbound State Route 99
connector ramp will also be closed while work is underway.

(continued) On Tuesday and Wednesday nights, the contractor will complete ramp
striping for the Beltway Operational Improvements project. Work will occur at the
following interchanges on State Route 58: Chester Avenue/H Street, Union Avenue, and
Cottonwood Road. Striping will also occur at the northbound State Route 99 Ming
Avenue off-ramp and the southbound State Route 99 Ming Avenue off-ramp. The
affected ramp and the adjacent freeway lane will be closed while work is underway.
All ramps will not be closed at the same time and motorists can enter or exit the
freeway from adjacent interchanges. At least one freeway lane will remain open in
each direction during the striping operation.
On Thursday night, the contractor plans to restripe and place temporary concrete
barrier rail along northbound State Route 99 in the vicinity of the State Route 58
interchange. At least one northbound lane will remain open to traffic while work is
underway.
Daytime lane closures scheduled for eastbound Truxtun Avenue
The outside lane on eastbound Truxtun Avenue will be closed during daytime hours
Monday, April 15, through Wednesday, April 17, between the hours of 8:30 a.m. and 4:30 p.m. The closure will be in the vicinity of the State Route 99 bridges. Construction
crews will be installing a gutter to improve drainage at this location.
Two eastbound lanes are expected to remain open while work is underway, but motorists are encouraged to avoid the area and select an alternate route if possible.
Motorists who must travel through the area are advised to allow extra time to reach their destinations.
This work is not expected to impact westbound lanes.

sponsoring two volunteer tree plantings on Saturday, April 13th. Arrive at Jefferson
Park at 9:00 a.m. and Siemon Park at 12:00p.m. to plant ten trees at each
park. Wear closed toe shoes, hats, and work gloves; don’t forget the sunscreen!
Bring shovels if you have them; some tools will be provided onsite.
The Springtime Easter Egg Hunt will take place Saturday April 20th at Dr. Martin Luther
King, Jr. Park, 1000 S. Owens Street, starting at 10:30 a.m. There will be over 12,000
eggs to be found! Come early to participate!

Think Before You Flush
City of Bakersfield Public Works Department has partnered with the Marine
Conservation Society bringing “Sewer Monsters” from the United Kingdom to
Bakersfield to spread the message that improperly disposing of grease, wipes
and other trash can clog pipes, lead to sewer backups, and cause flooding and
costly damage. The Plug Life Monster will be featured on the Solid Waste
Division’s Proposition 218 notices arriving in homes the week of April 15, 2019.
Additional monsters will be revealed during the launch of Public Works’
Cantflush.us campaign coming in May 2019.
The City is experiencing an alarming number of clogged pumps at our sewer
pump stations because foreign materials are being flushed down toilets and
drains. This outreach campaign will offer businesses and residents information
and resources to share the message “Don’t create a monster – Think before you
flush”. The website with tips and a helpful video can be found at Cantflush.us.

CIP/CDBG Project Updates:
• Jastro Park Pickle Ball & Tennis Courts Rehab Project – A Site visit for
verification on additional removal was needed. Contractor will
proceed with the additional concrete removal.
• Kaiser Permanente Sports Village (phase 3B Soccer Stadium) – Project
is still being adjusted prior to opening.
• Jefferson Park Basketball Courts Rehab and ADA Improvements (CA State Parks Grant) – The State of California site inspection for project
completion was performed on 4/5/19. Final closeout and punch-list
items left to be completed; Courts opened to the public on 3/28/19. Reservations:
• 77 park reservations and an estimated 9,905 guests in attendance for
the month of February.

PARKS UPDATES
Beach Park
• On 3/20/19, bottom railing was added to the outfield area of the softball
field. Added to this repair was the replacement of damaged equipment
access gate. Oleander Avenue Circle Medians
• Staff removed dirt and graded the area for concrete to be poured in the
future. Sumner
• Staff assisted in the clean-up of this location to prevent further theft and
vandalism. Wayside Park
• Replaced door and frame to spray park pump room.
• Chain-link fencing was replaced along the outfield area of the Softball field.
Also, the bottom railing was added to prevent “curling-up” of bottom of
newly installed fence. Tree Maintenance
• Trees are still in the process of being trimmed by the General Contractor.
• Staff assisted code enforcement with removal of 18 out of 74 homeless
encampments in the Kern River. Task included 3 employees and took 3 days to complete.
• Staff assisted Rabobank staff with repairs to the electronic Marque.
• Staff assisted with mass pruning during the month of March.
• Staff removed tumbleweeds at Air Park.
• Staff assisted The Tree Foundation of Kern to plant 10 trees at Centennial
Park for Arbor Day 2019.
• Staff assisted General Services with an LED electrical upgrade audit at
TPRW.
Trimming:
• Trees Trimmed: 7 Clearance: 3 Removals: 2
RECREATION
Total monthly attendance for all programs, reservations and volunteers combined for
the month of March totaled 46,499 as compared to last year’s total of 53,598.
Aquatics/Attendance: 11,189 11,189 compared to 8,605 in 2018 which is a 30% increase due to
increased Kern High School District swim team numbers and the addition
of meets in the month of March.

McMurtrey Aquatic Center:
• Monthly attendance at the McMurtrey Aquatic Center was 6,223. This
is a 23.7% increase compared to last year’s 5,032. Increased
attendance can be attributed to additional Kern High School meets in
the month and improved high school swim participant numbers.
• 100 Mile Club - 400 active members swam 13,984 miles through the
month of March. The club has swum a combined total of 189,706
miles.
• Kern High School District Rental - K.H.S.D. diving and swim team practice continued in March. Meets were hosted on March 1st, 8th,
22nd, and 29th at McMurtrey.
• 2019 Lifeguard Academy - A total of 73 participants attended the
Lifeguard Pre-Assessments. The first Lifeguard Academy was held the
weekend of March 16th and 23rd. A total of 14 participants successfully
completed the course; the top candidates from the March and April
Lifeguard Academies will be selected for employment. We anticipate
needing 40 to 45 new Lifeguards for the 2019 summer season. Silver Creek Pool:
• Silver Creek Pool attendance was 3,186.
• Stockdale and Ridgeview swim teams use Silver Creek Pool for their
swim practices and home swim meets. Jefferson Pool:
• Jefferson Pool attendance was 1,780.
• Foothill and Mira Monte swim teams use Jefferson Pool for their swim
practices and home swim meets.
Aquatic Grant Activities:
• First 5 Kern Grant Make A Splash - Program coordinators are in process
of scheduling parent water safety workshops throughout the
community. Aquatic staff attended the First 5 Kern 20th Anniversary Celebration and Strategic Planning meeting on March 6th.

• American Red Cross Aquatic Centennial Program - Staff are preparing grant documents for summer American Red Cross grant opportunities.
Discounted swim lessons for children and adults, discounted Junior Lifeguard Trainings, and free CPR classes will be offered through this
partnership.
• Kaiser Permanente Operation Splash - Funds for the administration of
the 2019 Kaiser Permanente Operation Splash Grant were received in the month of March. Staff are preparing to open enrollment
opportunities for discounted swim lessons, free Operation Splash Swim Passes, and discounted Junior Lifeguarding. Aquatic grant registrations
will open on Friday, April 26th.
• USA Swimming Make A Splash Foundation - We were notified in the
month of March that the department was selected as a 2019 grant recipient. This grant will provide 70 income-eligible youth, ages 3 to 17
with a $5 swim lesson in June 2019.
• Donations: $450.00 Athletics/Attendance: 22,191
• Total attendance for March was 22,191 compared to 21,194 last March.
Athletic Programming
• Adult Softball - The Spring Adult Softball League is made up of 137
teams – 77 Men’s, and 60 Coed. Adaptive Programming/Adaptive T-Ball
• The League of Dreams T-Ball program started on March 17 with a total
of 226 participants.
• The League was lucky enough to have over 300 Angel Volunteers
participate for a total of 4,620 hours of donated time to the program!

Softball Tournaments
• Mesa Marin hosted the Mira Monte High School Girls Fast Pitch Softball Tournament on March 14th, 15th, & 16th. Twenty-four teams
participated in the tournament. Sixth Annual St. Patrick’s Day 5K Run/Walk
• The City and CSUB joined forces again this year to hold the annual St. Patrick’s Day 5K Run/Walk. The run was held on Saturday, March 16th
at The Park at River Walk.
• 40 CSUB P.E.A.K. students donated a total of 160 hours working at the
St. Patrick’s Day Run for a total value of $1,840.00.
• Donations: $54,970 Dr. Martin Luther King, Jr. Community Center/Attendance: 2,287
• Attendance was down 69% over March 2018 due to the Springtime
Egg Hunt being held in April rather than March last year and the
center being closed for three (3) days due to a power pole issue.
• Springtime Egg Hunt – The Springtime Egg Hunt will be Saturday, April
20th, at Dr. Martin Luther King, Jr. Park beginning at 10:30 a.m. This
event is in conjunction with Stay Focused Ministries Spring Break Event.
About 12,000 stuffed eggs will be distributed along with 17 Easter
Baskets, two bikes from the bike shop and 60 other various gifts.
