Notable Items
The City has released the application this week for the new Hometown Heroes
Banner Program. This program was started with interest from the local Kern River Blue
Star Mothers of America, Chapter 37 group, a national organization of parents and
family members of active-duty military service members. The area surrounding the
Veteran’s Memorial and Amtrak bus platform has been designated for the banner
program.
The application for the program can be found on the City’s homepage under the
“Latest News” bar in the center of the page. The link is also provided here. The
program guidelines and application are also attached here for your information.
The deadline for applications is Friday, May 3rd by 5:00 p.m. PST. The fee of $189 must
be paid in person and submitted along with the complete application and required
attachments. We are asking that applicants do not e-mail or mail applications or
payment. If you have any further questions on the program, please contact Brianna

This past Sunday, April 13th, several Police
Department staff participated in a Peace
Walk held at the David Nelson pocket park
located at Quincy Street and Haley Street.
This event was hosted by the Bakersfield
Safety Streets Project and promotes
community participation in making the
change needed to stop needless gang
violence.
The Greater Bakersfield Chamber of Commerce’s Leadership Bakersfield Class of
2019, in partnership with the City of Bakersfield Police Department, invites you to
attend the Innocent Victims of Gang Violence Awareness Event and Memorial on
Saturday, May 11th, 2019 at Lowell Park, located at 800 4th Street. The event will run
from 10:00 a.m. to 1:00 p.m. There will be a resource fair during that time, and a
memorial ceremony at 11:00 a.m. with a bench dedication and guest speakers.

The Bakersfield Fire Department will be hosting the 1st Annual Bakersfield Public
Safety Day on Saturday, May 11 from 10:00 a.m. – 2:00 p.m. at Fire Station 1 located
at 2102 H Street. There will be live equipment demonstrations, antique and modern
engines on display, and activities for families. Please see the attached flyer for more
information.
As a reminder, the City of Bakersfield Bike and Pedestrian Safety Plan study online
interactive survey map is available for input up to July 15th. This important survey will
help staff get resident feedback in addition to data collected over the year. The

Traffic Advisories
Nighttime ramp and lane closures on State Route 58
The installation of vehicle detection loops will require interchange ramp closures along
State Route 58 next week. Nighttime ramp closures may be in place at the Chester
Avenue/H Street, Union Avenue, and Cottonwood Road interchanges from Monday,
April 22nd through Thursday, April 25th. The closures are expected to be in effect
between the hours of 9:00 p.m. and 5:00 a.m., each night. Ramps will only be closed
while work is underway and all ramps will not be closed at once. Motorists can enter or
exit the freeway from an adjacent interchange during closures.
The following week, April 28th through May 2nd, nighttime freeway lane closures will be
needed for electrical work along State Route 58. Motorists should anticipate lane
closures on both eastbound and westbound State Route 58, between Chester Avenue
and Cottonwood Road. These closures are expected to be in place between the hours
of 9:00 p.m. and 5:00 a.m., each night.

Nighttime lane and ramp closures on State Route 99
Nighttime lane closures have been scheduled for Monday, April 22nd and Tuesday, April
23rd to complete the placement of temporary concrete barrier rail in advance of
upcoming work on the Bakersfield Freeway Connector.
Crews will be working along southbound State Route 99 between State Route 58 and
Ming Avenue and on northbound State Route 99 in the vicinity of State Route 58. The
westbound State Route 58 to southbound State Route 99 connector ramp and the
southbound State Route 99/Ming Avenue off-ramp are also expected to be closed
while work is underway. Signage will be in place to detour westbound to southbound
traffic.
Nighttime lane closure on State Route 178 and 23rd Street
Next week, nighttime lane closures will be needed on 23rd Street, between D Street and
M Street, to allow for paving on the north side of 23rd Street. The adjacent lane will need
to be closed between the hours of 7:00 p.m. and 5:00 a.m. from Tuesday, April 23rd
through Thursday, April 25th. One lane will remain open for eastbound traffic.

HOMETOWN HEROES BANNER PROGRAM
PROGRAM GUIDELINES
The Hometown Heroes Banner Program was established by the City of Bakersfield to honor and
recognize currently serving, active military personnel from the City of Bakersfield.
Purpose
The purpose of this policy is to provide a limited availability of street banners for recognition of active
duty military personnel serving in the United States Armed Forces. In no way shall this policy be
construed to limit the City’s inherent right to hang City street banners from municipal light poles. By
enactment and administration of this Hometown Heroes Banner Program, the City does not intend to
designate City light poles for expressive activity or render City light poles into a forum for expressive
activity. This project location is limited to the staff-identified decorative light pole banners in the
Amtrak parking lot and Kern County Veterans Memorial located at 515 Truxtun Avenue.
Eligibility
To qualify, honorees must meet the following requirements:
Active duty military personnel from the United States Armed Forces; AND
Current Bakersfield resident; OR
Immediate family member of current City of Bakersfield resident
(Immediate family would include a mother/father/guardian, husband/wife, son/daughter,
grandson/granddaughter, son-in-law or daughter-in-law)
Honoree must have lived in Bakersfield at some point prior to entering military service
The Hometown Heroes Banner Program application may be obtained by contacting the City
Manager’s office at (661) 326-3751 or from the City Clerk’s Office. Banner slot capacity is limited. It is
recommended that applicants contact the City Manager’s Office to check availability before
applying.
Application Deadline
The application window for the 2019-2020 year will be open until Friday, May 3rd, 2019. All
applications must be completed in their entirety and submitted in person to the City Manager’s
Office by 5:00 p.m. PST on the last day of the application window. Only applications received within
the application window will be reviewed.
Cost
The fee for a banner is $189 and must be made in-person. Contact City Manager Office staff when
arriving to submit the application and process payment. Applicants must reapply for banners to be
displayed beyond one year. Banner availability or capacity beyond one year is not guaranteed.
Please note that the fee may be adjusted in the future to meet the demands of the program.

Installation and Display
Banner installation and removal will occur once a year. Exact installation date is subject to the
staff availability.
Banners will be displayed for approximately one (1) year from installation date.
City staff shall notify the applicant of the location of their banner pole.
The banners shall include:
o The official military portrait of the honoree
o Honoree name
o Honoree service branch
o The Kern River Blue Star Moms Chapter 37 logo1
The City will conduct periodic inspections; however, the City is not responsible for damage to
banners due to weather elements or other unforeseen events.
If replacement is necessary, applicants will be responsible for the full production and
installation fee of $189.
At the end of the display period, City staff will contact the family and/or applicant to arrange
for pick up from City Hall. Any unclaimed banners will become the property of the City.
Review and Approval
1. Applications must be returned in-person in their entirety with all attachments and payment
submitted before banner placement is processed.
2. The City Manager’s Office reserves the right to edit text.
3. The City Manager’s Office reserves the right to deny any request without cause and to
make exceptions to this policy.
4. The City Manager’s Office reserves the right to discontinue the program at its sole
discretion and without prior notice.

Resurfacing/Reconstructing streets in the following areas:
Maintenance Grind & Pave on Hughes Ln from White Ln to Planz
Reconstructing various streets between Brundage and Bank from Oak to A Street
Reconstructing various streets between Pacheco and Fairview from H to Hughes
Blade sealing various streets with cold mix material that we have on hand
Paving Bike Path between Alfred Harrold Hwy and Manor St as far as $102 k will take us
Miscellaneous Streets Division projects:
Video inspection of City owned sewer and storm lines to evaluate condition of pipes
Repairing damaged sewer line found during video inspection
Miscellaneous concrete repairs throughout the City
Concrete work on various streets between Brundage and Bank from Oak to A Street (SB1)
Concrete work on California Median Island between Oak and H Street
Constructing a sump on 1st Street and V Street
Working on Bus Stop on Ming in front of Valley Plaza along with other priority location per GET
NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be assigned to cleaning plugged
drains and part circle culverts. This also applies when a large number of street sweepers are in Fleet for repairs. Areas that have
been missed during this time will be swept at the end of the month only when possible.
