AGENDA HIGHLIGHTS
MAY 8, 2019 COUNCIL MEETING
NOTE: A separate special meeting will be called to order at 4 p.m., followed by public statements that
encourage comments pertaining to the closed session matters only. After receiving any public
statements, the Council will recess into closed session. Upon conclusion of the closed session, any
closed session action will be announced prior to adjournment of the meeting. At 5:15 p.m., the regular
meeting will be called to order to address the remainder of the agenda items.

There will be a conference with legal counsel regarding two items of existing litigation.
REGULAR MEETING – 5:15 p.m.
WORKSHOPS
Fiscal Year 2019-20 Proposed Budget. Staff from the City Manager’s Office and
Item 6.a.
Finance Department will provide the City Council with an overview of the Fiscal Year 2019-20 Proposed
Budget. This overview will include information on the implementation plan for the Bakersfield Public
Safety and Vital Services Measure. Future budget workshop meetings will be held to review department
budgets in detail.
APPOINMENTS
There will be one appointment to the Public Safety and Vital Services Measure Citizens Oversight
Committee and one appointment to the Planning Commission (Ward 7).
CONSENT CALENDAR
Resolutions
Resolution Supporting Local Control of Energy Solutions. On April 10, 2019, Vice Mayor
Item 8.h.
Parlier requested staff place a resolution on the agenda to support a balanced approach in reducing
greenhouse gas emissions while ensuring local control in developing energy policies. This resolution was
first brought to the Council by Southern California Gas Company and is responsive to growing concerns
that state legislative actions may result in eliminating local choices through state mandates.
Miscellaneous
Fire Department Mutual Aid Reimbursements. During the 2018 fire season, the City’s

Fire Department aided in the response to several large emergency events throughout the state. When
crews are sent to these events, the City is reimbursed for staff and equipment costs. Cost
reimbursements requires staff to closely track data and submit comprehensive information for purposes
of receiving the reimbursement. This is critical, as the City pays these costs up front, with the expectation
of being fully reimbursed. The City has received reimbursements for these events and staff is requesting
$1.3 million in grant funds be appropriated to the Fire Department budget to make the department
budget whole.
NEW BUSINESS
Centennial Corridor Mainline Bid Award. This item represents the last major contract

award associated with the Thomas Roads Improvement Program (TRIP). TRIP was initiated in 2006
through a federal earmark received from former Congressman William M. Thomas. The purpose of TRIP
was to improve the region's long neglected freeway transportation network system. Staff is requesting
the Council approve $147 million construction agreement to build the final connection between the
existing State Route 58 dead end at Real Road to the existing Westside Parkway. This project will
complete the east-west freeway connection within the metro-Bakersfield area. As a result of cost
savings with previously completed TRIP projects and staff’s ability to obtain several grants, there is no
borrowing necessary to complete this project. Staff is requesting three actions under this item – the
agreement for construction of the new freeway, an agreement for construction management services
for the project and an amendment to the agreement with the City’s project management firm for
anticipated construct support services for the duration of the project. If approved, construction will
begin in summer 2019 with completion anticipated in 2022. This item was removed from a previous
agenda to review a formal bid protest. The protest has been reviewed and it has been determined this
item can be awarded as originally planned.
