Council will hear presentations from the General Government divisions (City Manager, Technology Services, HR, Risk Management), the City Attorney’s Office, Visit Bakersfield, AEG/Rabobank Arena, the Finance Department, and the Fire Department. The budget calendar is currently available to view online on the City Manager’s webpage. Upcoming department presentations will also be posted as they are completed. https://bakersfieldcity.us/gov/depts/city_manager/city_budget.htm. The second budget workshop will take place on June 3rd, also at noon, then followed by the June 5th Public Hearing for the proposed budget during the regular 5:15 p.m. Council meeting, and finally budget adoption on the Friday, June 28th Council meeting.  Please be advised that the multi-use path between Alfred Harrell Highway and Morning Drive will be closed next Monday and Tuesday, May 13th – 14th, from 7:30 a.m. to 4:00 p.m. for repaving work. The attached release regarding this closure is attached and contains contact information details.  Please find attached a memo from Development Services Director, Jacqui Kitchen, regarding the 2020-2025 Consolidated Plan and the 2020-2025 Assessment of Fair Housing. Also attached is the flyer for three community meetings seeking to gain feedback from residents on the 2020-2025 Consolidated Plan.  As a reminder, the Bakersfield Fire Department will be hosting the First Annual Bakersfield Public Safety Day on Saturday, May 11 from 10:00 a.m. – 2:00 p.m. at Fire Station 1 located at 2102 H Street. There will be live equipment demonstrations, antique and modern engines on display, and activities for families. General Information May 10, 2019 Page 2  Our City said farewell to two valuable staff members this week. In addition to the departure of Assistant City Manager Steve Teglia we also see the retirement of Terry McCormick, Recreation Supervisor II after 34 years of service with the City of Bakersfield. Terry is currently Vice Chair of the Bakersfield Sister City Project and was instrumental in working with Councilmember Gonzales on the first Sister City Festival at the Sister City Gardens. Over the years, Terry has been known city wide for special event logistics – even the Christmas Parade relies on her skills to get everyone signed up, lined up and moving. She makes sure agendas and notes are ready for every ribbon cutting and every event. She has supervised movies in the park, concerts, day camps, Saunders facility and Silver Creek. In the past, she served as a Park Supervisor and hired many of the park employees that are now Park Supervisors. Terry is the “Go-To” person for decorations, party planning, catering, and all around knowledge of the citizens of Bakersfield. The silver lining here is that Terry has agreed to volunteer with the Mayor’s office as needed. Best wishes to both!  In recognition of Public Service Recognition Week, the City of Bakersfield’s Employee Incentive Team hosted the annual Employee Appreciation Breakfast. Thank you to all of our city employees for their continued dedication to improving the quality of life in our community! General Information May 10, 2019 Page 3  Yesterday, Deputy Chief John Frando of the Bakersfield Fire Department and Rachel Rivera of the Police Community Relations Unit both presented on behalf of the City to the Kern Disability Collaborative regarding emergency services for people with disabilities. Both presenters emphasized the Smart911 program and the ability for residents to opt-in to the online profile to have the ability to share more information with first responders in an emergency. Other topics of interest were prevention and preparedness planning for persons with disabilities. These collaborative meetings are a valuable networking tool for different agencies to share information and efforts on providing services for persons with disabilities.  Next week is National Police Week. The Bakersfield Police Department and law enforcement members throughout the County have planned events to honor those who have made the ultimate sacrifice while serving their community. General Information May 10, 2019 Page 4 Traffic Advisories  Around-the-clock closure for Olive Street at 24th Street Nighttime closures along corridor on Sunday night The contractor for the 24th Street Improvement Project will need to close Olive Street at 24th Street for two weeks beginning Wednesday afternoon, May 8. Signage will be posted directing residents to Oak Street during the closure. This is an around-the-clock closure and is needed for the installation of the new storm drain system in this area. Motorists should stay alert and watch for new traffic patterns while traveling through the 24th Street corridor next week. On Sunday night, May 12th, the contractor plans to shift eastbound traffic onto the new pavement along the north side of 23rd Street between D and M Street. This work will take place between the hours of 7:00 p.m. and 5:00 a.m. Two eastbound lanes will still be available to traffic following the traffic shift. Roadway excavation is expected to begin next week along the south side of 23rd Street to complete the new drainage system in this area. The contractor will also be working on 24th Street, between the Kern River Bridge and Oak Street, on Sunday night. This work will also take place between 7:00 p.m. and 5:00 a.m., and includes closing the outside lane, restriping this section of roadway, and placing temporary concrete barrier rail to make room for roadway construction along the north side of the road. Two thru lanes will be available for westbound traffic following this work.  Temporary Closure of the Kern River Parkway Scheduled for Week of May 20 Kern County Water Agency will be performing vegetation removal work along the Kern River Parkway Multi-Use Path on Tuesday, May 21st and Wednesday, May 22nd from 9:00 a.m. to 3:00 p.m. This work will require the closure of the path from Allen Road to the west for approximately 2.7 miles. This work is being completed to remove brush and plant growth encroaching along the shoulders of the path in this area. Once completed, the full width of the path will be restored for all users. The event will run from 10:00 a.m. to 1:00 p.m. There will be a resource fair during that time, and a memorial ceremony at 11:00 a.m. with a bench dedication and guest speakers.  As a reminder, the City of Bakersfield Bike and Pedestrian Safety Plan study online interactive survey map is available for input up to July 15th. Kitchen, Development Services Director SUBJECT: 2020 – 2025 Consolidated Plan and 2020 – 2025 Assessment of Fair Housing On April 3, 2019, the Development Services Department initiated the creation of the 2020 – 2025 Consolidated Plan (ConPlan) and the 2020 – 2025 Assessment of Fair Housing (AFH). These two documents will serve as the basis for receiving and investing federal resources in low-to-moderate income (LMI) communities in Bakersfield overAtheAnextAfiveAyears;AasAwellAasAguideAtheACity’sAeffortsAtoAaffirmativelyAfurtherAfairAhousingA( FFH)AinA accordance with the Fair Housing Act and other federal and state regulations. To assist in developing the ConPlan and AFH, the City has retained the services of LeSar Development Consultants (LDC), whose staff has helped develop 25 ConPlans inAtheAlastA25Ayears.ALDCAwillAassistAtheACity’sA community engagement and outreach efforts, collect relevant data, produce drafts of the ConPlan and the AFH, and support City staff in plan presentation, finalization, and submission. Background – Consolidated Plan  As an Entitlement Grantee Jurisdiction, the City receives funding for community and economic development from the federal government in proportion to its population, extent of poverty, and other socioeconomic and demographic data. To receive such funding, the City must submit a ConPlan to the U.S. Department of Housing and Urban Development (HUD) every five years. A ConPlan is both the official application to HUD for funding and the strategic document for investing such funds. HUD funds that are granted to the city each year are:  Community Development Block Grants (CDBG) – CDBG is a flexible funding source that can be used for both housing and non-housing activities, including neighborhood revitalization, workforce and economic development, community and nonprofit facilities, and infrastructure and public services in low-moderate income communities.  HOME Investment Partnerships (HOME) – HOME is used for building, acquiring, and rehabilitating affordable housing for rent and homeownership. It may also be used for direct rental assistance to low-income residents.  Emergency Solutions Grants (ESG) – ESG funds programs and services supporting homeless individuals and families. This includes operating shelters, providing essential services to shelter residents, offering Rapid Rehousing, and preventing homelessness.  Housing Opportunities for Persons with AIDS (HOPWA) – HOPWA supports low-income people living with HIV/AIDS and their families by providing affordable housing opportunities. At current funding levels, the City anticipates a total allocation of over $30 million during the 2020 – 2025 ConPlan period. Page | 2 ConPlans include a Needs Assessment, which provides a community profile and documents community and economicAdevelopmentAneeds,AMarketA nalysis;AwhichAcharacterizesAaAjurisdiction’sAhousingAmarketAandA barriers to affordable housing; and Strategic Plan, which outlines how a jurisdiction will address community and economic development needs. Every year, including the first year of the ConPlan, jurisdictions must prepare an Annual Action Plan that describes the activities to be funded for the following year. These sections, especially the Needs Assessment, are informed in large part by community members and organizational stakeholders. To solicit their input, the City stages a robust community engagement period guidedAbyAtheACity’sACitizenAParticipationAPlan. Background – Analysis of Impediments to Fair Housing Choice The Fair Housing Act and other federal regulations require HUD to administer housing and community development programs in a manner to advance fair housing goals. In addition, recognizing the importance of encouragingAjurisdictionsAtoAdoAmoreAtoAadvanceAfairAhousingAgoals;ACalifornia’sAGovernorABrownAsignedA BA 686 into law in 2018, which requires all California jurisdictions to comply with the Assessment of Fair Housing (AFH) rule despite its suspension by HUD. Therefore, the AFH must be completed as part of a jurisdiction’sAHousingAElement, althoughAtheACity’sAnextAHousingAElementAisAnotAdueAuntilAJanuary 15, 2024, LeSar Development Consultants will complete the fair housing plan in compliance with State law so it can be incorporated into the Housing Element when it is due. Community Engagement  The first step in developing the ConPlan and AFH is engaging the constituents and organizational stakeholders in a participatory process to better understand community needs, preferred investments, and barriers to fair housing choice. This process includes three components: community workshops, stakeholder consultations, and an online survey. Organization interviews will also be conducted and will include the Housing Authority of the County of Kern, Kern County Public Health Department, Kern Council of Governments, Kern County Homeless Collaborative and Greater Bakersfield Legal Assistance. An online survey, offered in both English and Spanish, will be made available May to July 2019 and will further contributeAtoAtheACity’sAcommunityAengagementAefforts.ATheAsurveyAwillAallowAcommunityAmembersA who are not able to attend workshops or consultations to provide their feedback on the ConPlan and AFH. ConPlan and AFH Development  The City expects initial drafts of both the ConPlan and AFH to be completed no later than December 2019. Final drafts will be completed no later than January 2020. This timeline allows ample time for the City to conduct the required month-long public comment in February-March 2020 and public hearings at City Council in April 2020. The documents will be submitted to HUD by May 15, 2020. CITY OF BAKERSFIELD 2020 – 2025 Consolidated Plan We are seeking your feedback! The City of Bakersfield receives millions of dollars in federal funds to invest in and improve our communities. These funds are used to support housing-related projects, to improve the community’s infrastructure, and to promote economic development for people in our community. Some of the past projects include: Assistance to community centers and parks; Small business startup classes to promote job creation; Homeless shelter programs and homeless outreach; Fair housing services to address discrimination Grants for home accessibility improvements; Curb, gutter, sidewalk and drainage improvements; Actions to support an increase in affordable housing; and Programs and services to ensure safe and stable housing for persons living with HIV/AIDS. Getting the community’s input is the first step to drafting the 2020 – 2025 Consolidated Plan, a document that identifies community needs and outlines the strategy for addressing those needs.
