POLICE CIVIL SERVICE COMMISSION MINUTES Regular Meeting of April 3, 2019-8:02 a.m. fo Chiefs Conference Room,1601 Trurtun Avenue ACTION TAKEN 1. CALL TO ORDER The meeting was called to order by Mr. Anderson at 8:00 a.m. 2. ROLL CALL Commissioners Present: Steve Anderson Mike Payne Kelly Lucas Staff Present: Greg Terry, Assistant Chief of Police Evan Demestihas, Assistant Chief of Police Jeremy Grimes, Captain Mike Hale, Captain Bobby Woolard, Lieutenant Mike Coronado, Lieutenant Richard Iger, Deputy City Attorney Viridiana Gallordo-King, Associate City Attorney Shayla Woods-Collins, Human Resources Analyst Isabel Farmer, Human Resources Analyst Sandy Duncan, Human Resources Analyst Tracy Sunkes, Human Resources Analyst Paula Kitchen, Civil Service Secretary CRizens Present: Alex Ramos, Bakersfield College Student Genesis Voldovinos, Bakersfield College Student Cariie Sanchni, Bakersfield College Student Amy Arriaga, Bakersfield College Student Allyn Rubio, Bakersfield College Student Jonathan Mondragon, Bakersfield College Student Marissa Nunez, Bakersfield College Student Gavin Meren, Bakersfield College Student 3. PUBLIC STATEMENTS None 4. APPROVAL OF MINUTES APPROVED A motion was made by Mr. Lucas, seconded by Mr. Payne and was carried unanimously to approve minutes of March 6,2019. 5. NEW BUSINESS a. REVIEW OF SPECIAL ORDERS APPOINTMENTS, PROMOTIONS, RETIREMENTS AND INFORMATIONAL RESIGNATIONS OF POLICE DEPARTMENT PERSONNEL - No comments. ITEM ACTION TAKEN b. ELECTION OF OFFICERS APPROVED Kelly Lucas-Chairman Mike Payne-Secretary Steve Anderson-Board Member Mr. Payne made a motion to approve Mr. Lucas as Chairman;the motion was seconded by Mr.Anderson. Mr. Lucas made a motion to approve Mr. Payne as Secretary; the motion was seconded by Mr. Anderson,and carried. The gavel was turned over to Mr. Lucas. C. CERTIFICATION OF POLICE SERVICE TECHNICIAN ELIGIBILITY LIST, APPROVED EXAMINATION #01160-Sandra Duncan submitted Police Service Technician Eligibility List, Examination #01160,to the Commission for review and approval for certification of 16 candidates,with a tie for #15. Mr. Anderson made a motion to approve Police Service Technician Eligibility List, Examination #01160; the motion was seconded by Mr. Payne and carried unanimously. d. NEPOTISM WAIVER REQUEST FOR OF POLICE SERVICE TECHNICIAN APPROVED CANDIDATE(S)-Sandra Duncan advised that as a result of the Police Service Technician Eligibility List,she is submitting four Nepotism Waiver Requests to the Commission for review and approval for Megan Dyc, Marisol Findley, Martha Balandran and Jonathan Santiago. She advised the Nepotism Waiver Requests were reviewed by Assistant Chief Evan Demesiihas and he recommends approval. Mr. Lucas explained the nepotism waiver process to the Bakersfield College students in attendance. Mr.Anderson made a motion to approve the nepotism waivers for Police Service Technician; the motion was seconded by Mr. Payne and carried unanimously. e. REQUEST TO EXTEND COMMUNITY RELATIONS SPECIALIST ELIGIBILITY LIST, APPROVED EXAMINATION #01084-Jeremy Grimes advised Community Relations Specialist Eligibility List #01084 will expire in June 5,2019.Two candidates were appointed from the list; however, a viable pool of candidates remain on the list. Measure N will take effect July I, 2019,allowing for two new Community Relations Specialist postions. Extension of the current eligibility list for three months will allow the positions to be tilled without an additional recruitment. Mr. Payne made a motion to extend the list until September 5. 2019; the motion was seconded by Mr. Anderson and carried unanimously. 6. COMMISSIONER COMMENTS Mr.Lucas expressed his appreciation to Mr. Anderson for extending his term as Chairman since the election had been deferred. Mr.Anderson expressed his appreciation for years of service to the City of Bakersfield by retired Human Resources Supervisor Anthony Gonzales. Shayla Collins-Woods, H.R.,introduced new Human Resources Analyst,Tracy Sunkes, to the Commissioners. 7. ADJOURNMENT There being no further business,the meeting was adjourned at 8:11 a.m. 2
