MAY 22, 2019 COUNCIL MEETING J{1PoFrviYyLS h�y, NOTE: A separate meeting will be called to order at 3:30 p.m., followed by public statements that encourage comments pertaining to closed session matters only. After receiving any public statements, the Council will recess into closed session. Upon conclusion of the closed session, any closed session action will be announced prior to adjournment of the meeting. At 5:15 p.m., the regular meeting will be called to order to address the remainder of the agenda items. CLOSED SESSION REGULAR MEETING-3:30 p.m. There will be a conference with the City's labor negotiator and a conference with legal counsel regarding three items of existing litigation. REGULAR MEETING-5:15 p.m. WORKSHOPS Item 6.a. City Council Goals. During the April 10, 2019 Council meeting, staff initiated the process of updating the City Council Goals. The City Council Goals are the primary document that guide staff in determining resource allocations and proposed projects. During and after the April 10 meeting, various Councilmembers provided staff feedback on the proposed content and format of an updated version of the City Council Goals document. Staff will provide the Council a summary of this feedback and request that the Council provide additional direction to finalize the document. Item 6.b. Think Before You Flush Public Outreach Campaign. Staff from the Public Works Department will provide the Council an overview on the upcoming public outreach campaign aimed at educating the community on what should and should not be flushed into the sewer system. APPOINTMENTS Item 7.a. One Appointment to the Bakersfield Public Safety/Vital City Services Measure Citizens Oversight Committee. Due to the resignation of Pritesh Patel, an appointment is necessary for this Committee. The City has received 10 applications for consideration. The applicant that receives a majority vote (four or more votes) will be considered appointed to the Committee and confirmed by the Council. If none of the candidates receive four or more votes on the initial ballot, a new ballot will be distributed with the candidates who received zero votes names deleted. CONSENT CALENDAR Resolutions Items 8.e. Senate Bill 742 - Amtrak Bus Services. Currently, state law does not allow an Amtrak customer to buy a bus-only ticket. Customers using the Amtrak bus service are required to also take part of their trip on an Amtrak train. Because Amtrak does not have train service to the Bakersfield station from the greater Los Angeles area or to stations in Nevada, customers arrive via Amtrak bus. However, a customer today cannot use Amtrak bus services to travel directly from Los Angeles or Las Vegas to Bakersfield because there is no train ride associated with the trip. This restriction puts Bakersfield at a disadvantage when trying to attract visitors and business-related travel to the City. By eliminating this restriction, SB 742 will enable the City to market expanded transportation opportunities to tourists and groups, which can increase business to local hotels, restaurants and attractions. Staff is requesting the Council approve a resolution in support of SB 742 and authorize the Mayor to submit a letter of support. Public Safety/Vital Services Measure Item 8.am. Police Academy and Training Facility. The Bakersfield Public Safety and Vital Services Measure implementation plan includes increasing the Police Department staffing levels by 100 sworn officers within three years. Historically, the City used other law enforcement agency facilities to conduct academies, however based on the plan to hire 100 additional officers, there is not the capacity at existing facilities. Through an unrelated transaction, the City became the property owner of the building at 4646 California Ave. Staff determined this facility was optimal for use as a police academy and training facility with the necessary upgrades and retrofitting. The PSVS Measure Citizens Oversight Committee and City Council approved the retrofit and reuse of this building as a police academy and training facility earlier this year. The City then entered into a contract for the demolition and design work, with the intent to amend the contract once a final construction cost was agreed upon. This item proposes an amendment to the agreement with the contractor, which adds $760,482 for the construction phase of the project. This amendment and work are necessary to complete the facility by August 2019 to start the next police academy and begin the process of hiring 100 additional officers to enhance police response times.
