HomeMy WebLinkAbout05/17/2019AT OFFICE OF THE CITY MANAGER May 17, 2019 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Notable Items  The City has passed the first major step with the Land and Water Conservation Fund (LWCF) for the next phase of Kaiser Permanente Sports Village. The project includes four more football fields, restrooms, concessions, additional parking and exercise equipment. The LWCF is a federally funded program administered by the National Park Service to each state by population and requires local matching funds. The State of California, Department of Parks and Recreation has selected this project for funding; one of only seven from California being recommended to the National Park Service. Final award announcement is expected in October of this year.  In 1962, President John F. Kennedy signed a proclamation designating May 15th as Peace Officers Memorial Day, and the week which that date falls as National Police Week. This is a time to honor those who have made the ultimate sacrifice protecting our communities. On Thursday, May 16th the Bakersfield Police held a memorial ceremony to honor the 9 Bakersfield Police Officers who have made the ultimate sacrifice for our community. General Information May 17, 2019 Page 2  The City of Bakersfield is applying for a Proposition 68 grant for new park development in a Ward 1 neighborhood located just west of Union Avenue between Pacheco and Panama. The public is invited to provide input on park amenities that will best serve the community. The grant is due August 5th and award announcements are expected in early 2020.  On Wednesday, the Human Resources Department and the City’s internal Wellness Champions program welcomed Optum Care, the Employee Assistance Program (EAP) administrator to give a presentation on all of the services they offer. Debbie Boccuzzi, Optum Client Executive for the City Of Bakersfield, spoke of the many benefits of EAP including: child and parenting support services, financial, legal and mediation consultation services and adult/elder support services, among others.  Staff from the General Services department completed the installation of the G Street Parking Mall yesterday. The new parking configuration on G street from 18th street to 20th street consists of a northbound one-way direction and the addition of 15 diagonal parking stalls on both sides of the street. As you may recall, the Downtown Bakersfield Parking Study recommended the parking mall configuration due to the high demand for on-street spaces for nearby businesses and the success of the parking mall configuration on 19th and 20th streets. Please see the photos below, which show the newly installed bollards, signage, and striping. Parking time limits along this stretch remain the same. General Information May 17, 2019 Page 3 General Information May 17, 2019 Page 4  As the Memorial Day holiday approaches, so also does the opening of the City’s ten spray parks. Opening day for this valuable amenity will be next Saturday, May 25th. The parks will be open daily from 1:00-6:00 p.m. until Labor Day. Locations include the following parks: Beale, Dr. Martin Luther King, Greystone, Jastro, Jefferson, Planz, Saunders, Siemon, Wayside and Tarina Homes Sports Complex at Mesa Marin. Traffic Advisories  Temporary Closure of the Kern River Parkway Scheduled for Week of May 20th Kern County Water Agency will be performing vegetation removal work along the Kern River Parkway Multi-Use Path on Tuesday, May 21st and Wednesday, May 22nd from 9:00 a.m. to 3:00 p.m. This work will require the closure of the path from Allen Road to the west for approximately 2.7 miles. This work is being completed to remove brush and plant growth encroaching along the shoulders of the path in this area. Once completed, the full width of the path will be restored for all users.  Weekend closure for Truxtun Avenue The contractor for the Kern River Bridge Improvements project plans to remove the remaining falsework from the new bridge crossing Truxtun Avenue this weekend. This work will require a nighttime closure on Thursday night between the hours of 9:00 p.m. and 5:00 a.m. and an around-the-clock closure on Truxtun Avenue for the weekend. The weekend closure is expected to begin Friday at 9:00 p.m. and continue through Monday at 5:00 a.m. The closures will affect both directions of travel between the westbound Westside Parkway on-ramp and Commercial Way. The westbound on-ramp will remain open to traffic, but the eastbound off-ramp will be closed Thursday night and throughout the weekend. Thru traffic will need to detour around the closure by using California Avenue and Mohawk Street. Directional signage will be in place. Alternatively, motorists can use Rosedale Highway. CIP/CDBG Project Updates: • Jastro Park Pickle Ball & Tennis Courts Rehab Project – Additional concrete required removal, the new estimated completion date is Mid-June. New paint surfacing scheduled to begin the week of May 27th. Reservations: • 187 park reservations and an estimated 16,471 guests in attendance for the month of April. PARKS UPDATES Area 2 – Softball Maintenance/Prep • Patriots Park – Staff renovated outfield turf and infield playing surface at both fields ahead of tournament scheduled for 4/27 & 4/28. • Plan Park – Staff dragged infield playing surface for two reservations in April. • Beach Park – Staff prepped and stayed on-hand for tournament held on 4/27/19 and 4/28/19. • MLK – Staff cleaned up and dragged the infield playing surface in preparation for the Easter Egg Hunt. BPD Training Center • Evaluated and repaired irrigation system for future site of BPD. Baker Street • Staff began removing the planter pots along sidewalk. Chester Avenue • Shrubs planted in empty planters between 20th and 21st streets. Central Park • Staff prepared park for the Country & Craft Beer Festival. City Hall North • Staff spread 12 yards of woodchips around CHN. Mesa Marin • Installed 12 yards of woodchips near the foot bridge and throughout the park. SR 99 & Hosking Rd. • Began landscaping along sound wall. Tree Maintenance • The Tree contractor trimmed trees along the South side of McKee Rd. • Assisted Code Enforcement with removal of 19 homeless encampments in the Kern River. • Assisted Solid Waste with the Great American Clean-up. Area 6 staff delivered the mobile stage on Saturday morning and picked it up after the event Saturday evening. • Assisted the Rotary Club with a Volunteer clean-up event at San Miguel Grove. • Staff removed old metal tables at Quailwood Park and installed four (4) new concrete tables. Department of Recreation and Parks April 2019 Monthly Report Page 3 We enhance the quality of life through a variety of programs, parks, and partnerships. • Assisted the Tree Foundation of Kern to plant ten (10) trees at Siemon Park and ten (10) trees at Jefferson Park. The Tree Foundation had approximately 12 volunteers attend. • Staff delivered all three mobile restrooms and ticket booth to the Park at Riverwalk for the Average White Band concert on April 18th. • Staff delivered the mobile stage to MLK Park for the Easter Extravaganza. • Area 6 staff cleaned the amphitheater stage and seating for the Easter Services that were held at TPRW. Trimming: • Trees Trimmed: 9 Clearance: 193 Removals: 1 RECREATION Total monthly attendance for all programs, reservations and volunteers combined for the month of April totaled 70,722 as compared to last year’s total of 87,580. Aquatics/Attendance: 8,798 8,798 compared to 11,772 in 2018 which is a 25.3% decrease due to Kern High School District moving up the end date of their swim season. McMurtrey Aquatic Center: • Monthly attendance at the McMurtrey Aquatic Center was 5,540. This is a 21.8% decrease compared to last year’s 7,088. Kern High School District moved up the end date of their swim season and only hosted two meets at McMurtrey in April, this resulted in lower attendance numbers for the month. The club has swum a combined total of 190,499 miles. • Kern High School District Rental - The K.H.S.D. diving and swim team practices continued in the month of April. Swim meets were hosted at McMurtrey on April 5th and11th. • 2019 Lifeguard Academy - A total of 41 participants attended the spring break Lifeguard Academy that took place April 15th through the 19th. This course was offered in collaboration with Bakersfield Fire and Bakersfield College. After completing the academy, participants were eligible for City employment and earned 2 units of college credit. We anticipate offering job offers to about 45 new lifeguards. • Opening of On-Site Swim Lesson Registration - In-person swim lesson registration began on Friday, April 26th. Over 315 people visited McMurtrey to complete a registration for summer swim lessons and a variety of aquatic grant opportunities. Grants and components available for the 2019 summer season include: (1) Kaiser Permanente Operation Splash Passes, discounted swim lessons and Junior Lifeguarding, (2) American Red Cross discounted lessons for children and parents and Junior Lifeguarding, (3) USA Swimming Make A Splash Foundation discounted lessons for income eligible children, and (4) First 5 Kern discounted swim lessons for young children and their parents and free CPR classes for parents, guardians and childcare providers of children ages 5 and under. Silver Creek Pool: • Silver Creek attendance for the month of March was 1,652. • Stockdale and Ridgeview High School swim teams utilized Silver Creek Pool for their swim practices and home swim meets. Season ends the first week in May. Jefferson Pool: • Jefferson Pool attendance for the month of April was 1,606. • Foothill and Miramonte swim teams utilized Jefferson Pool for their practices and swim meets. Season ends the first week in May. Aquatic Grant Activities: • First 5 Kern Grant Make A Splash - Aquatic staff are visiting local childcare sites to provide Parent Water Safety Workshop. Athletics/Attendance: 33,324 • Total attendance for April was 33,324 compared to 39,589 last April which is a 15.8% decrease due to League of Dreams operating two less days than last year and fewer teams enrolling in the Adult Softball League. Athletic Programming • Adult Softball - The Spring Adult Softball League is made up of 137 teams – 77 Men’s and 60 Coed. Adaptive Programming/Adaptive Softball • Adaptive Softball continued during the month of April. Nine teams from local adult day programs play each week in this modified softball league. Softball Tournaments • North Kern Correctional Officers held their company picnic and softball tournament at Tarina Homes Sports Complex at Mesa Marin on April 6th. • Tarina Homes Sports Complex at Mesa Marin hosted a National Softball Association (NSA) youth fast pitch tournament on April 27th & 28th. A total of 41 teams participated in the tournament. Pee Wee T-Ball and T-Ball League • There are 23 volunteer coaches working in this program with 157 participants. The coaches meeting was held on April 6th. • The 1st practice was held on April 8th at Silver Creek Park, games are played on Saturdays. • Donations: $54,452.50 Department of Recreation and Parks April 2019 Monthly Report Page 6 We enhance the quality of life through a variety of programs, parks, and partnerships. Dr. Martin Luther King, Jr. Community Center/Attendance: 4,041 • Attendance was up 12% from last April due to the Springtime Egg Hunt being held in March last year rather than April. • Dog Obedience – 16 dogs are signed up for this class held at Windsor Park on Tuesdays. • Donations: $2,931.90 Saunders Recreational Facility/Attendance: 693 • Soccer Program: 14 Registered Teams/ Total Attendance: 672 • There were no rentals for the month. Silver Creek Community Center/Attendance: 660 • There was one (1) rental for the month. Registration must be done in person. • Beale Band Concerts – Sundays, June 9, 16, 23 & June 30 – Free Admission!
