Regular curbside trash, recycling, and greenwaste pick-up service will not be interrupted by the holiday. Notable Items  An important step has been taken in the highly anticipated update to the Metropolitan Bakersfield General Plan. The City’s existing General Plan was adopted in 2004 and provides the vision and priorities for how the City is to develop over the next few decades. In recent years, the community has expressed interest in updating that Vision and in updating the Plan to conform to new State Guidelines. Therefore, on May 10th, 2019, Development Services Staff issued a “Request for Proposal” (RFP) seeking qualified consultants to prepare a “General Plan Update Strategy & Options” document. This RFP kicks off the first phase of the Update process, and is an important first step in evaluating the scope of the project. The RFP requests that the consultant 1) provide at least three options to approach the upcoming update to the City’s General Plan and 2) the anticipated schedule and cost for each option. The General Plan Update process will be a multi-year project led by the Development Services Department and overseen by the City Manager’s Office. Next steps include evaluation of the consultant proposals, and an update to the City Council Planning & Development Committee later this summer.  This week, the City launched the “Don’t Create a Monster – Think Before You Flush” campaign. Efforts to spread awareness on this important issue include a creative PSA video posted to social media, posting on the City’s main website, the attached press release, and requesting assistance of local media outlets. The goal is to reduce the amount of unflushables in the city’s sewer systems, which can cause costly damage to home plumbing lines and tangle and disable City treatment machinery. General Information May 24, 2019 Page 2 City staff have also compiled a resource bank for free and available use by the public and media to help spread awareness. These resources include video b-roll from local sewer lift stations, video interview of our Streets Supervisor, posters for schools, daycares, offices, and apartment buildings. Staff encourages the public to make use of these resources to help conserve residential property and City infrastructure. It has been a Council priority to beautify and enhance these busy and highly-traveled sections of highway to help leave a favorable impression to travelers as they pass through our City. General Information May 24, 2019 Page 3 Tomorrow is opening day of the City’s spray parks! The parks will be open daily from 1:00-6:00 p.m. until Labor Day. Locations includethe following parks: Beale, Dr. Martin Luther King Jr., Greystone, Jastro, Jefferson, Planz, Saunders, Siemon, Wayside and Tarina Homes Sports Complex at Mesa Marin. *Note: The Saunders spray park will not open this weekend due to mechanicalissues. General Information May 24, 2019 Page 4 Traffic Advisories  Around-the-clock closure for E Street between 22nd Street and 23rd Street The contractor for the 24th Street Improvement Project plans to close E Street between 22nd Street and 23rd Street on Tuesday, May 28th. This section of the street is scheduled to remain closed until June 4th. Motorists can detour around the closure by using F Street. The section of D Street that is currently closed will be re-opened prior to the E Street closure. The closures are needed for drainage work.  Nighttime closures on Westside Parkway and Truxtun Avenue Eastbound Westside Parkway on-ramp from Mohawk to close for two months Nighttime lane closures have been scheduled for striping activities on the Westside Parkway and Truxtun Avenue on Wednesday, May 29 and Thursday, May 30. Intermittent closures will be in effect for all lanes on eastbound Westside Parkway between the hours of 9 p.m. and 5 a.m. At least one lane will be open to traffic while work is underway. In conjunction with this work, the contractor will close the eastbound loop on-ramp from Mohawk Street. The ramp closure is expected to remain in effect for two months while the contractor constructs a second lane for this ramp. Motorists wanting to travel eastbound from Mohawk Street will need to use Truxtun Avenue during the two-month closure. The contractor also plans to remove the temporary concrete barrier rail and complete the final striping on Truxtun Avenue between 9 p.m. and 5 a.m. on Wednesday and Thursday nights. This work will require full closures in the vicinity of the new bridges between the Westside Parkway on- and off-ramps. The westbound on-ramp will remain open, but the eastbound off-ramp will be closed while this work is underway. Motorists will need to use California Avenue or Rosedale Highway to detour around these nighttime closures. Chances to win fun prizes and to learn about water safety and healthy drink tips!  The City of Bakersfield is applying for a Proposition 68 grant for new park development in a Ward 1 neighborhood located just west of Union Avenue between Pacheco and Panama. The public is invited to provide input at three community meetings held at 6800 Brahma Street on the following dates: o May 30th, 6:00 p.m. o June 1st, 10:00 a.m. o June 12th, 10:00 a.m. The grant is due August 5th and award announcements are expected in early 2020. The City of Bakersfield receives millions of dollars in federal funds to invest in and improve our communities. These funds are used to support housing-related projects, to improve the community’s infrastructure, and to promote economic development for people in our community. Some of the past projects include: Assistance to community centers and parks; Small business startup classes to promote job creation; Homeless shelter programs and homeless outreach; Fair housing services to address discrimination Grants for home accessibility improvements; Curb, gutter, sidewalk and drainage improvements; Actions to support an increase in affordable housing; and Programs and services to ensure safe and stable housing for persons living with HIV/AIDS. Getting the community’s input is the first step to drafting the 2020 – 2025 Consolidated Plan, a document that identifies community needs and outlines the strategy for addressing those needs. It is also the City’s official application to the U.S. Department of Housing and Urban Development (HUD) for federal funds. Community workshops! Wipes used for changing diapers, personal hygiene, housecleaning, and more — cause major problems when flushed down toilets. Though many of these products are labeled “flushable” they are anything but. Because they don’t break down the way toilet paper does, disposable wipes clog homeowner and City sewer pipes, put stress on the wastewater collection and treatment equipment, and cause cities to spend thousands on premature equipment repair and replacement. Wipes snag on any imperfection in sewer pipes, catch passing debris and grease, and create a “large tangle” that will grow to plug the pipe. They also get drawn into sewer-line and wastewater treatment plant pumps and clog and damage them. The City of Bakersfield Public Works Department has partnered with the Marine Conservation Society, United Kingdom to bring awareness in a memorable way.
