Downtown Rehabilitation Grant: John said the Southwest Carpenters will continue to paint trash cans on March 30. Jessica requested a new grant proposal for the April or May agenda. 5. After School Presentations: Sophia said Brooks, Jessica, Stephanie Nava (formerly of Kern Green) and she have started doing presentations. The next presentation is set for March 21 and then a pre-school in April. 6. Old Town Kern: Tabled —Jenifer will update by the May agenda. B. Assign New KBBC Goals to Subcommittees to Create Objectives and Outcomes for KBBC Approval — Heather Pennella Goals attached. Jessica: You approved the goals, but you need to assign leadership to achieve these goals. 1. Social Media Ad Hoc Committee—Tabled 2. Social Media Awareness Campaigns—Tabled 3. Social Media Advertising — Tabled 4. Online Calendar — Brooks: Purpose to list subcommittee meetings, events and other items that KBB Committee members may attend: Tabled —Jessica will showcase KBB website features to show what is available but not utilized to see if the existing calendar feature will meet the purpose before discussing the creation of a new system or program. 5. Get Permission to Open a Kern Community Foundation profile from the Bakersfield Foundation so that KBB would be eligible for Give Big Kern and other donor opportunities. —The deadline for Give Big Kern 2019 already passed. Task: Staff will see if someone from the Bakersfield Foundation or City Hall needs to take the lead on opening a Kern Community Foundation profile, or if Jessica can do it. The profile would make KBB eligible for donations in that network. The Give Big Kern donations program is the motivation behind the profile creation request. 6. General KBB Fundraiser—Heather: As presented at the March City Council Meeting, the KBBC needs to prioritize fundraising unrestricted dollars. Heather also wants to see KBBC members lead an activity in the ward they are appointed to represent. 7. Calloway Road Tree Planning— John will lead if COB jurisdiction. 8. Follow up Tree Planting in Caltrans Jurisdiction — John will lead. Task: Confirm that planting location is City of Bakersfieldjurisdiction before proceeding. 9. Special Projects and Programs Funding Update—Jessica Felix We could use another $5 — $30K in monetary sponsors for the Great American Cleanup (GAC). Solid Waste is prepared to close the gap if necessary by adding a recycling ad on the volunteer shirt. The shirt vendor that typically wins the bid increased prices dramatically but is still likely to win the shirt bid with less than $5 per shirt. Old Town Kern for April or May Agenda. 1. He had been working at the County. • Jessica Felix: Luda Fishman transferred out of Solid Waste into Water. • Kevin: Solid Waste did approximately 10,000 illegal dump cleanups in one year. • Mayor: Thank you Jessica and Heather for the KBB presentation for City Council on March 6. VII. KBBC and Advisory Board Member Comments • Cathy: Yard of the Season could use a letter of consideration to give people time to declare whether or not they want recognition. • Matthew & Theresa: We need red KBB polo shirts. • John Enriquez: Downtown Business Corporation installed $25K in pedestrian trash receptacles [funded by Keep America Beautiful] by giving them to Golden Empire Transit (GET). GET installed them by downtown bus stops. Next meeting with Caltrans on March 26 at 1 PM. • Tony: The Portrait of a Warrior Gallery downtown will do a reveal at 11 AM tomorrow. VIII. Budai coordinated with a shopping cart retrieval companyto return 15 carts to stores. Retirees Pickup volunteers picked up litter. The Mission At Kern County and Slice of Italy provided food to volunteers. Budai will have a meeting with Solid Waste to discuss how to keep good condition shopping carts out of the landfill. Task: Viri will follow up on status of Councilmember Porlier's referral on a shopping cart ordinance inquiry. Jenifer noted how these kinds of ordinances have been viewed as a win-win for shopping cart property owners and other local governments. III. The mayor visited some volunteer sites in addition to the Yokuts Park celebration. • Heather: The honorees seemed really touched. Good job to those working on the ceremony. Thanks to Mayor Gob for photos and going live on social media. Thanks to Matthew for transporting Mayor Goh. Thanks to Jessica for coordinating the event. • Bob: There were a lot of events that day. KBB needs to look ahead to next year to try to have less competing events. A couple of people complained that they did not get follow up calls quickly enough. Bob said some of us board members should help Jessica field phone calls. Bob witnessed how much Jessica had to juggle phone calls for basic information. o Jessica: We had a lot less admin support this year. But KBB did have a helpful frequently asked questions video on Facebook. Logistically a hard deadline for volunteer registration makes sense but in the spirit of community involvement the deadline is soft. She also noted that Eventbrite was the new GAC registration process this year. It created some delays in follow up because some registrations did not reach her directly like the majority did. Those volunteers had to reach out with the correct concern that they were being overlooked. They were able to provide a registration number to Jessica which Eventbrite generated. Jessica in turn was able to have the webmaster retrieve the registrations with those numbers. o Matthew noted Good Voice is a phone tree system that could be helpful. o Jenifer Pitcher suggested a GAC intern. • Task: Brianna will send Jessica COB internship information from HR. It needs department approval. o Mayor Goh and Paul: Large locations that individuals and groups can be sent to could help lessen coordination logistics. Jessica agreed and shared this approach has been used in the past. However, the Solid Waste hot spot scout only found one location that warranted 100 volunteers. Monica: The photos looked professional. Heather thanked Tom Webster, City Webmaster for taking them. Task: Next year KBBC members get a deadline to submit hot spot locations. Locations must be public property. B. April Earth Month Activities— Heather Pennella: More information on KBB website. o April 13: KBB Downtown Beautification and Cleanup with Rotary Club o April 20: Strata Credit Union Community Recycling Day — Solid Waste is one of the drive-thru recycling collectors. o April 27: Kern Schools Community Recycling Day — Solid Waste is one of the drive-thru recycling collectors. o April 27: BC Garden Fest— KBBC members will volunteer to work a booth 9 AM -4 PM. C. KBBC Tasks Status Updates— Heather Pennella: John: The Carpenters Union will work trashcans for the Downtown Rehabilitation Grant on the April 27 D. Special Projects and Programs Funding Update—Jessica Felix The report was generated April 1, but the numbers are in flux right now with GAC and transfers as voted on at the last meeting. Old Town Kern will be reviewed in May. E. KBB Social Media Review — Jessica Felix — Tabled — Jessica needs to practice how to share analytics view with KBBC. Jenifer: Is Hootsuite an option? Jessica answered that staff looked into this. Although the Bakersfield Police Department (BPD) uses it, it is not an option yet for KBB. The volume of social media traffic between BPD and KBB is not comparable. BPD has a much larger and much more engaged following. Jessica thinks that apps and scheduled posts should meet KBB's purposes now. F. KBB Website Review—Jessica Felix Jessica pointed out the online calendar feature already existing that KBBC members seemed to be unaware of hence their requests for an online calendar. Heather noted that KBBC members need to get more familiar with KBB website. V. New Business A. Keep America Beautiful(KAB) Community Appearance Index — Mayor and KBBC Task: Heather and John will present dote for Mayor's and KBBC will choose its date at the May meeting. B. Approval of Written Report(s) — Heather Pennella 1. Litter Subcommittee — John Enriquez,Chair — March Report Attached. Tree Foundation of Kern, County of Kern, and KBB volunteers from World Mission Society Church of God will start at planting trees at the Bakersfield welcome sign along Hwy 99 on the south end of town on Sunday, May 19. Jessica wants to know the media plan forthis highly visible project in advance. 2. Beautification and Community Improvement Subcommittee— Monica Cater, Chair—No Meeting. No Report — has not met yet. Staff Comments • Jessica: Thanks to all who came out for GAC as a volunteer and to those who helped find sponsorships. Now through summer is a good time to talk to me about what you want to do in the fall and moving forward. VII. KBBC and Advisory Board Member Comments • Ray: Rotary Club volunteers will spread mulch, plant trees, and spruce upflowerbeds in designated sections of Garces Circle and City planters this April. • John: The Kern Adult Program Cleanup will do its next downtown cleanup on April 29. The Tree Foundation of Kern will place 50 potted trees downtown thanks to a grant in May. • Anastasia: While volunteering at the Cesar Chavez School garden during GAC, someone expressed to her concern that the garden is not watered in the summer and thusly the students are unable to benefit from it for an entire season. She wants to know how to follow up on this concern. o Jessica suggested it that it may be a district decision. o Matthew suggested writing an email to the district. • Heather: Echo Jessica's GAC gratitude and thanking Jessica. Adjournment— Heather Pennella 1:03 PM OFFICE OF THE CITY MANAGER June 1, 2018 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager Ar SUBJECT: General Information Notable Rem ➢ The Bakersfield Police Department hosts Principled Policing Training on a monthly basis for staff and a limited number of community members. Principled Policing was the first Commission on Peace Officer Standards and Training (POST) -certified course on procedural justice and implicit bias in the nation. The next training date is June 19th from 8:00 a.m. to 5:00 p.m. with lunch provided. RSVPs are required to attend. Contact Sergeant Keli Paulk at (661) 326-3910 if you are interested in attending. Seating is limited. ➢ Attached you will find the monthly Thomas Roads Improvement Program (TRIP) Status Report for the month of June. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included. ➢ In response to Councilmember Parlier's referral regarding abandoned shopping carts, the City Attorney's Office did some research, reviewed our current shopping cart ordinance and discovered that members of the public can now report abandoned shopping carts by calling 1-800-252-4613 or reporting it online at cartretrievol.net. As such, the referral has been cleared with Councilmember Parker's consent and the City's website will soon include a link to cortretrieval.net in order to simplify the process and for easy access to the public. Aw akg fiel=Orks us, for swim lesson times, water aerobics, lap Keep Bakersfield Beautiful Meeting with Caltrans Litter Committee Notes for Tuesday, March 26, 2019, 1:00 pm at Caltrans Offices, 1226 Olive Drive, Bakersfield The meeting was called to order at 1:04 pm by Chairman John Enriquez 1. Welcome and Introductions Self introductions were made around the table. John Liu and Jason Maio were present from Fresno via satellite connection. 2. Bakersfield Entry Sign Update Don Woodard reported that a Cal Fire grant to the Tree Foundation will be used at the undeveloped Kern Delta Park to plant 49 new trees. Copies of the plan were provided. Melissa Iger of the Tree Foundation will buy irrigation materials, which parks will install. The Tree Foundation will use volunteers to plant the trees. John Enriquez reported that the World Mission Society Church of God will volunteer to do the work, but the start date is uncertain. We are aiming for all this to be completed in the spring. Cal Trans asked about encroachment on the sign. Don reported that the electric lines to the sign will be taken into consideration with irrigation 15 feet back from the sign. Water will be coming from the Senior Center. 15 -gallon trees will be planted. Proposition 68, California Cultural and Natural Resources (CCNR) Grant funds will be sought by the county to develop Kern Delta Park. Plans include a soccer field, more trees, pathways, and significant cost related to water requiring a big line. The proposal will be for $2.5 million for % of the project. The county should know in May whether the proposal will be moving forward. If it is, someone will visit the project site in order to give the county approval to move forward with a full application. As proposed, the soccer park will have artificial turf and lights. The Park and Ride will be used for parking as originally planned. The artificial turf may need to be watered to avoid excessive heat, but evening use is anticipated. Another grant to the CCNR will be used to develop improvements at Heritage Park. Improved areas will include the amphitheater, the skate park, and restrooms. As part of this effort they will need volunteers to plant 8 trees. They are working on the Fragrance Garden as well, planting gazanias right now, but no shrubs to discourage homeless encampments. There will be a Community Pride Wall at the back of the preschool facing the park. 3. Adopt a Street Update Adopt -A -Street Program, Supervisor Mario Jimenez showed new signage for the Keep Bakersfield Beautiful Adopt -A -Street Program. 5 new signs are up so far. There were questions about what streets were adopted. Kevin Barnes suggested that Jessica Felix at the Keep Bakersfield Beautiful office could provide information and the requirements to anyone interested. 4. Southwest Carpenters Union Downtown Cleanups and Community Service Josh Taylor of the Southwest Carpenters Union described a bit about himself and the need to encourage more young people to consider a carpentry career. The SW Carpenters Union has 1,000 members locally. They believe in giving back to the community so have worked on downtown cleanups for the last 3 months. He noted that the trash situation has improved and that they want to do more. 5. Rebuilding Together Kern County Update Rebuilding together Kern County, Tony Martinez reported there were 140 affiliates nationwide, 17 in California. Ours is the only one in central California but focuses only on Kern County for projects. He reported on their numerous projects to date, many supporting veterans, and mentioned that they are always looking for new ideas. 6. Caltrans Project Update Multiple projects funded by Caltrans and Thomas Roads (TRIP) were discussed. Patience was requested during the next 4 to 5 years as these many freeway projects are completed. It was noted that lots of sound walls have artistic components. It was also noted that the Westside Parkway should transfer from the City of Bakersfield to Caltrans this Fall. At the end, we should have a nice freeway system locally. There was some discussion of the difficulty navigating freeways with constant lane changes, and insufficient directional signage. Caltrans explained their new system of line delineation which should help out. It was noted that one of the reasons lit signs to help direct traffic are not operational is because the homeless steal the batteries. John Liu reported that Caltrans is looking for money to extend homeless contracts for trash removal and expand those to weeding. Overall it was noted that the trash situation on the freeways has improved, except at areas of homeless encampments. 7 & 8. Freeway Litter Partnership Update and Committee Member or Public Comments Andrew Miles from the Bakersfield Homeless Center (BHC) reported that the bag count for 2018 prior to the new crews was 32,009 bags. In more good news, on April 3r° there will be a press conference to announce a new sponsor of the Downtown Street Ambassador Program. Kevin Barnes reported that on April 10" there will be 2 more 4 person crews, making for 32 people (up from 24) on beautification crews. Andrew stated that additional Caltrans funds have aided BHC in streamlining procedures. Daily staffing is 50 individuals on freeways in 3 programs. John Enriquez reported that John Liu and Andrew appeared on the Moneywise radio program and did a greatjob. Derek Morris reported that the Veterans Outreach Program has 4 new crew members, replacing 4 who took 6 weeks off to get Class A and heavy equipment operator licenses. There is an RFP out looking for groups who want to work a crew of 12 vets, 32-40 hours a week. Kevin Barnes reported that GAC is on April 6", interested groups should sign up with Jessica Felix. The city may use homeless workers to help with bulky waste cleanups and may work with Derek too. John Noriega reported 9 clients and 3 staff of the Kern Adult Program were cleaning downtown yesterday and will participate in the GAC. Michelle Burns-Lusich reported that the County of Kern is moving Keep Kern County Beautiful (KCBB) to the Public Works department. The organizational paperwork is going to County Counsel soon and Heidi Carter-Escudero was introduced as the new KCBB coordinator. Saturday April 13" will be a bulky waste day at 3 locations: Kern Medical Center, the Fairgrounds, and the Roberts Lane Transfer Station. The bulky waste transfer station is now open 3 days a week at 1900 Roberts Lane at the County Roads Yard. They accept residential waste only, no building supplies. Blair Budai reported that the last cleanup on Saturday from 9-1, was his group's 14" cleanup. A total of 95 shopping carts, 88 filled with trash, have been collected. The county picks up the carts, but they get thrown away. He wants to get those recycled instead. The Retirees Group reported that Cottonwood Road at Pacheco is just an awful dumpsite. They can hardly make a dent in it. Erica Johnson found a new "sister' in service to the homeless to work with. She expressed ongoing frustration with communicating with homeless service entities. Keep Bakersfield Beautiful Meeting with Caltrans Litter Committee Notes Tuesday, May 21, 2019, 1:00 pm at Caltrans Offices, 1226 Olive Drive, Bakersfield 1. Welcome and Introductions The meeting was called to order at 1:02 pm. Attending from Fresno for Caltrans were Joel Martin, John Liu, and Jason Lau. Guest Aaron Aguirre, City of Freson Public Works Manager, was also in attendance from Fresno via video conference. 2. Boys to Manhood Community Service — Bakersfield City School District — David McCrary and Lewis Neal David McCrary thanked everyone for the invitation to the meeting, and he introduced his Bakersfield City School District colleagues He reviewed the affirmation and overall goals of the program, which include how to make good choices, understand the world around you, and increase awareness. Another goal was to impower through interactions and community service. They emphasize that it "starts with you", to make "young men into great men". He showed a video of their recent downtown cleanup, featuring John Enriquez. There were 60 volunteers 3rd -6 1h grade, who cleaned 6 areas downtown. They hope to offer summer programs and are looking for resources so they can follow kids to high school. Many kids thought it was the greatest day of their lives. Heather Pennella, who also participated, added that she was impressed with the kids and their leadership. John Enriquez reported that their next project should be in June, maybe planting trees and flowers. 3. Bakersfield Entry Sign Tree Planting —World Mission Society Church of God - Arnie Sanchez Arnie Sanchez said that the weather turned out well in the end after some real concern. Their church is participating in Save the Earth from A -Z, a UN program with specific goals. Their young leaders met to find projects they wanted to do on UN climate action, to be proactive and to focus on sustainable goals. Arnie thanked those who came out to the event. Volunteers arrived at 9:30 am to set up, and a 10 -minute downpour began at 10:00 am. There were 96 volunteers, who planted 49 trees including staking them up. He presented a plaque to John Enriquez for helping to organize the day. Jessica Felix reported that Facebook and Instagram posts about the event were coming. She needs paperwork on the United Nations MOUS desired to see if they can be signed by the City of Bakersfield. Mr. Sanchez would love to have them from all three partners, so the County of Kern and the Tree Foundation as well, to verify their effort. 4. Mayor's Litter Index Survey — May 28, 2019 — Heather Pennella This annual requirement for Keep Bakersfield Beautiful will be occurring on May 28, 2019. Heather Pennella invited everyone interested to come to the Mayor's office that day at 8:00 am, for an orientation followed by about 2 hours of survey work in a city vehicle and private cars as needed. Brooks Douglass reported the survey was a great way to see places in Bakersfield that you would not normally see. A sign-up sheet was circulated. 5. Caltrans Project Update — Caltrans Jay Asistin and Frank Salyards reported for Caltrans that 178 east and west to Fairfax were being given new landscape and pullouts, which should be done by November 19. Installation of the black cages are almost done around the electrical and water equipment to deter the homeless from stealing parts. The 58 widening project is running "real tight" to schedule as is the 99 project. Jay reported the homeless center crew has been great. Some are prepping for fire season in the Kern River Canyon. 9 crews are working to use up the $500,000 in additional funds, which must be used by June 30, 2019. Additional people have been added to crews to use up the funds. Out every single day: Crew 1 is on the main lines Crew 2 is on ramps Crew 3 is on backsides dealing with litter (sometimes with city crews) Crew 5, 6, 7, &, 8 work on vegetation There will be an early June meeting to see if some new funds can be allocated. 6. Freeway Litter Partnership Update Becky Napier from Kern COG reported that the assigned Sheriff Deputy supervising the crew on the state highways will be reassigned instead to the Lerdo Jail, so that program cannot continue. They are working with County Public Works on another way to get that $50,000 in funding to the County for cleanups. Kern COG is happy with the funds being used on any state highway in Kern County. Sal Moretti reported that he and John Liu and Public Works are working with legal counsel on this issue right now, however they are not sure it will be completed by July 1s'. The route to the Bena Landfill will be a priority. Jay Asistin reported that the Veteran's Outreach program still has just one veteran hired by Caltrans, but they are awaiting openings. There is no sunset date on the program. Committee Member or Public Comments Sal Moretti reported that the Board of Supervisors should be signing off on Keep Kern Beautiful in June. Heidi Carter-Escudero was hired to run it and a grand unveiling of the new program is planned for November. Cathy Butler reported on the new block -to -block program to encourage communication and pride in downtown Bakersfield. Tom Burch reported the Retirees group will be cleaning up the Brundage alley between H and F streets with the support of a city truck tomorrow from 7-9 am,. Last week they worked around the airport. Jessica Felix reported that more volunteers are needed. Aaron Aguirre from the city of Fresno reported their RFP modeled on our Caltrans/Homeless Center program is a week away from and should begin this fall. John Liu reported that they are trying Anti -litter messages as something new with the electric signs on freeways. Currently they and have up THE ONLY CURE FOR LITTER IS YOU. Prior to that, the message was DON'T TRASH CALIFORNIA. They hope this will help with public education. John Enriquez asked John Liu what it would take for the new Park and Ride off Mohawk to be named after Mayor Harvey Hall, and Mr. Liu stated that the legislature could approve that. Residents of 1,000 Olive Drive reported on their feral cat problem related to the Caltrans yard. Sal suggested contacting Animal Control for this escalating problem throughout the county. 7. Jessica will follow up with artists on pending permit process. - Trash cans have not been purchased yet. According to Jessica, Jennifer Pitcher had ongoing discussions with the Mission at Kern County to service trash cans, Monica will follow up with Jennifer on her POC from the Mission. Garden group meets at the garden the 2nd Monday of the month at 6 pm, followed by a regular garden cleanup that following Friday. Issues discussed included garden tools and green trash cans that go missing. Jessica mentioned following up with the city on trash replacements. Garden group was receptive about KBB sharing their upcoming events and monthly meetings on KBB social media. Agency/Individual updates: Roseann & Ivan, reported Moods in Panorama Park got tagged, efforts to remove the graffiti damaged the art. Artist Bryan paddock indicated that the work had no protection coating and restored the work. The county has been tusking Boy Scouts, earring merit badges, but at times it is difficult to use them effectively as the county is often addressing small single items like a single tag on a stricture. They do best when painting, say a wall, with large graffiti examples. They were handed offtc Karl Hunt. With random tags the city doesn't have big projects to give them. they haven't considered using high school kids who may need civic engagement to needed fulfil curriculum requirements. Bryan, however, said last year they worked on a 99 freeway overpass and have adopted a wall at Foothill High School. A new tag on the Beale Park amphitheater stage has been reported, Tony noted that when he was the chair of the graffiti subcommittee, a few years ago we had over 20 attending. (Now I wish I'd indicated he might not have wanted to say that.: ) "Now I don't see many who should be here attending." Tony is the new president of Rebuilding Together Kern County with. A seven member board. When he attended national conference in Seattle in November he listening to other reps from other states, they have budgets of mi [lions of dollars but sub -groups that make decision making difficult. Tony wants to keep group small to make decision making easier. They have gotten support from political leaders including Kevin McCarthy. They were nominated for the Keep Bakersfield Beautiful award. That will get them exposure. They just brought a volunteer pro photographer on board to help with publicity. 4.Mura[s update: Bryan: 32 erase greeting needs to mention the mobile app Tony noted a programmer who developed a graffiti app advised the city to adopt it. They declined saying they would do their own. That didn't work well and have contracted for another from outside source. Bryan: Califomia banned a chemical formerly in paint stripper, Now currently available paint remover has a different formula. Ivan is going to test it out to we how well it works. When Tony was with the BPD, about 1999, 2000, he developed "Stop Graffiti Now" but City Manager Tandy didn't like it, however Police Chief Rector did. Tony asked what other cities did that worked. SBI Funding for freeway cleanup John announced KERNCOG designated $50,000 and Caltrans $250 for a total of $300,000 for freeway cleanup. Block to Block Project Cathy Butler announced the first meeting of the 25 block captains were installed by Mayor Gob last week Block Captains will now be distributing questionnaires to neighbors and returning to DBA/DBDC for review at the next Block to Block meeting on Thursday, June 27t^.
