Notable Items
➢ Special thanks to those who joined us this past week for two important ceremonial
events; the groundbreaking on the final phase of the Centennial Corridor Mainline
project and the opening of the stadium field at the Kaiser Permanente Sports
Village. It is not often that we have the chance to celebrate two significant projects
in one week, and on some of the hottest days so far, no less! Thanks are due to the
staff who work to bring these projects to fruition.

➢ We would be remiss if we were not to
congratulate Nelson Smith one final time on
his retirement after 29.5 years of service.
Nelson has been the quiet financial leader
who has kept the City financial records in
award winning condition for a long period of
time. His long-term contributions to the
organization will be greatly missed. We now
welcome Randy McKeegan as our new
Finance director and have every confidence
he will handle the mantle admirably.

8:00 a.m. for the Jastro Park Pickleball/Tennis
court complex. We have opted for an earlier
time to keep temperatures in mind, but hope
to see many out there and perhaps even
engaging in some friendly competition! See

➢ Congratulations to the City of Bakersfield Youth Commission on a successful
inaugural “Speak Out, Sing Out” event last Friday evening prior to the first Spectrum
Movie in the Park. The event featured a mini information fair on City services,
speeches from Mayor Goh, Chief Martin, Councilmember Smith, Jessica Felix (Keep
Bakersfield Beautiful), Dianne Hoover, David Lyman and the commissioners
themselves, as well as live music from a local high school student, Ethan Chandler.
The mission of the Youth Commission is to be a voice for City youth and this event is
one way they have found to engage with the community and educate on the
amenities available to teens in the City. This group is very impressive and always
eager for projects and involvement. If you have projects where the Youth
Commission can be involved, please do not hesitate to contact Nathan Gutierrez

➢ Downtown Bakersfield’s restaurant scene continues to grow, and the newest edition
of Visit Bakersfield’s Downtown Restaurant Guide can help you keep up. The
updated guide now lists 85 places where you can eat your way across downtown in
ten different categories, from fine dining to sweets. New to this edition is a vegan
category.
Download the latest version of the Downtown Bakersfield Restaurant Guide here or
pick up your free copy at Visit Bakersfield, 515 Truxtun Avenue. It also will be
available for large groups meeting at the Rabobank Convention Center, such as
the Jehovah’s Witness convention this weekend.
➢ This will be the first of six weekends for the Jehovah’s Witnesses Convention, the
largest convention that meets in Bakersfield. Each weekend attracts about 6,000
delegates to Rabobank Arena. These conventions help fill local hotel rooms
throughout the city and keep many restaurants busy. As in years past, Visit
Bakersfield has provided the event organizers with Bakersfield maps and information
on downtown restaurants for those attending the convention. The other convention
weekends are June 21-23, July 5-7, July 26-28, August 2-4 and August 9-11.
➢ The Bakersfield Fire Department continues to actively provide information to the
public regarding the upcoming firefighter recruitment. Social media has become
one of the most important ways we can reach the public audience and both the
Fire and Police departments have been exemplary in delivering informative and
positive messages to their audience. Most recent among their efforts is a short 30-
second PSA produced by the department featuring Fire Chief Anthony Galagaza
and the following message:
“The mission of the Bakersfield Fire Department is to protect,
engage, and inspire a safe community while delivering
legendary customer service. We are your Bakersfield Fire
Department. To become part of our team, go to
BakersfieldFire.us.”
➢ The Junior Police Academy started this week with 142 students ranging between the
ages of 11 and 17 years of age. The program has expanded to take place at the
Bridge Church, Police Activities League, and the Friendship House.

Traffic Advisories
➢ Weekend Intersection Closure at 23rd Street and H Street
The intersection of 23rd Street and H Street will be closed around-the-clock this weekend
for drainage work. The intersection is scheduled to close Friday, June 14th at 7:00 p.m.
and is expected to re-open on Monday, June 17th at 5:00 a.m. This closure affects all
directions of travel. Eastbound motorists will be detoured south on G Street to 22nd Street
and back to 23rd Street via northbound Eye Street. Northbound and southbound H
Street motorists are encouraged to use F Street or Chester Avenue.
Following the H Street closure, the contractor will need to close Eye Street at 23rd Street
on Monday morning for utility and drainage work. This work is adjacent to 23rd Street,
but the closure does not impact eastbound travel. However, access to and from 23rd
Street and Eye Street is expected to be closed for two weeks.

The contractor will also need to close access to and from 23rd Street and G Street, from
June 17 through June 19. This closure is also needed for drainage work.
Motorists can use adjacent streets to detour around the Eye Street and G Street
closures. Patrons can access businesses from 22nd Street.

SUBJECT: Prioritize Repair S. Union Ave between Brundage and Panama Lane
Referral No. 822
There are three sections of South Union between Brundage Lane and Panama Lane that are
in City jurisdiction:
• SR 58 (Eastbound off-ramp) to Belle Terrace
• Planz Road to S. Chester
• City limit to Panama Lane (1/4 mile)
The remaining sections are within Kern County jurisdiction.
Public Works is proposing a project using SB 1 funds to design, bid and construct a
rehabilitation project for these road sections within the City for fiscal year 2020-21. City staff will also reach out to the County to ask if they would consider a project of their own to match
the road rehabilitation within these limits. For now, Street Maintenance will repair any potholes where needed.
Councilmember Rivera requested that South Union Avenue south of
Brundage to Panama Lane be prioritized for repair.

SUBJECT: Street Repairs at “H” St and Chester Ave at SR58
Referral No. 823
The asphalt pavement where it joins the concrete overpass (bridge deck) at Chester Avenue
and “H” Street is shoving. This is caused by the forces from vehicles braking at the intersections
“shoving the flexible asphalt against the inflexible concrete. This creates a noticeable bump
for drivers that gets worse over time. Street Maintenance Division will repair this by grinding
off the shoved sections as soon as the schedule allows.
Councilmember Rivera requested that the State Route 58 overpass at H St.
and Chester Ave. be reviewed as a section of the road is bubbling up.

SUBJECT: Replanting at Belle Terrace and SR58
Referral No. 824
This area falls within Caltrans right-of-way and jurisdiction. At the time of design, due to the
drought, Caltrans did not allow or approve any landscaping as part of projects in their right-
of-way. Since then, the drought restrictions have been lifted and for the time being Caltrans
is starting to consider some landscaping with projects. However, this area will still be under
construction for the next 3 years as part of the Centennial Corridor Project. We have asked
Caltrans staff about the possibility of landscaping in the area of the Belle Terrace bridge
project once construction is complete. They have indicated they will look into the possibility.
Councilmember Sullivan requested information on a plan for the
replanting on the freeway due to the Belle Terrace work be included in
upcoming budget plans.

SUBJECT: Street Repairs on Belle Terrace between “P” St and Chester Ave
Referral No. 825
This section of Belle Terrace falls within the “El Toro Curb, Gutter and Sidewalk” project
boundary funded by CDBG budgeted for next fiscal year. As part of that project, Street
Maintenance Division intends to replace old roll-top curb & gutter, install sidewalk and ADA
ramps, and pave back sections of Belle Terrace within these limits. At that time they will repair
and/or reconstruct the pavement. In the meantime, as a temporary repair, Streets crews will
construct a blade seal over the pavement this summer while school is out.
Councilmember Rivera requested that staff review Belle Terrace from P
Street to Chester in front of the school be repaved before the start of the
next school year.

CIP/CDBG Project Updates:
• Jastro Park Pickle Ball & Tennis Courts Rehab Project – Ribbon cutting
ceremony scheduled for Saturday, June 29.
• Bridle Creek Park: Construction is in progress - Irrigation lateral lines are
being installed as well as sidewalks. (east sidewalk installed). Storm
drain covers have been installed. Water meter concrete box and line
has been installed.
• Belcourt Community Park – Contractors are moving quickly to
complete this park.
Reservations:
• 181 park reservations and an estimated 18,736 guests in attendance for
the month of May.
PARKS UPDATES Area 2
• Beach Park – Staff repaired/replaced base pegs as well as re-set home plate. Infield was dragged weekly.
• Wayside Park – Staff repaired/replaced base pegs. Infield was dragged weekly.
• Mesa Marin – Staff repaired/replaced base pegs as needed.
515 Building
• Staff installed new irrigation and plant material in the planters around the
Veterans Memorial. Baker St.
• Staff completed the removal of the planter pots along sidewalk. California Ave
• Stamped concrete along median is complete. Lowell Park
• Staff poured a concrete pad and installed a park bench. Oleander St.
• Stamped concrete at roundabout medians (3 total) are complete. SR99 Sound Wall
• Various Area staff installed irrigation and plants along SR99 sound wall
between Panama Ln and Hosking Rd. Tree Maintenance
• Staff delivered Mobile stage to Lowell Park for a BPD event.
• Staff delivered bleachers to Fire station 1 for public safety day.
• Staff completed renovations to the center Median at Calloway and
Stockdale Hwy. Staff will level the median redo irrigation and replant.
• 1000 Flags event was held at TPRW on Memorial weekend. Staff pressure
washed area 1 & 2, put out additional trashcans and cleaned the edge of the lake for the event.

RECREATION
Total monthly attendance for all programs, reservations and volunteers combined for the month of May totaled 64,213 as compared to last year’s total of 65,229
Aquatics/Attendance: 2,304 2,304 compared to 4,033 was due to an earlier end date for the Kern High
School swim program and lower Operation Splash Event attendance.
McMurtrey Aquatic Center:
• Monthly attendance at the McMurtrey Aquatic Center was 2,251. This
is a 32.2% decrease compared to last year’s 3,321. Attendance for the
month was down due to an earlier end date for the Kern High School
District rental and fewer attendees at the 2019 Operation Splash Event.
• 100 Mile Club - 400 active members swam 13,728 miles through May.
The club has swum a combined total of 191,424 miles.

• Kern High School District Rental - The K.H.S.D. diving and swim teams
completed their rental the first week in May which was an earlier
season end date compared to previous years.
• Employee Trainings - Employee trainings that took place in May
include: Pool Manager Training, Water Safety Instructor Certification
Training, and New Employee Orientation. A total of 43 new Lifeguards
started employment with the city on May 17th.
• Operation Splash Event - The kick-off event for the Kaiser Permanente
Operation Splash Grant was held on Monday, May 27th at the
McMurtrey Aquatic Center from 1:00 to 4:00 pm. With temperatures in
the low 60’s, attendance was not at typical levels; around 77 people
attended the special Memorial Day swim event.
Jefferson Pool:
• High schools utilizing Jefferson did not use the pool in May.
Silver Creek Pool:
• High schools utilizing Silver Creek did not use the pool in May. Aquatic Grant Activities:
• First 5 Kern Grant Make A Splash- Parent water safety workshops were
provided to local childcare centers in May. A total of 53 parents
received valuable water safety education. This Grant provided 515 discounted $5 swim lessons to children 6 months to 5 years and 10
discounted swim lessons to eligible guardians in July and August.
• Kaiser Permanente- Operation Splash Passes and discounted swim
lessons funded through Kaiser Permanente filled quickly in May. Lessons will take place in June, July and August. Opportunities still available
through the Kaiser Permanente Grant include: discounted Jr. Lifeguarding classes at M.L.K. and Jefferson, and discounted adult
lessons.
• American Red Cross- Discounted youth swim lesson spots filled quickly
on April 27th with 8 available discounted spots for Junior Lifeguarding classes at Jefferson and M.L.K. pools still available. A few discounted
adult lessons are still available through the American Red Cross grant.
• Donations: $384.00 Athletics/Attendance: 27,220
• Total attendance for May was 27,220 compared to 20,446 last May
which is a 33% increase. A historically rainy spring caused many adult
softball games to be rained out and rescheduled to May.

Athletic Programming
• Adult Softball - The Summer Adult Softball League is made up of 84
Men’s teams and 52 Coed.
Adaptive Programming/Adaptive Softball
• Adaptive Softball - continued in the month of May with nine teams
total bringing the season to a close in June.
• Adaptive T-Ball/Baseball - This league runs through a partnership with
League of Dreams, TERRIO Therapy & Fitness and TerrioKIDS. This eight-
week program ended on May 12th.
Softball Tournaments
o Tarina Homes Sports Complex at Mesa Marin hosted a tournament for
the Bakersfield Association of Realtors.
o Beach Park hosted a one-day USA Softball men’s fast pitch
tournament. Pee Wee T-Ball and T-Ball League
o The combined total enrollment for both leagues is 157 participants.
• Donations: $14,605.00
Dr. Martin Luther King, Jr. Community Center/Attendance: 3,289
• Attendance was down 23% over May 2018 due to the cooling system
being down in the center.

• Superintendent of Schools Free Meal Program – This partnership has
proven very beneficial for the participants of this community. Free
Breakfast and lunch program began in June.
• Beale Band Concerts – This summer the concerts are held Sunday,
June 9th, 16th, 23rd, and the Patriotic Program on June 30th.
• Camp King – is completely full with 30 on the waitlist. May fun activities
are planned with Stay Focused Ministries as part of the program.
• Donations: $1,740.30
