Notable Items
Motorists should be advised of two road reconstruction projects beginning next week:
o Reconstruction of Haley Street from Columbus Street to University Avenue;
scheduled completion August 2019
o Reconstruction of District Boulevard from Gosford Road to Stine Road; scheduled
completion September 2019
During the reconstruction of these roadways, traffic will be reduced down to one lane
in each direction. In addition, access to side streets may be affected; while on street
parking will be closed for the period of time that reconstruction is occurring in these
areas. Detours and alternate access points will be provided during these closure periods. This will result in traffic delays, so drivers are advised to use caution and to
take alternate routes or allow extra travel time through this area. The City thanks the public for their patience during the construction of these improvements.

Please find attached a memo from Water Resources Manager Art Chianello on thecompletion of the domestic water TCP mitigation project. The memo details the onset
of State regulation of 1,2,3-Trichloropropane (TCP) levels in 2017, Council action tocome into compliance, and the many projects necessary to fully install the treatment
program.
Attached you will find the monthly Thomas Roads Improvement Program (TRIP) Status
Report for the month of July. The report gives a summary of each TRIP project in
construction, in design, and under review. Completion percentages and pictures of
projects are also included.
Lifeguard Olympics were held this past Monday and Tuesday at McMurtrey Aquatic
center. This annual event helps keep skills sharp and creates teamwork among the
lifeguards and pool managers. Teams consist of all lifeguards from each pool; larger

pools create more than one team for the various competitions. Relay races, rescue
skills and first aid skills are all part of the two-day competition. Also included is a
customer service competition for those handling gate issues.
In other aquatics-related news, the City said farewell to Mac Robertson, a
part-time aquatics trainer who has worked for the City for 24 years. Thanks
in large part to his ability to train and certify lifeguards, the State auditors
consistent rank our lifeguards in the ‘Outstanding’ category.
The Bakersfield Junior Police Academy graduation took place this past Wednesday
at the Bridge Church and graduated 150 youth ages 11 to 13. During their academy, students were introduced to several facets of law enforcement, with emphasis on the
values of leadership. The academy was hosted in three separate locations and lasts for our weeks.

The deadline to submit comments to the City of Bakersfield Bike and Pedestrian Safety
Plan study online interactive survey map has been extended to July 31st. We
encourage all residents to take advantage of this opportunity to have your voice
included in this report. This survey will help staff get resident feedback in addition to

UPDATE: Weekend intersection closure at 23rd Street and Chester Avenue rescheduled
The drainage work planned for this weekend at the 23rd Street and Chester Avenue
intersection has been rescheduled to July 12-15. The around-the-clock weekend closure
is now expected to be set in place on Friday, July 12 at 7 p.m. and to re-open by 5 a.m.
on July 15.
During the closure, northbound and southbound motorists should use either H Street or L Street to cross the 23rd Street/24th Street corridor while work is underway.
Eastbound motorists can detour around the closure by turning south on H Street to 21st
Street and continuing east to L Street to return to eastbound 23rd Street and State Route 178. Eye Street and K Street are expected to remain open through the weekend.

Partial Closure of H Street between Truxtun Avenue and 4th Street
Beginning Wednesday morning, July 3rd, at 7:00 a.m. until July 12th, at 7:00 p.m., H Street
between 4th Street and California Avenue will be reduced to one lane in each direction.
On Saturday morning, July 13th, at 7:00 a.m. until 7:00 p.m., California Avenue at H Street
will be reduced to one lane for eastbound and westbound traffic. Northbound and
southbound traffic on H Street will be detoured onto westbound and eastbound
California Avenue.
These closures are needed for the rehabilitation of H Street between Truxtun Avenue and
California Avenue. Motorists will merge into one lane or two lanes in each direction while
the lanes are reduced. Reports

TRIP projects are moving rapidly through the various stages of project
development. This report is to provide a periodic up-to-date snapshot of each project’s recent major
activities and progress. If you have questions, or need additional information, please contact Janet

MILESTONES
A groundbreaking ceremony was held for the Centennial Corridor Mainline in June. This phase of the
project will construct the new State Route 58 mainline between the Westside Parkway and State
Route 99 as well as the State Route 99 connector ramps. Work is scheduled to begin on the $147
million construction project in July and completion is anticipated in 2022.
Construction on a new roundabout at State Route 43 (Enos Lane) and Stockdale Highway is also
expected to begin in July. The roundabout will replace the existing 4-way stop. Replacing stop signs
or signals with roundabouts has been shown to reduce injury crashes as well as traffic congestion
and delays. The construction of this roundabout is part of the Centennial Corridor project.
Concrete was placed for the top deck of the new northbound State Route 99 to eastbound State
Route 58 connector ramp in June. The new structure is expected to open in late summer and is part
of Centennial Corridor Phase 2.
PROJECT STATUS
24th Street Improvement Project
Contractor: Griffith Company
33% complete; anticipated completion: spring 2020
Access to and from the north side of 24th Street remains closed at Spruce Street, Pine Street, Cedar
Street, and Alder Street. These streets are expected to re-open by the end of summer.
Drainage work continued along 23rd Street throughout the month of June. The majority of the drainage
work is expected to be completed in late July. The contractor will then begin working on curb, gutter,
and driveway improvements along 23rd Street.
Sound wall construction is underway along the north side of 24th Street at Olive Street and on the
south side of 24th Street between the A Street alley and C Street. These walls are expected to be
completed by the end of summer.
Irrigation and electrical work items are ongoing at various locations along the corridor.

Centennial Corridor
The multi-phased Centennial Corridor project includes four large contracts and one smaller contract.
Three phases are currently under construction. Construction on the mainline as well as the roundabout
at the State Route 43/Stockdale Highway intersection is expected to begin in July. Completion of the
Centennial Corridor is anticipated in 2022.
Phase 1 - Kern River Bridge Improvements
Contractor: Security Paving Company
83% complete; anticipated completion: summer 2019
This phase constructs new bridges across Truxtun Avenue and the Kern River for the future westbound
exit from Centennial Corridor (State Route 58) to Mohawk Street and widens the existing eastbound
bridges crossing the Kern River and Truxtun Avenue to accommodate the future mainline.
The contractor placed concrete for the stems and soffit (girders and bridge bottom) on the second half
of the widened Kern River Bridge in June. Crews are now placing reinforcing steel for the bridge deck.
The bridge deck will require 2,000 cubic yards of concrete and will be completed in two sections, with
the first concrete pour anticipated by early August.
The Westside Parkway eastbound on-ramp from Mohawk Street is closed through July while crews
make improvements and widen the ramp. Motorists wanting to travel eastbound from Mohawk Street
will need to use Truxtun Avenue during the closure.
Crews also continue to work on the concrete barrier rail on the bridge that will carry westbound traffic
from the Centennial Corridor to Mohawk Street.
Additional work scheduled in June includes electrical and fiber optic work in various locations.
Phase 2 – Belle Terrace Operational Improvements
Contractor: Granite Construction
33% complete; anticipated completion: spring 2020
Construction of the new Belle Terrace Bridge continues. The contractor has completed the bridge
columns within the median and is working on the walls adjoining the bridge abutment on the west side
of the freeway. Once the walls are complete, the contractor will backfill the abutment.
A concrete pour in mid-June completed the bridge deck on the new northbound State Route 99-to-
eastbound State Route 58 connector bridge. Work on the bridge approach and departure ramps will be
underway in the coming weeks and the contractor anticipates removing falsework in late July.
A 54”-diameter storm drain system was removed and realigned on the east side of State Route 99 just
north of the connector bridge last month. The storm drain system had to be relocated to make way for
the future northbound State Route 99-to-westbound State Route 58 connector to be constructed during
the construction of the Mainline project.
Work on the retaining wall along the outside shoulder of northbound State Route 99 between Ming
Avenue and the connector ramp continues. The retaining wall will allow for northbound State Route 99
to be widened in this area. The contractor is excavating soil from this area as the wall is constructed and
anticipates removing 20,000 cubic yards of soil during the first two weeks in July. The excavated dirt will
be relocated to the future Centennial Corridor alignment north of California Avenue off Easton Drive.

Phase 3 – Bakersfield Freeway Connector
Contractor: Security Paving Company
4% complete; anticipated completion: summer 2021
This phase of the Centennial Corridor reconstructs the westbound State Route 58 to southbound State
Route 99 loop ramp at the State Route 58/State Route 99 interchange. To maintain westbound-to-
southbound access, a temporary ramp will be built prior to reconstructing the loop ramp. The project
also shifts the southbound State Route 99 entrance to the Ming Avenue off-ramp northward and
constructs a barrier-separated connector to Ming Avenue.
The contractor continues clearing and grubbing activities while various utility lines are removed or
relocated. Drainage and irrigation work is underway at the Elcia Basin. These activities are expected to
continue in July.
Phase 4 – Mainline
Contractor: Security Paving Company
0% complete; anticipated completion: summer 2022
A groundbreaking ceremony was held in June. The contractor is working on various submittals and
construction is expected to begin in July.
State Route 43/Stockdale Highway Roundabout
Contractor: Griffith Company
0% complete; anticipated completion: spring 2020
This project will improve traffic circulation by replacing the existing 4-way stop with a roundabout at
the State Route 43 (Enos Lane) and Stockdale Highway intersection.
Construction is expected to begin in July. Initial work includes the construction of a shoofly (temporary
roadway) for traffic traveling from northbound State Route 43 (Enos Lane) to eastbound Stockdale
Highway.
