CALL TO ORDER The meeting was called to order by Mr. Lucas at 8:00 a.m. 2. ROLL CALL Commissioners Present: Kelly Lucas Mike Payne Steve Anderson Staff Present: Lyle Martin, Chief of Police Greg Terry, Assistant Chief of Police Evan Demestihas, Assistant Chief of Police Jeremy Grimes, Captain Mike Hale, Captain Mike Coronado, Lieutenant Jeremy Blakemore, Lieutenant Richard Iger, Deputy City Attorney Christy Tenter, Human Resources Manager Shayla Woods -Collins, Human Resources Supervisor Isabel Farmer, Human Resources Analyst Sandra Duncan, Human Resources Analyst Tracy Sunkes, Human Resources Analyst Rachel Rodriguez, Human Resources Analyst Adriana Pena, Human Resources Clerk Paula Kitchen, Civil Service Secretary 3. PUBLIC STATEMENTS None 4. APPROVAL OF MINUTES A motion was made by Mr. Anderson, seconded by Mr. Payne and carried unanimously to approve minutes of June 5, 2019. 5. NEW BUSINESS a. CERTIFICATION OF POLICE REPORT SPECIALIST, ELIGIBILITY LIST #01202 - Tracy Sunkes submitted Police Report Specialist Eligibility List, Examination #01202, to the Commission for review and approval for certification of 18 candidates, with a tie for # 1 and #2. Mr. Payne made a motion to approve Police Report Specialist Eligibility List, Examination #01202; the motion was seconded by Mr. Anderson and carried unanimously. b. NEPOTISM WAIVER REQUEST FOR OF POLICE REPORT SPECIALIST CANDIDATE(S) Tracy Sunkes advised that as a result of the Police Report Specialist Eligibility List, she is submitting two Nepotism Waiver Requests to the Commission for review and approval for Jessica McCoy and Stephanie Raza. She advised ACTION TAKEN APPROVED APPROVED APPROVED • 0 the Nepotism Waiver Requests were reviewed by Assistant Chief Evan Demestihas and he recommends approval. Mr. Anderson made a motion to approve the nepotism waiver requests for Police Report Specialist; the motion was seconded by Mr. Payne and carried unanimously. c. CERTIFICATION OF COMMUNICATIONS SPECIALIST, ELIGIBILITY LIST #01203 Adriana Pena submitted Communications Specialist Eligibility List, Examination #01203, to the Commission for review and approval for certification of 24 candidates, with one tie for #22. Richard Iger advised the date of June 19, 2019 on Eligibility List #01203 was incorrect and would need to be revised to June 26, 2019. Mr. Payne made a motion to approve Communications Specialist Eligibility List, Examination #01203 with the corrected date of June 26, 2019; the motion was seconded by Mr. Anderson and carried unanimously. d. NEPOTISM WAIVER REQUEST FOR COMMUNICATIONS SPECIALIST CANDIDATE(S) Adriono Pena advised that as a result of the Communications Specialist Eligibility List, she is submitting six Nepotism Waiver Requests to the Commission for review and approval for Melissa Costonedo, Stephanie De La Garza, Megan Price, Stephanie Razo, Jeanette Williamson and Christy Zhang. She advised the Nepotism Waiver Requests were reviewed by Assistant Chief Evan Demestihas and he recommends approval. Mr. Anderson made a motion to approve the nepotism waivers for Communications Specialist; the motion was seconded by Mr. Payne and carried unanimously. e. REINSTATEMENT REQUEST FOR POLICE DISPATCHER I ELENA ANDRADE Shayla Woods -Collins submitted a request from former Dispatcher Elena Andrade requesting reinstatement as Police Dispatcher I. She said the request was reviewed and approved by Chief Lyle Martin. She also advised the commissioners that if the request is approved, Elena Andrade's name would be placed on a Civil Service reinstatement list for Dispatcher for a period of one year. Mr. Payne made a motion for approval to reinstate Elena Andrade as Police Dispatcher I; the motion was seconded by Mr. Anderson and carried unanimously. EXTENSION OF TIME TO COMPLETE PSYCHOLOGICAL EXAMINATION APPEAL PROCESS Richard Iger advised the Commissioners that the candidates who are in the psychological examination appeal process were unable to schedule their appointments within the 30 day time frame, in accordance to Police Civil Service rule 9.04.3. The candidates request the Police Civil Service Commission waive Civil Service rule 9.04.3. After a lengthy discussion regarding the appeal process, Mr. Payne made a motion to deny the request to waive Civil Service rule 9.04.3; the motion was seconded by Mr. Lucas; however, Mr. Anderson was in disagreement with the motion to deny. The motion to deny the request passed 2-1 with Mr. Anderson voting no. 6. COMMISSIONER COMMENTS None 7.
