HomeMy WebLinkAbout08/02/2019AT OFFICE OF THE CITY MANAGER August 2, 2019 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Public Safety and Vital Services Measure News  This past Wednesday we were pleased to welcome the press to participate in a guided tour of the new police training academy and showcase of the equipment purchased with the Public Safety and Vital Services measure to date. Both internal City crews and private contractors have been working diligently to bring the building up to standard and be ready by the upcoming August academy. This event was also an important opportunity to provide a progress update on personnel hiring, the impact of the equipment on service delivery, and to once again express our gratitude to the taxpayers for their vote of confidence in improving our public safety services. See below for some photos of the building exterior and equipment. The building is very near completion and there are some additional exterior improvements to be made and landscaping to be installed as well. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included.  Officers from the Police Department attended the Downtown Business Association’s Empowerment Breakfast last Thursday, July 25th. Staff had the opportunity to discuss resources that would come from PSVS and also introduce the role of “Block Captains” for their new business watch groups.  The Bakersfield Police Department held the monthly Principled Policing class last Thursday, July 25th. Several members of the community are invited to attend to help bring community perspective to Department staff.  Officers assigned to the PAL center were in Oxnard, CA on Thursday, August 1, 2019. Thirteen PAL students were taken to be able to participate in the Dallas Cowboys Football Training Camp! General Information August 2, 2019 Page 3  Our Recreation and Parks Department would like to update the community on end of the season pool hours and closures: o The Jefferson and Martin Luther King, Jr. outdoor pools will close today, Friday, August 2nd after the general swim session at 4:00 p.m. o The Silver Creek Pool will close for the season next Friday, August 9th at 4:00 p.m. This will also be the last day for the summer say camp program at the Silver Creek Community Center o The McMurtrey Aquatic Center will remain open daily through Sunday, August 11th and then will remain open on weekends only through Labor Day, which is Monday, September 2nd  Thanks to special grant funding, the American Red Cross and Kaiser Permanente are bringing Jr. Lifeguard Courses for boys and girls ages 11-15, Monday-Thursday from 6:05-7:05 p.m. The classes run August 5th- 15th with spots available at Jefferson Park, M.L.K. Traffic Advisories  Lane closures on Chester Avenue at 23rd Street this weekend The contractor for the 24th Street Improvement Project will need to close the southbound inside lane and left turn pocket and the northbound inside lane on Chester Avenue at 23rd Street for drainage work this weekend. The closures are expected to be in effect between the hours of 5 a.m. and 7 p.m. on Saturday, August 3 and Sunday, August 4. One lane will remain open for both northbound and southbound traffic on Chester Avenue. The drainage work will be on the north and south sides of 23rd Street so no impacts are anticipated for eastbound traffic. General Information August 2, 2019 Page 4 The previously scheduled closure at L Street on the south side of 23rd Street was rescheduled to allow for the completion of work at Chester Avenue. The L Street closure is now expected to begin Monday, August 5, at 6 a.m. The around-the-clock closure is expected to remain in effect for one week. The closure will affect north-south access to and from L Street on the south side of 23rd Street only. Motorists can use K Street or M Street to detour around the closure. This work is not expected to impact eastbound traffic on 23rd Street or westbound traffic on 24th Street. Construction work may be postponed and rescheduled without notice due to unforeseen circumstances. Please slow down and watch for construction workers and equipment while driving through the work zone. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public. Centennial Corridor Construction Begins- La Mirada Drive Closure Construction of the Centennial Corridor Mainline has begun and excavation activities for the new bridge at La Mirada Drive will soon be underway. This will require the closure of La Mirada Drive at the freeway alignment, beginning Thursday, August 1. Construction of the new bridge is expected to take 9 months to complete. Residents can use Marella Way to cross the alignment while the bridge is under construction. Long-Term Closure of Northbound State Route 99 at Rosedale Highway/24th Street Caltrans will be closing the northbound 99/Rosedale Highway/24th Street exit for 55 consecutive days beginning the week of August 12th . The closure will allow for the construction of an auxiliary lane at the off-ramp. The two outside lanes on State Route 99 will also be closed in this area and traffic will be shifted to the median/inside lanes. Northbound motorists can exit at Buck Owens Blvd. then return south to Rosedale Highway/24th Street. The closure is not expected to affect east-west traffic. This work is part of the Bakersfield State Route 99 Rehab project, which is rehabilitating the pavement between the Palm Avenue overcrossing and the Beardsley Canal Bridge. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular project updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES  All phases of the Centennial Corridor are now under construction. Work on the Mainline began in July and the contractor will soon begin work on the new bridge at La Mirada Drive.  Construction has started on the new roundabout at State Route 43 (Enos Lane) and Stockdale Highway. This work will require the closure of State Route 43 on the north side of Stockdale Highway so this intersection will operate as a 3-way stop beginning in mid-August and continuing through the end of the year.  Falsework has been removed from the new northbound State Route 99 to eastbound State Route 58 connector ramp. The new structure is expected to open in late summer. PROJECT STATUS 24th Street Improvement Project Contractor: Griffith Company 40% complete; anticipated completion: spring 2020 Access to and from the north side of 24th Street remains closed at Spruce Street, Pine Street, Cedar Street, and Alder Street through the end of summer. Drainage work continued on 23rd Street in July; this work is expected to be completed in the coming weeks. Once the drainage work is complete, the contractor will pave and re-open all eastbound lanes between D Street and M Street. Curb, gutter, sidewalk, and driveway improvements will also be under construction along 23rd Street in August. At the intersection of 24th Street and Oak Street, crews graded and placed aggregate base at the southeast corner and began removal of the curb and gutter on the northwest corner. Paving is planned for August. Traffic will be switched onto the new pavement, allowing the contractor to begin work on the inside lanes in this area. August 2019 TRIP Status Report TRIP Status Report August 2019 Page 2 Wall construction is underway along the south side of 24th Street between the A Street alley and C Street and along the north side of 24th Street at Olive Street. These walls are expected to be completed by the end of summer. Centennial Corridor All phases of the Centennial Corridor project are now under construction. Final completion is anticipated in summer 2022. Phase 1 - Kern River Bridge Improvements Contractor: Security Paving Company 86% complete; anticipated completion: summer 2019 This phase constructs new bridges across Truxtun Avenue and the Kern River for the future westbound exit from Centennial Corridor (State Route 58) to Mohawk Street and widens the existing eastbound bridges crossing the Kern River and Truxtun Avenue to accommodate the future mainline. Work continued on the widening of the Kern River Bridge and the contractor completed the bridge deck in late July. Due to the extreme daytime temperatures, concrete was placed over four nights. Each nighttime pour required about 650 cubic yards of concrete and took more than eight hours to complete. Construction of the concrete barrier rail continues on the new river bridge that will carry westbound traffic from the Centennial Corridor to Mohawk Street. The Westside Parkway eastbound on-ramp from Mohawk Street remains closed as crews make improvements and widen the ramp. Motorists wanting to travel eastbound from Mohawk Street will need to use Truxtun Avenue during the closure. The on-ramp is expected to re-open in late August. Electrical and fiber optic work continues at various locations. Phase 2 – Belle Terrace Operational Improvements Contractor: Granite Construction 44% complete; anticipated completion: spring 2020 The northbound State Route 99-to-eastbound State Route 58 connector bridge has been post- tensioned. The contractor has removed the falsework and work is proceeding on the approach slabs and concrete barriers. The bridge is expected to open to traffic later this year. Bridge construction is ongoing at Belle Terrace. The columns and west abutment are complete and the retaining walls on either side of the west abutment were built in July. Crews have started working on the falsework for this bridge in the contractor’s yard. Falsework construction will continue off site in August. Construction of the retaining wall along the outside shoulder of northbound State Route 99 continues between Ming Avenue and the northbound State Route 99 to eastbound State Route 58 connector bridge. Removal of the existing slope and completion of this wall will allow for freeway widening in this area. The contractor is removing soil from this area as the wall is built. The exported soil will be used for roadway embankments on other phases of the Centennial Corridor. Approximately 30,000 cubic yards of soil were removed from this area in July. Installation of shoring for a cast-in-place concrete retaining wall will also be under construction near the northbound State Route 99 Ming Avenue on-ramp in August. TRIP Status Report August 2019 Page 3 Phase 3 – Bakersfield Freeway Connector Contractor: Security Paving Company 8% complete; anticipated completion: summer 2021 This phase of the Centennial Corridor reconstructs the westbound State Route 58 to southbound State Route 99 loop ramp at the State Route 58/State Route 99 interchange. To maintain westbound-to- southbound access, a temporary ramp will be built prior to reconstructing the loop ramp. The project also shifts the southbound State Route 99 entrance to the Ming Avenue off-ramp northward and constructs a barrier-separated connector to Ming Avenue. Clearing and grubbing activities continue at various areas of the project site. Drainage and irrigation work is underway at the Elcia Basin. Excavation is underway and the dirt transported to other areas of the project. The contractor anticipates starting construction on the Belle Terrace Pump Plant in August. Upcoming work includes construction for the new Ming Avenue off-ramp structure and the widening of the westbound State Route 58 overcrossing at State Route 99. Phase 4 – Mainline Contractor: Security Paving Company 1% complete; anticipated completion: summer 2022 Construction has started on the Centennial Corridor Mainline. This phase will provide the direct freeway connection between State Route 99 and the Westside Parkway. Clearing and grubbing activities are underway in the vicinity of Real Road and the contractor has started building the embankment for the structures in this area. The contractor plans to begin working on the foundations in August. The contractor is clearing and preparing the subgrade between Stockdale Highway and La Mirada Drive. The contractor will remove the curb, gutter, and pavement at La Mirada Drive in August. The street is closed at the alignment, effective August 1. Excavation for the bridge will soon be underway. Construction on this bridge is expected to take eight months to complete. The contractor also plans to start work on some retaining walls and screen walls next month. State Route 43/Stockdale Highway Roundabout Contractor: Griffith Company 2% complete; anticipated completion: spring 2020 This project will improve traffic circulation by replacing the existing 4-way stop with a roundabout at the State Route 43 (Enos Lane) and Stockdale Highway intersection. The contractor began working on drainage, re-striping, and setting temporary concrete barrier rail in July. Construction will begin on the shoofly in August. The temporary roadway will carry traffic from northbound State Route 43 to Stockdale Highway. In mid-August, State Route 43 will be closed on the north side of Stockdale Highway. This will impact all movements to and from the north side of Stockdale Highway. A detour will be set up to guide motorists around the work to Rosedale Highway. East-west traffic on Stockdale Highway, and access to and from State Route 43 on the south of Stockdale Highway will remain open. The intersection is expected to operate in this 3-way stop configuration through the end of the year. The deck concrete was placed over four nights in late July, with each concrete pour requiring more than eight hours to complete. The contractor is working on the concrete barriers along the edges of the bridge and the approach slabs. This structure is part of Centennial Corridor Phase 2.
