HomeMy WebLinkAbout09/13/2019AT OFFICE OF THE CITY MANAGER September 13, 2019 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Notable Items As part of a collaborative regional rebranding effort more than two years in the making, the City unveiled a new brand and logo on Monday, September 9th during an event held at the Padre Hotel, an exciting and successful launch. The new logo will replace the City seal and the “squiggle” on throughout the City (and the General Information memo, as seen above) in the coming months. City Council voted unanimously to officially adopt the new logo and tagline, “The Sound of SomethingBetter,” at Wednesday’s meeting. The rebranding effort is the result of a unique partnership between the City, the Greater Bakersfield Chamber of Commerce, KernCounty and the Kern Economic Development Corporation and will play an important role in bringing new businesses, visitors and residents to Bakersfield and the region asa whole. General Information September 13, 2019 Page 2 Reporting encampments, shopping carts and illegal camping to City Code Enforcement is now easier than ever. The public can now make those reports through the Bakersfield Mobile App, just like reporting graffiti, potholes and other concerns. Since the City’s Rapid Response Team was launched in August, the seven-day a week crew has already responded to more than 100 complaints, including 88 encampment locations. The RRT was created through the Public Safety and Vital Services Tax Measure passed in November of 2018 to address 13 specific priorities identified by the community, including homelessness concerns. It was an emotional morning at Bakersfield Fire Station 15 on Wednesday when thecommunity gathered to remember the attacks and aftermath of Sept. 11, 2001. Members of both the Fire Department and Bakersfield Police Department, the mayor, City Council members and representatives from various legislative offices attended the memorial ceremony. The Police Department participated in two other 9/11 events this week as well. This year Salty’s BBQ & Catering provided the food and Centennial High students beautifully sung God Bless America to those at the luncheon. The Armed Forces Support Foundationsponsored the event which included at least 200 motorcycle riders. Organizers said the event saw the biggest turnout they have seen in the past four years. On Thursday, September 12, 2019 the Bakersfield Police Department took part in the Cop on a Rooftop fundraiser for Kern County Special Olympics athletes at the DunkinDonuts on Allen Road.Volunteers from BPD worked at the frontcounter, in the drive thru and outside thebusiness, asking for donations to the worthy organizations. Money raised will directly benefit Kern County athletes so they can take part in activities all year long across the state. General Information September 13, 2019 Page 4 The City is working to increase community engagement on its social media platforms with updates and posts of interest to residents. The hiring of a Public Information Officer, Joe Conroy, last month is one part of that effort. We have had several high- profile events since he started, and so far, those posts have seen strong publicresponse. One of our most successful posts has been about the new encampment reporting feature on the Bakersfield Mobile App. That post has reached 6,800 peopleon Facebook and recorded more than 3,000 engagements (clicks, comments, shares, likes/reactions). There has also been very positive media coverage by thelocal news organizations in response to the new feature and the associated Rapid Response Team. Traffic Advisories Bike path closed adjacent to Westside Parkway ramps next week The section of the Kern River Parkway Trail adjacent to the Westside Parkway on- and off-ramps at Truxtun Avenue will be closed next week, September 16th-20th. The around-the-clock closure is expected to be in place from Monday at 7 a.m. through Friday at 5 p.m. The closure is necessary to allow for the safe removal of bridge falsework above the multi-use path. Bicyclists and pedestrians will be detoured around the closure at Commercial Way and Empire Drive and will use the sidewalk on the south side of Truxtun Avenue. Construction work may be postponed and rescheduled without notice. For information, please visit our website at www.BakersfieldFreeways.us. Nighttime Closures on State Route 99 Nighttime closures are scheduled for the outside lane on southbound State Route 99 between California Avenue and Palm Street from Monday, September 16, 2019 through Thursday, September 19, 2019. The closures are expected to be in place between the hours of 9 p.m. and 5 a.m., each night. The closures are needed for electrical work. Nighttime closures are also planned for the outside lane on northbound State Route 99 and the eastbound State Route 58 connector ramp Tuesday, September 17, 2019 through Thursday, September 19, 2019. The closures are expected to be in effect between the hours of 9 p.m. and 5 a.m., each night. The closures are needed for paving. Northbound motorists wanting to access eastbound State Route 58 will need to exit the freeway at Ming Avenue. The detour route will follow Ming Avenue to northbound H Street. Motorists can enter eastbound State Route 58 at the H Street interchange. Southbound Wible Road, between Belle Terrace and Ming Avenue, will also be closed on Monday, September 16, 2019 during daytime hours for a concrete pour. Southbound motorists will be detoured at Belle Terrace to H Street then south to Ming Avenue. Recreation and Parks Department Date: September 12, 2019 To: Alan Tandy, City Manager From: Dianne Hoover, Director of Recreation & Parks Subject: 2019 August Monthly Report ADMINISTRATION August Summary Highlights: Recreation and Parks staff were very busy in August with closing pools for the season, ending summer day camp programs, and ramping up the Rapid Response Team to address several issues in the parks. As we move into the fall season, we see many more people using the parks and signing up for softball, after school programs and reserving the facilities. Watch for some special events coming up including the track meet for area youth, the Doobie Brothers, and several walks/runs sponsored by various nonprofit groups. Please go to the city’s mobile app and report vandalism, overnight stays in parks, and errant sprinklers when they occur. The App automatically provides a location, so crews are able to respond immediately to address the issue. (load weight 740 lbs. on 9/6/19). • Mesa Marin Sports Complex Tarina Home Sign - RRT removed the existing Tarina Homes Sports Complex at Mesa Marin Sign located on the south east corner of Route 178 and Bedford Green Drive on 9/7/19. Of the four (4) bids received; S&B Sons was the lowest. PARKS UPDATES Area 1 • Tree Maintenance – contractor completed thinning trees in the River Lakes area and along Noriega Rd. between Coffee and Forest Park Way. Area 2 • Rudal Rd – removed and cleaned dead vegetation from the open field area. • Morning Dr. & College Ave – removed dead vegetation around the sump. • Rapid Response Team – assisted with homeless clean-ups at Central Park, Weill Park, Sister Cities, Lowell Park and MLK Park. • Softball Tournaments/Field Prep – at both Mesa Marin and Beach Park. Area 3 • Bakersfield Homeless Crew (BHC) removed tumble weeds and debris from the perimeter of the Airpark along Watts Dr. & Madison St. • BHC crew removed tumble weeds and debris from the area adjacent to the eastbound onramp of the 58 at Mount Vernon Ave. • Staff removed tumble weeds, weeds and debris, added new wood chips to planter areas and performed a detailed cleanup of the Animal Care Center in preparation of an event that took place on Saturday 8/17/19. • Staff removed weeds and added new wood chips to Ming Ave Medians. Removed weeds and added new wood chips to S/W corner of Wible Rd. and Pacheco Rd. • Tree Maintenance – 71 trees were removed in Area 3. Area 6 • Trimmed all bushes at TPRW. This will continue throughout the next month. • Pressure washed stage, delivered 3 mobile restrooms and ticket booth to TPRW for the Slightly Stoopid concert on August 1st. • Applied an aquatic treatment to the lakes at TPRW to control the aquatic weeds and moss in the lakes and ponds. • Assisted Park inspectors by operating the aerial lift to take pictures of Belcourt Park. • Delivered and set up 2 mobile restrooms at Kaiser Permanente Sports Village (KPSV) • Mass trimmed Stockdale Ranch during the month of August. • Replaced vandalized playground activity panel at Bill Park Greens. Beale Park • Installed new hasps and locks to secure restrooms. KPSV • Installed goal posts, water line and electrical at the stadium. Westside Parkway • Staff worked on weed abatement along the north side of the Westside Parkway from Calloway Dr. headed west and along the south side of the Westside Parkway from Allen Rd. headed east. RECREATION Total monthly attendance for all programs, reservations and volunteers combined for the month of August totaled 56,655 as compared to last year’s total of 62,403. Aquatics/Attendance: 11,796 11,796 compared to 14,762 in 2018 which was a decrease due to fewer days of operation at the outside pools, however, swim lesson attendance remains consistent each year. McMurtrey Aquatic Center: • Monthly attendance at the McMurtrey Aquatic Center was 10,112 compared to last year’s 11,831. The decrease can be attributed to one less swim lesson day that fell in August and to lower recreation swim numbers; all other core summer programs had similar attendance numbers to the prior year. • McMurtrey now features a fifth swim lesson session in the evenings that extends lessons into the second week of August. By offering this late session, it allowed an additional 120 children the opportunity to learn to swim. • Bakersfield Christian High School - Bakersfield Christian High School are using McMurtrey Aquatic Center to hold their girls and boys water polo programs. Practices will be held Monday through Friday from 3:30 to 5:30 p.m. • 100 Mile Club - 400 active members that swam 13,304 miles through the month of August. The club has swum a combined total of 194,404 miles. Lifeguards from Jefferson, MLK, Silver Creek and McMurtrey competed a variety of lifesaving and fitness drills. • Family Fun Night: Took place on Friday, August 23rd from 6 to 9 pm featuring a beach theme. 325 people enjoyed the slides, diving boards, themed games, and fun prizes at the “Rethink Your Drink” and Water Safety Booths. Jefferson Pool: • Total attendance at Jefferson Pool for the month of August was 272. This attendance number is made up of only one day of swim lessons and two days of recreational swim in August; we typically run four days of programming in August at this particular pool. We experienced a drop in attendance because only one day of swim lessons fell in August and there was one less day of operation in the month of August. Silver Creek Pool closed on August 9th for the summer. The fact that there was only one day of lessons that fell in August and two days of recreation swim, made an impact on attendance numbers. We were able to hold a grant funded Junior Lifeguarding class at M.L.K. in the month of August. MLK Pool closed on August 2nd for the summer. Aquatic Grant Activities: • First 5 Kern Make A Splash- Aquatic staff provided a free CPR and First Aid Training on August 24th thanks to the First 5 Kern Make a Splash Grant. A total of 12 participants received American Red Cross certifications and valuable water safety materials. • USA Swimming Foundation Make A Splash Grant- We were pleased to receive the USA Swimming Grant for 2019 that provided subsidized swim lessons at $5 to 70 income eligible children ages 3 to 17 years. • Kaiser Permanente Operation Splash Grant- Many recipients of the Operation Splash Grant utilized their discounted swim lesson, discounted Jr. Lifeguard class, and Operation Splash Summer Season Pass in the month of August. Thanks to Kaiser Permanente funding, each guardian who observed swim lessons in the month of August received water safety and healthy beverage related education and resources to take-home and share with their families. • American Red Cross Centennial Campaign- A late Junior Lifeguarding session was added in session five thanks to support of American Red Cross. This session offered 10 discounted Junior Lifeguarding spots for income eligible youth. • Donations: $640.00 Athletics/Attendance: 33,884 • Total monthly attendance was 33,884 compared to 33,961 last August which is a 0.2% decrease. The decrease was attributed to a softball tournament for August having less teams than the previous year. Softball Tournaments • The NSA youth fast pitch tournament was held on August 24th & 25th. A total of 36+ teams participated in the tournament. The tournament utilized Mesa Marin fields on Saturday and Sunday as well as Beach Park on Saturday only. Cross Country Meet • The last minute withdrawal of our previous (last two years) meet host partner has led us to a new partnership for the September meet. We are proud to be collaborating with the Bakersfield Youth Running Club to host the first Kern County meet of 2019. The meet is scheduled for September 28 with races beginning at 10:00 a.m. • Donations: 1,930.00 Dr. Martin Luther King, Jr. Community Center/Attendance: 3,129 • Attendance was down by 11% from last August due to a decrease in morning basketball and less attendance in the game room. Youth Academy • This class offers tutoring, puzzles, arts and crafts, read-a-thons and cultural enrichment. Harambee Art Gallery • The art display will be held Thursday, September 12, 2019, from 3:00 pm to 7:00 pm.
