Notable Items
The City is excited to announce that the Recreation & Parks Department this week
was awarded a $3 million federal matching grant from the National Park Service to go towards completing Phase IV of the Kaiser Permanente Sports Village (below) on
Taft Highway. The Land and Water Conservation Fund grant requires the City to match the total, meaning $6 million will go into relocating five football fields and
converting previous football fields into four new soccer fields. The grant and matching
money will also pay for construction of a new outdoor gym area, parking lots, sports
field lighting, and landscaping projects. All of the matching funds are expected to
come from the City’s Public Safety and Vital Services Measure, and the City would
not have been able to apply for or receive this grant without the Measure funds. This
is exciting news as the City continues to work to meet the growing youth sports needs
of residents and visitors from around the state.

The new human waste cleanup program, funded by the Public Safety and Vital
Services Measure, launched successfully this week. Crews responded to 32 calls within
the service areas this week, starting with six on Monday. For the week, 21 calls were in
the Downtown area and 11 were in Old Town Kern. All 32 sites were cleaned. The service has been providing real-time updates of the reports they’ve responded to as
well (below). The private contract for cleaning services was approved by City Council at the September 25 meeting. The pilot program is set to run for 90 days.
As the City continues to expand, it’s become necessary to upgrade our
communication tools. The City’s Technology Services Department has been working
with the Police and Fire Departments to find a new Regional Radio System as the
current system no longer supported by the manufacturer. Technology Services
recently reached a milestone in the Regional Public Safety Communication Network
project, releasing the request for qualifications, the first step in the design-build phase
of the project.
The RFQ and the request for proposal represent more than three years of cooperative
research, education and discussion between City and County staffs. This will be a
large project to complete, and the City’s estimated share of the cost is as much as
$17 million, with nearly 8,000 radios to be purchased between the City and County,
as well as future expansion planned. It’s exciting to see this project begin to take flight
and in the coming years serve our public safety agencies well into the future!
Good news! You don’t have to be an accountant to understand the City’s budget. If you’ve never used it before, the City’s Open Budget tool is a great resource for the
community to better understand where the City’s revenues come from and what important services and projects they go toward providing. Users are able to look at
both revenues and expenditures within each department, all the way down to the line items – such as salary and benefits, overtime, office supplies and more. The
platform visualizes the City's current and past budget data and is updated monthly with current revenue and expenditure information. The Open Budget tool is one of

Hall Lights & Sirens Invitational Golf
Tournament on Monday, September 30 at Stockdale
Country Club (right). The tournament is a
collaborative effort of the Bakersfield Firefighters Burn
Foundation, Kern County Firefighters Burn Survivor
Trust, Hall Ambulance Service and other local
leaders from Bakersfield’s business and health
community. The
tournament, named for the
late former Bakersfield
mayor Harvey Hall, raised more than $50,000 that will benefit local burn survivors and
their families as sponsorships for youth burn summer camp, gas card assistance, as
well as hotel stays for out of town families.
Wednesday, October 2 was National Coffee with a Cop Day, and the Bakersfield
Police Department hosted two events at a pair of Bakersfield Starbucks locations
(right). Officers were at the

The City is pleased to announce that Dianne Hoover, Director of Recreation and
Parks, has been named the President of the American Academy for Park and
Recreation Administration. As president, Dianne will work with Academy board
members and committee chairs on various projects throughout the year. Academy members are selected through an extensive application process and have
demonstrated outstanding leadership ability in administration, management or education in the profession and displayed broad interest with a direct service benefit
to the advancement of public parks and recreation. The Academy works to enhance the practice of parks and recreation administration, promote broader public
understanding of the importance of parks and recreation for the public good.
The recent Hydro-Turf Jet-Jam Racing Series at Lake Ming was very successful, according to feedback the event organizers shared with Visit Bakersfield. This three-
day event, from August 23-25, brought about 100 racers to Bakersfield, in addition to race crew, family and spectators during a traditionally slower time of the year. The
event developed from a lead from the Connect Sports Marketplace trade show in Pittsburgh that was attended by Visit Bakersfield staff. The Bakersfield Marriott at the
Convention Center was the host hotel and Kern County General Services staff played a key role in securing Lake Ming as the venue. For a quick overview of the Jet-Jam

The 2019 Good Neighbor Festival, honoring Hidden Heroes, is set for Saturday,
October 12! The free event will be held at Dr. Martin Luther King, Jr. Park from 11 a.m.
to 2 p.m. and will feature live entertainment, free food, games, and resources for the
community. Hidden Heroes will be recognized for their involvement or contribution
which has had a positive impact on the Southeast community. There will even be free
immunizations, eye screenings and health information available.
Traffic Advisories
Nighttime Westside Parkway Ramp Closure
The westbound Westside Parkway on-ramp from southbound Mohawk Street is scheduled
to be closed for electrical work on Tuesday night, October 8, from 9 p.m. to 5 a.m. The
closure is needed for electrical work.
While this work is underway motorists can make a U-turn at Truxtun Avenue and return
northbound on Mohawk Street to enter westbound Westside Parkway at the loop on-
ramp.

(formerly Rabobank Arena) in Downtown Bakersfield tonight at 7 p.m. They host the San Diego Owls in the season opener. Their second game is the following night, also
in Bakersfield, hosting the Ontario Reign at 7 p.m.

TRIP projects are moving rapidly through the various stages of project
development. This report is to provide a periodic up-to-date snapshot of each project’s recent major

MILESTONES
Reconstruction of the Belle Terrace bridge begins this month as the contractor sets falsework above
State Route 99. The falsework will be erected during nighttime hours under full freeway closures.
The outdated bridge, built in 1963, was demolished earlier this year to make way for a new structure
that will meet Caltrans’ current vertical clearance standards and allow for the construction of new
freeway lanes.
The American Society of Civil Engineers (ASCE) South San Joaquin Branch recognized the Truxtun
Avenue Operational Improvements Project with an Award of Excellence in September. The project
had previously received the Project of the Year Award from the Central California Chapter of the
American Public Works Association. The Truxtun Avenue Operational Improvements Project will also
be honored as the 2019 Roadway and Highway Project of the Year by the ASCE Los Angeles Section
in Long Beach on October 5.
PROJECT STATUS
24th Street Improvement Project
Contractor: Griffith Company
45% complete; anticipated completion: spring 2020
Access to and from the north side of 24th Street remains closed at Spruce Street, Pine Street, Cedar
Street, and Alder Street.
Drainage work is substantially complete on 23rd Street, and the contractor has been removing and
rebuilding curb, gutter and sidewalk within the commercial section. This work will continue in October.
The drainage work on 24th Street near Oak Street should be completed in the coming weeks.
The contractor has finished paving the intersections on 23rd Street between C Street and M Street.
Roadway paving on the south side of 23rd Street will be underway in October, but manholes will need
to be raised along this section of the roadway prior to opening these lanes to traffic.
Electrical and irrigation work continues at various locations.

Centennial Corridor
All phases of the Centennial Corridor project are under construction. Final completion is anticipated in
summer 2022.
Phase 1 - Kern River Bridge Improvements
Contractor: Security Paving Company
93% complete; anticipated completion: fall 2019
This phase constructed new bridges across Truxtun Avenue and the Kern River for the future
westbound exit from Centennial Corridor (State Route 58) to Mohawk Street and widened the existing
eastbound bridges crossing the Kern River and Truxtun Avenue to accommodate the future mainline
lanes.
Crews have been forming and placing concrete for barrier rails on the new structures, and this work
will continue during the coming weeks. The contractor also plans to complete asphalt and concrete
paving at various locations in October.
The Westside Parkway eastbound on-ramp from Mohawk Street remains closed as crews make
improvements to the ramp. Motorists wanting to travel eastbound from Mohawk Street will need to use
Truxtun Avenue during the closure.
Electrical and fiber optic work will also continue during the next month.
Phase 2 – Belle Terrace Operational Improvements
Contractor: Granite Construction
52% complete; anticipated completion: summer 2020
This phase includes the replacement of the Belle Terrace bridge and constructs a new connector
structure for northbound State Route 99 to eastbound State Route 58 traffic.
Construction of the new northbound State Route 99 to eastbound State Route 58 connector bridge is
complete. Concrete paving for the ramps on either side of the bridge is expected to be completed in
October. This will be followed by final finishing and grinding of the bridge deck and adjoining ramps to
provide a smooth riding surface. Installation of new lighting systems and metal beam guardrail at the
connector bridge will also be completed prior to opening the new bridge to traffic this fall.
The contractor plans to erect falsework for the Belle Terrace bridge reconstruction in October. This
will require full freeway closures for northbound and southbound State Route 99 during nighttime hours.
Construction of a retaining wall near the Ming Avenue on-ramp was completed in September. This
work required intermittent closures of southbound Wible Road between Belle Terrace and Ming Avenue
last month. These closures will also be needed in October to remove the retaining wall shoring.
Construction of the retaining wall along the outside shoulder of northbound State Route 99, between
Ming Avenue and the eastbound State Route 58 connector ramp, continues. This wall is constructed
from top to bottom in “lifts” (there are five to six lifts along the length of the wall). Work on the third lift
is expected to begin in mid-October and wall construction will continue through the end of the year.
A new extinguishable message sign was installed last month near the Palm Avenue overcrossing to
provide real-time information to motorists travelling southbound on State Route 99.
The current traffic configuration along Wible Road and State Route 99 is expected to remain in place
through spring 2020.

Phase 3 – Bakersfield Freeway Connector
Contractor: Security Paving Company
17% complete; anticipated completion: summer 2021
This phase of Centennial Corridor reconstructs the westbound State Route 58 to southbound State
Route 99 loop ramp at the State Route 58/State Route 99 interchange. The project also shifts the
southbound State Route 99 entrance to the Ming Avenue off-ramp northward and constructs a barrier-
separated connector to Ming Avenue.
Excavation activities continued at various locations, with the excavated dirt hauled to other areas
along the Centennial Corridor mainline for use as future embankment construction.
Work on various drainage systems, including the Elcia retention basin, continues. Construction is also
underway on the new Belle Terrace Pump Plant and storage box.
In September, the contractor demolished the existing barrier rail and overhang of the westbound State
Route 58 bridge over State Route 99 and Wible Road. Bridge widening will begin in October.
Excavation is complete for the footings of a new structure that will be part of the re-designed
southbound State Route 99/Ming Avenue off-ramp. Pile driving for this structure is expected to begin in
October.
Phase 4 – Mainline
Contractor: Security Paving Company
4% complete; anticipated completion: summer 2022
This phase constructs the freeway connection between State Route 99 and the Westside Parkway.
Pile driving for the new bridges that will cross Real Road is underway. The road is open to traffic, but
motorists should anticipate having to stop for construction traffic crossing.
Excavation for the new bridge at La Mirada Drive has begun. La Mirada Drive is currently closed at the
alignment, but motorists can use Marella Way to cross the corridor.
Construction of retaining walls and screen walls is underway in various areas. Clearing and grubbing
activities also continue along the mainline corridor.
State Route 43/Stockdale Highway Roundabout
Contractor: Griffith Company
28% complete; anticipated completion: spring 2020
This project replaces an existing 4-way stop with a roundabout at the State Route 43 (Enos Lane) and
Stockdale Highway intersection.
The contractor has completed all of the project’s drainage improvements, except for a new drainage
basin. The new basin will be constructed in a later phase of construction.
Rough grading has been completed in various area of the project in advance of placing pavement. Next
month, the contractor plans to install curb and gutter and place asphalt. Concrete placement is expected
to begin the last week of October and will continue for several weeks.
