SPECIAL MEETING — 4:00 p.m.
CLOSED SESSION
A separate meeting will be called to order at 4 p.m., followed by public statements that will encourage comments
pertaining to closed session matters only. The Council will recess into closed session. Upon conclusion of the
closed session, any closed session action will be announced prior to adjournment of the meeting.
There are two closed session items.
REGULAR MEETING — 5:15 p.m.
RESOLUTIONS
Item 8g and 8h. Resolution Setting Salaries for General Supervisory, Police Supervisory and Management Units
and Resolution Approving the MOU for the BFLO. Labor negotiations between the City and the Bakersfield
Firefighters Labor Organization (BFLO) were recently concluded and have resulted in a proposed three (3) year
Memorandum of Understanding (MOU). A similar resolution was also reached with members of the Management
and Supervisory units of the City who are not represented, or defined as a bargaining unit. You will recall, the
MOU with the Bakersfield Police Officers Association (BPOA) was approved earlier during the September Council
meeting. Negotiations session continue with SEIU representatives.
DEFERRED BUSINESS
Item 12a. Accessory Dwelling Units (ADU) Regulations. Through the Planning and Development Committee, an
ordinance has been initiated to encourage ADU's through reduced regulation and fees. Prior to second reading,
the State of California adopted a very similar but not quite identical set of regulations.
The City Council has the choice of mirroring the State regulations or to continue with second reading of the local
ordinance. There is some public participation and advocacy for each alternative.
