HomeMy WebLinkAbout10/18/2019AT OFFICE OF THE CITY MANAGER October 18, 2019 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Notable Items  The City recently contracted with private security company Trans-West Security to assist the Bakersfield Police Department in addressing objectives set forth in the Public Safety & Vital Services Measure (Measure N). The Trans-West patrols started on October 1, 2019 and in the first 10 days of service, security officers have reported positive feedback from local businesses. The patrols have addressed drug activity, medical emergency events and provided shelter information to homeless individuals found on private property. In the first week, Trans-West completed 187 reports and used the Bakersfield Mobile app 47 times to report incidents of graffiti and Rapid Response Team issues. The private security patrols continue in several designated areas, and those will be evaluated and modified each week based on crime reporting data.  The Good Neighbor Festival, hosted by Recreation and Parks on Saturday, October 12, 2019 was a fabulous success, with more than 2,000 people in attendance. Staff from the Police Department’s Community Relations team was also on hand. The festival included 55 vendor booths serving 1,000 free lunches, a rock wall to climb (right) and four community Hidden Heroes were honored, two adults and two youths. The adults were Diane McGee and Belinda Lopez. Diane has worked as an educator for many years and Belinda helps with the General Information October 18, 2019 Page 2 Burrito Project. The two youth Hidden Heroes were Enrique Cantu and Joe Angel Rodriguez, both of whom volunteer with Stay Focused Ministries helping kids stay out of gangs and teaching them how to be respectful to one another.  The Police Department has added two vehicles to its fleet: A pair of Impact Unit pickup trucks officially went into service on Thursday, October 17, 2019. The trucks (above, in front of the department’s training facility) were purchased with money from the Public Safety & Vital Services Measure (Measure N). They’ll immediately enhance the Impact Unit’s capabilities and enable the team to perform safe and efficient responses to calls for service as well as patrols and address a number of other community concerns in areas where off-road capabilities are needed, such as accessing the riverbed and other locations of encampments. They will also help transport large quantities of seized property.  You may have noticed that the water level in Truxtun Lake is lower than normal. It has been lowered by the Water Resources Department for annual winter maintenance. Crews are clearing the banks of weeds, as well as regrading the banks to eliminate any erosion that may have occurred over the last year. They’re also extending and improving the walking path along the lakes. The work is expected to be finished and the water level restored by the Thanksgiving holiday.  A group of 10 Webelo Scouts from local Cub Scout Pack 25 got a tour of the City’s Traffic Operations Center this week (left). The scouts are working toward earning their Arrow of Light award this year, which requires them to meet and talk with someone who works in a government job. Ed Murphy in the General Information October 18, 2019 Page 3 Traffic Division taught the scouts and their parents about how the traffic light system works, speed limits and how all the different City departments work together to make Bakersfield a great place to live. Ed said the kids were engaged throughout the tour and had some great questions for him as well.  On Wednesday, Chief Lyle Martin spoke at the 2nd Annual Immigrants Civil Rights Conference, hosted by the Greater Bakersfield Legal Association (right). More than 200 people from partner resource agencies throughout the county attended the conference. Chief Martin spoke to the group about how the guiding values of the Bakersfield Police Department align with basic civil rights and California’s Assembly Bill 392 regarding the use of deadly force by officers.  Staff from the BPD Community Relations Unit was also out at the Golden Empire Kiwanis Fall Fling Custom Car Show on Saturday, October 12, 2019 engaging with the public in a family friendly atmosphere (left). The car show was held at Olive Knolls Church of the Nazarene and featured more than 150 vehicles.  The City Water Resources Department reports that Improvement District No. 4 of the Kern County Water Agency will be running water in the Kern River channel starting approximately November 1, 2019 and continuing up to end of December. Between 7,000 acre-feet to 15,000 acre-feet of water will be in the river channel for groundwater recharge purposes. The water in the river will start near Golden State Avenue and will flow to approximately Bellevue weir near Park at River Walk. It’s great to see this water being diverting into the river channel for groundwater recharge for the urban area. During my absence Chris Huot will be in charge and he will fill in for me at the City Council meeting of November 6, 2019. The office will have my contact information in the event of an emergency. Traffic Advisories State Route 178 Paving Begins Paving operations on State Route 178 are expected to begin Sunday, October 20, 2019 and continue through the night of Tuesday, October 22, 2019. The operations will take place between 7 p.m. and 5 a.m. This work will require the closures of the #2 (middle) eastbound lane and the #1 (inside) westbound lane, from M Street to Union Avenue. Construction work may be postponed and rescheduled without notice. Please slow down and watch for construction workers and equipment while driving through the work zone. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public. Southbound lanes closed on Wible Road between Belle Terrace and Ming Avenue The southbound lanes on Wible Road, between Belle Terrace and Ming Avenue, are expected to be closed during daytime hours from Monday, October 21 through Wednesday, October 23, 2019. The closures are expected to be in effect from 6 a.m. to 4 p.m. each day. The closures are needed to safely remove shoring used for retaining wall construction alongside northbound State Route 99. This work was rescheduled from an earlier date. Southbound vehicles will be detoured at Belle Terrace. The detour route follows Belle Terrace to H Street, south to Ming Avenue, then west on Ming Avenue to return to Wible Road. Northbound Wible Road will remain open. Work may be rescheduled without notice due to unforeseen circumstances. Please slow down and watch for construction workers and equipment while driving in the vicinity of this work.
