KBBC Tasks Status Updates — Heather Pennella • Kevin Barnes: He followed with the Chief of Police about KBBC members' concerned comments over hearing that a Bakersfield police officer mentioned the possibility of all pedestrian waste cans being removed from downtown to thwart messes made by transients. The chief told Kevin that no such plan was being pursued and that, that officer's comment was off-the-cuff conjecture. • Viri: She submitted a draft to Jessica of an indemnity agreement for KBB to gift trees to the local establishments. • Monica: Since a KBB Christmas fundraiser in Westchester will not take place this year, she will instead approach the Westchester community magazine to promote the Great American Cleanup (GAC). • John: He thanked Jessica for giving him a new contact at Keep America Beautiful (KAB) to follow up on the KAB Coca-Cola Recycling grant. KBB gifted 6 pedestrian recycling containers to GET Bus with this grant. 1. Goals and 5 Year Plan Update — KBB Goals Leaders: No Updates B. Special Projects and Programs Funding Update—Jessica Felix Except for $100 donated from an individual added to the trees project code per the sponsor, there is no new information. The Bakersfield Foundation/City of Bakersfield Finance Director needs more time to redirect a portion of Old Town Kern funds to other specified KBB project codes per KBBC vote. The November update ought to show these changes. V. New Business A. 15th Annual Make A Difference Day, 8 —10 AM Saturday, October 26 —Jessica Felix, John Enriquez, Ray Scott: John explained as Ray was not present. There is likely to be a second volunteer start time of 7:00 AM in addition to the 8:00 AM start. Volunteers will remove signage and stickers within reach (no ladders/step-stools) on street lights etc. Volunteers will also clean up litter and illegally dumped items as usual, paint trash cans designated in the Virginia and Alfred Harrell downtown grant project, and plant flowers. The Fox Theater will pay for flowers planted at that property. KBB may need a flower sponsor for designated City planters downtown. It's to be determined if City mulch will be needed for planters. Tree planting is in the works but locations need to be designated and approved. B. 101h Annual America Recycles Day, 8 AM —12 PM, Saturday, November 9 — Ray Scott Handout — event flyer. The event will be how it usually is. Interested volunteers would help unload participants' cars, help organize and pass -out giveaways and outreach resources. Task: Paul will ask his son to be KBB's mascot Captain Cleanup again. Nate will volunteer for this again. C. 19th Annual Great American Cleanup, Saturday, April 18 —Jessica Felix 1. Yard of the Season Motion to approve Old Town Kern Budget Ad Hoc Committee, Litter Subcommittee, Education/Image Subcommittee, and Graffiti Abatement Subcommittee reports: Ana Second: Bob Ayes: Unanimously approved Motion to approve a replacement Yard of the Summer for Mayoral recognition at the Oct. 23 City Council Meeting since the original selection no longer looks the same and residents are incommunicative: Nate Second: Bob Ayes: Unanimously approved VI. Staff Comments • Jessica: She shared pictures and data highlights from the Truxtun Lake cleanup for California Coastal Cleanup Sept. 21 and the downtown cleanup with Mayor Goh on Sept. 28. Thirty Truxtun Lake volunteers cleaned up 40 bags of litter, 2 shopping carts, and 2 chairs. More than 125 volunteers downtown cleaned up more than 200 bags of litter. The media covered both events. Jessica also showed photos of the new KBB branded table cloth and pop-up canopy. She thanked KBBC members and Cathy Butler for volunteering to promote KBB at event booths. • Mayor Karen Goh: She announced that the Downtown Street Ambassadors are able to increase their cleanups downtown thanks to Adventist Health, Congressman Kevin McCarthy, and Assemblymember Vince Fong each contributing $14,000 toward the Downtown Bakersfield Development Corporation program. • Viri: She introduced Christina "Chrissy" Oleson, City Deputy Attorney. Chrissy will eventually take over as KBE's designated attorney. • Chrissy: She used to work for Fresno County Public Defender's Office and most recently worked for the Kern County Superintendent of Schools Office. She looks forward to working with KBB. VII. KBBC and Advisory Board Comments • Sophia: She said the KBB After School Program can't do a presentation until the Bakersfield City School District (BCSD) board votes to allow it. The vote is anticipated to pass as it has been approved for several years in a row. It's anticipated that KBB will have a site list by the end of October to start presentations in 2019. She also announced that she has a new job with BCSD. This position will allow her to be more available to do KBB presentations. • John: Saturday, Oct. 12 will have two volunteer times, 7 — 9 AM for general volunteers, and 8 AM —12 PM for volunteers from the Veterans Outreach Program. • Monica: Saturday, Oct. 12 is Second Saturday downtown. • Bob: He explained to the college students in audience of this meeting that school presentations are important to KBB because the anti -litter campaign in Texas found traction and growth when youth were engaged. Now people across the country are familiar with the campaign slogan Don't Mess With Texas. • Heather: She thanked the students for attending the meeting. She announced that Bakersfield College is currently accepting scholarship applications. She congratulated Monica on expecting her second baby. She thanked the committee for being so involved with cleanups and public appearances in the last couple of months. She encouraged those in attendance of this meeting to approach the KBBC if he or she has an idea or activity that he/she thinks KBBC may want to do. • Ana: She thanked COB for its support of the Good Neighbor Festival at Dr. Martin Luther King Jr. Park on Saturday, Oct. 12. • Cathy: The Taste of Downtown and Third Thursday are at the Kern County Museum next week. KBB is welcome to have a free booth space. Event set-up is 7 AM — 2 PM, while the event is 5:30 PM — 8:30 PM. VIII. Adjournment — Heather Pennella: 1:04 PM Old Town Kern Budget Ad Hoc Committee Report by: Jessica Felix, Keep Bakersfield Beautiful Committee (KBBC) Coordinator Meeting: 1:00 PM, Friday, August 16, 2019 Location: Arizona Cafe Roll Call: Councilmember Andrae Gonzales — Ward 2, Ross Keith — GET Bus, Mellissa Iger — Tree Foundation of Kern, Heather Pennella — KBB Chair and Mayoral Alternate Appointee to the KBBC, John Enriquez — Mayoral Appointee to the KBBC, Monica Cater — Ward 2 KBBC, Brooks Douglass Ward 4 KBBC, Jessica Felix — KBBC Coordinator At the decision of the KBBC at its regular meeting in August, this ad hoc committee was formed to determine a plan to recommend to the KBBC on how to redirect the $14,500 balance in its Old Town Kern budget. The ad hoc committee makes the following recommendations: Source: Union Pacific Grant ($2.000 balance available) $2,000 to be available for utility box murals in other walkable neighborhoods, i.e. downtown, Mill Creek, and the Auto Mall. Source: KAB — UPS Grant (1.000 balance available) $1,000 Keep in Old Town Kern but instead use it in collaboration with the Tree Foundation of Kern. The Tree Foundation of Kern would lead a potted tree project in Old Town Kern. Source: PG&E (S5.000 balance available $2,000 —Great American Cleanup $1,000 — KBB Promotional Materials $800 — Community Gardens $500—Social Media Boosts/Advertising/Promotions $500—Trash Pickers $200 —Yard of the Month Source: John Paul Lake ($1.500 balance available) $1,500 Keep in Old Town Kern for 3 utility box murals. Source: Metropolitan Recycling ($5,000 balance available) Approximately $2,000 is needed to buy 10 public waste cans to give to GET Bus to place at GET Bus stops in Old Town Kern. The balance after this purchase would be split equally between a downtown project and an Education Subcommittee program. Keep Bakersfield Beautiful Meeting with Caltrans Litter Committee Notes Tuesday, August 27, 2019, 1:00 pm at Caltrans Offices, 1226 Olive Drive, Bakersfield 1. Welcome and Introductions — The meeting was called to order at 1:02 pm. Fresno attendees via video conference were John Liu, Aaron Aguirre and Jason Miao. Bakersfield attendees introduced themselves. 2. Adopt a Highway Program Westside Parkway — Deanna Hornback, South District 6 Adopt a Highway Coordinator with Caltrans was unable to attend. John Liu reported Caltrans should be able to grandfather in the Westside Parkway sponsors. 3. City of Fresno Freeway Litter Control Program — Aaron Aguirre, Fresno Public Works Manager reported that the City of Fresno advertised an RFP on August 19th and will be deciding soon on which vendor to use to coordinate their own freeway cleanups based off our model. They hope to start by October with crews out on all Fresno freeways and off ramps. Their budget is $400,000 from a combination of sources. Their focus will be on litter control using homeless crews, veterans crews, faith -based groups, and at -risk groups working three days a week with Caltrans on the freeways, and the rest of the time working on the offramps. Jay Asistin reminded Aaron to build in plenty of training time. Aaron hopes to have a report on the formation of Keep Fresno Beautiful at the next meeting. 4. Calfire Grant for Caltrans OfficeNard — Melissa Iger, Executive Director, Tree Foundation of Kern described an available $10,000 trickle down grant from Calfire which can be used at several government owned properties including the Caltrans Office, Fairgrounds, and DMV downtown. She wanted to know if Caltrans would be interested in adding trees to its property, and the answer was yes. Caltrans will put her in touch with their landscape team. She expressed difficulty getting through to the local DMV and Assemblyman Vince Fong's office staff offered to provide contact information. 5. Caltrans Budget/Funding for 2019-2020 — Caltrans John Liu reported that budget dollars would be the same with a bigger portion to be allocated to litter abatement but no additional funding. Nothing is firm yet. There is a 90 -million -dollar shortfall for maintenance due to such things as legal settlements and homeless encampment abatements. No longer are Caltrans employees allowed to clean encampments, so $100,000 to $200,000 is being spent in District 6 on contracts to perform this work. Caltrans is seeking $60 million from the State General Fund for homeless encampment removal, but it may be years before funding like that is in place. Caltrans says a permanent agreement for hazardous waste removal for $1 million should be in place by October 1. John Liu will work with Sal Moretti, the Bakersfield Homeless Center and Kern COG on getting the $25,000 budget previously allocated to the Sheriff's Department moved so it can be used for general county highway cleanups. Sal said the County is ready for a contract. Andrew Miles reported that the Bakersfield Homeless Center (BHC) will be having Trinity Safety provide HAZWOPER training for 15-20 people so they can remove hazardous waste from encampments and similar code enforcement work. Although their contract prices will go up some for HAZMAT suits and other equipment, but they should be very competitive. 6. Keep Kern County Beautiful Update — Heidi Carter Escudero, Community Outreach & Communications Coordinator, Kern County Public Works reported that the Keep Kern Beautiful application for affiliate status with Keep America Beautiful was completed on July 31St. They will begin community training throughout Kern County after the Kern County Fair. She offered to pass out related materials from their Fair booth. Heidi thanked those who were helping her at this organizational phase including Ray Scott from Keep California Beautiful, Becky Napier from Kern COG, Adventist Health, and representatives from Wasco, Tehachapi, Delano and Taft. Other participants include the Tree Foundation of Kern and the Arts Council of Kern. 7. Downtown Cleanup Schedule — John Enriquez, Keep Bakersfield Beautiful John Enriquez passed out flyers with all the upcoming cleanup dates. Council Member Andrae Gonzales will be adding a cleanup in October. John Noriega reported that other volunteers were welcome to participate in Kern Adult Program scheduled cleanups. 8. Caltrans Project Update — Caltrans Some Highway 99 on and off ramps will be closing after Labor Day for as many as 55 days. Contractors will cleanup their areas before sign -off as each section is done. Homeless encampments are cleaned up as work gets to an area so as not to affect the timeline. Construction on 58 from 184 to Cottonwood road will be done by October. The continuation of the concrete pavement replacement project from Cottonwood to 99 will last through 2020. Jay Asistin reported that the temporary 8 -person homeless crew has been a huge help. The challenge of this year will be to retain the present level of quality with less. He said it takes real leadership to ensure safety, and he thanked everyone for the successful partnership to date. He noted everyone is helping each other. 9. Freeway Litter Partnership Update Derek Morris reported the Veterans Outreach Program is moving its training facility from the Kern Adult School to Americas Job Centers right across Oswell Street. Twelve veterans are leaving the program, 8 to new jobs. They are looking for grants to purchase tools, work boots, etc. for those new jobs. Andrew said the BHC has used work boots from Red Wing the veterans can look over and have. Andrew also reported that Bakersfield has approved an extension of the landscape or beautification crew through October. They also have a separate agreement in place to provide 2 people for bulky item pickup. The program has been very successful. Sal wanted a copy of the contract. The Downtown Street Ambassador program has funding for another three months thanks to Adventist Health. Future sponsors are needed. Kern COG reported the budget remains steady with $50,000 in support for County cleanup and $150,000 for the BHC. 10. Committee Member or Public Comments Council Member Andrae Gonzales thanked John Enriquez for his overall leadership. John Noriega reported that Mayor Karen Goh came out to greet and take photographs with the Kern Adult Program clients at their last cleanup. This was much appreciated. The Retirees group will help with the big cleanup on Saturday and skip their usual Wednesday effort this week. Robb Ball reported for Flood Ministries that they have a dozen homeless outreach workers in Bakersfield, and 12 in Kern County. Four more are expected. It has been great working with County Mental Health Services. The hotline number to call to report encampments or problems with the homeless is 578-5354. Tony Martinez reported on the many current projects of Rebuild Together, including one at the Veterans Center in Delano in partnership with Assemblyman Rudy Salas and AERA. Melissa Iger and others wondered if the Westside Parkway would be getting trees. Caltrans responded that the City of Bakersfield would need to upgrade the landscaping to include trees before Caltrans would take it over. The trees removed along Highway 99 for construction would be replaced by Caltrans contractors as part of the project. Jessica Felix said Keep Bakersfield Beautiful is looking for $2,000 annual sponsorships for the Westside Parkway. She noted the sponsorship has been greatly reduced so it's a great bargain. 11. I called Bakersfield City School District (BCSD) and spoke with the After School Program. They are waiting on an approval for the school district to give us the go ahead for another year of presentations. I'm going to get with Jessica Felix to reach out to the City of Bakersfield tech support to help with revamping the comic part of the presentation. In the July meeting we talked about removing the comic section from our presentations for grades 1- 6 grade as part of the revamp. The comic section or a version of it would be used for pre-school and Kindergarten presentations. I should have a revamped presentation by next meeting. I would like to start presenting to BCSD and other programs by November 2019. Sophia Felix Education Sub Committee, Chair Graffiti Minutes of August 9, 2019 Meeting called to order at 11:10 a.m. Present at the meeting: Steve Montgomery and Bob Lerude. Steve discussed abating graffiti on street signs. He also talked about the buy houses signs being less, but other signs continue to be put up illegally. Bob discussed the murals on the electrical boxes at Panorama Park are being completed. Graffiti was removed on the ones done previously before they had the protectant coat on the box. Discussion on how to get the DA and Sheriff to attend and provide updates on graffiti arrests and convictions.
