The 2019-20 City Council goals were adopted on August 14, 2019. This new iteration of the goals features a matrix format with overarching goals developed by City Councilmembers and subsequent action items and activities developed by department staff. The November 2019 update will provide an overview of the department activities that have been completed and are underway. The presentation comes at the request of Councilmember Freeman and a general request to begin consideration of future council goals during the 2020-21 budget preparation timeline. Staff recommends Council receive and file. CLOSED SESSION Council will recess into closed session. Upon conclusion of the closed session, any closed session action will be announced prior to adjournment of the meeting. There is one closed session item. REGULAR MEETING — 5:15 p.m. CONSENT CALENDAR - RESOLUTIONS Item 8c. SEIU Labor Resolution approving the Memorandum of Understanding. The most current labor negotiations between the City of Bakersfield and the employees of the Blue and White Collar Units, represented by Service Employees International Union, Local 521 (SEIU) were recently concluded and have resulted in a proposed three (3) year Memorandum of Understanding (MOU). This MOU follows a prolonged period of time, 2014 — 2019, where no cost -of -living salary increases were provided. A summary of MOU terms are highlighted below: Term is from July 1, 2019 through December 31, 2022; and 2.5% wage increase all covered unit classifications Other adjustments to premium pay allowances, bilingual pay, automotive certification pay, forklift training certification, geologist certification, latent print certification, arborist certification, stand-by pay and tool allowance. This proposed agreement has been tentatively agreed to by both the City and SEIU and is consistent with Council approved guidelines. City staff is appreciative of SEIU and the leadership of the Blue and White Collar Units for working towards an agreement in support of recruitment and retention needs and fiscal balance. CONSENT CALENDAR - PUBLIC SAFETY VITAL SERVICES Item 8r. — Accept and Approve Design Consultant Agreement with Verde Design ($584,051) For The Master Plan Update and Design Services for the Kaiser Permanente Sports Village Phase 4. The Kaiser Permanente Sports Village Project is located on a 220 -acre site on the north side of Taft Highway between Gosford Road and Ashe Road. Phase 4 of the Kaiser Permanente Sports Village Project will include football fields, sports lighting, roadways, parking lots, roadway lighting and parking lot lighting, passive areas, a pre -fabricated restroom/concession stand, irrigation, and landscape improvements. Based on a review of the four submitted proposals for design, the selection committee recommends aware of the agreement to Verde Design based on their combination of qualifications and fee proposal being the most favorable to the City. Staff recommends approval of the agreement.
