4. APPROVAL OF MINUTES - of the August 19, 2019, and
August 21, 2019, Special Meetings
Motion by Board Member Lundquist, seconded by APPROVED
Board Member Smith, for approval of minutes with
changes that Attorney Hartsock recommended.
5. NEW BUSINESS
A. Correspondence Received
Kern County Planning, regarding Early
Environmental Consultation Review for CD
Activity #3.19.4 - Belle Terrace Park Improvement
Project.
Grimmay Farms, requesting 4.8 acres be added
to the KRGSA Plan.
Buena Vista Groundwater Sustainability Agency,
giving notice that they have posted the Draft
GSP to their website.
Olcese Water District, Notice of Intent to adopt
Olcese Groundwater Sustainability Plan.

provided update. Staff
recommendations to set Public
Hearing for December 5, 2019.
Motion by Board Member Smith, seconded by Board APPROVED
Member Lundquist to set Public Hearing for December
5, 2019, 10:00 am.
Richard Iger, Deputy City Attorney
requested an amendment to the
motion to include the location.
Motion by Board Member Smith, seconded by Board APPROVED
Member Lundquist to set Public Hearing for
December 5, 2019, Kern County Water Agency,
at 9:00 am.
b. Approval of Agreement with Todd KRGSA 79-006
Groundwater to review additional
GSP's (A. Chianello)
Art Chianello, Water Resources
Manager, made staff comments.
Recommendation for approval of
agreement.
Motion by Board Member Lundquist, seconded by APPROVED
Board Member Smith, to approve Agreement.

C. Accept Lamont PUD (M. Mulkay)
Mark Mulkay, General Manager of
Kern Delta Water District, made
staff comments. Recommendation
to adopt signature page and
accept Lamont PUD into KRGSA as
a C-1 Participant.
Motion by Board Member Smith, seconded by Board
Member Lundquist, adopt signature page and accept
Lamont PUD into KRGSA as a C- I Participant.
6. CLOSED SESSION
A. Conference with Legal Counsel — Potential
Litigation; Closed Session pursuant to
Government Code section 54956.9 (d) (2), (e) (1)
(one matter).
Motion by Chairman Palla, to adjourn to Closed Session
at 10:26 a.m.
Closed Session was adjourned by Chairman Palla at
11:48 a.m.
7. CLOSED SESSION ACTION
A. Conference with Legal Counsel — Potential
Litigation; Closed Session pursuant to

8. COMMITTEE COMMENTS
Board Member Smith would like staff to consider the
cancellation of the November 7, 2019, regular meeting.
