Update KBBC Tasks, Goals, and 5 Year Plan — Nate Meeks • Viri: A draft of the liability waiver for Great American Cleanup online registration is in progress. • John: A meeting will be set in January with the Virginia and Alfred Harrell Foundation to discuss how to change the downtown rehabilitation grant terms. Jason Smith of Keep America Beautiful (KAB) will provide a new contact for the KAB — Coca Cola recycling grant. John will connect with GET Bus regarding data KAB may want for the 6 pedestrian recycling containers the grant provided to GET. • Monica: She will request two articles in the Westchester community magazine to promote cleanups and the Great American Cleanup (GAC). • Brianna: KBBC needs to drop its request for a Kern Community Foundation profile to receive funds because KBB is not a non-profit. V. New Business A. Special Projects and Programs Funding Update—Jessica Felix Balances were provided per monthly routine. Purchases may now be made with monies redirected from the Old Town Kern project. B. Downtown Bakersfield Development Corporation (DBDC) Block By Block Program — Melanie Farmer This item became the last item on the agenda because Melanie and Cathy Butler arrived after the funeral of KBB Advisory Board member Midge Jimerson. DBDC launched the program in March 2019. Mayor Karen Goh designates volunteer block captains. The block captains are similar to Neighborhood Watch block captains. They help the communication flow of downtown needs and happenings. The program is approved by the City, in particular Bakersfield Police. The City assisted with the informational packet available to the community. The packet promotes the use of the City's Bakersfield mobile app to report maintenance needs. The program also has a Facebook group page and monthly roundtable meetings. A result of this effort is Brianna Carrier working with the group to change many 30 minute parking zones to 60 minute parking zones. Melanie reports that the program has proven successes in other communities. Cathy also invited KBB to have a booth at their expo on Nov. 21. KBB thanked them for the opportunity and that KBB would consider it. C. Downtown Business Association Invites KBB to the Christmas Parade, 6 PM, Dec. 5 — Cathy Butler Jessica Felix covered for Cathy. KBB agreed to walk with the DBA and DBDC in the parade again. The entry number is 30. The meeting point is on L Street across from KGET and Wells Fargo. D. Schedule KBBC Special Meeting, 8 AM —12 PM Sat., Jan. 4, 11, or 25 — Nate Meeks Motion to schedule it for Jan. 25 tentatively at Worklogic HR: John Enriquez Second: Ray Scott Ayes: approved unanimously E. Recap Make A Difference Day, Saturday, October 26 —Jessica Felix, John Enriquez, Ray Scott Mayor Karen Goh presented a Make A Difference Day proclamation at the volunteer meeting point (Fox Theater). Approximately 170 volunteers cleaned up litter, painted 12 public trash cans as part of the downtown rehabilitation grant, removed stickers and other illegal signage within reach on 25 poles, planted 40 flats of flowers, and did a variety of tasks at the Seeds of Inspiration Community Garden. Ikea was an in-kind sponsor for the garden. F. 10th Annual America Recycles Day, 8 AM —12 PM, Saturday, Nov. 9 — Ray Scott The collectors are confirmed. More volunteers are welcome. A volunteer to be Captain Cleanup is still needed. G. Great American Cleanup Meeting, 2 PM, Tues., Nov. 12 at City Hall — South —Jessica Felix 1. Sponsor one -sheet: Brianna Carrier said that the City Manager's Office approved the sponsorship tier changes that KBBC requested. So there may be one presenting sponsor, two second top sponsors, and website links may be an additional sponsor benefit. H. Approval of Written Report(s) — Nate Meeks: None VI. Staff Comments • Kevin: He announced his retirement effective Dec. 30, 2019. A conditional job offer for an assistant director has been made with a December start date. The new hire will help Jessica with KBB. Kevin would be happy to continue to be a resource to KBB. • Jessica: Kevin's retirement is an end of an era in Solid Waste. His legacy in Solid Waste includes the green waste facility and job development programs for the homeless community. Nate added that the solid waste industry is aware of Kevin's cutting edge accomplishments. VII. KBBC and Advisory Board Comments • John: There is a downtown cleanup tomorrow at 7 AM starting at the Fox Theater. He also shared that the Downtown Street Ambassador Program has expanded from two to six ambassadors with three trucks and three pressure washers. The expansion is thanks to sponsorships from Congressman Kevin McCarthy and Assemblymember Vince Fong. • Ray: Keep California Beautiful submitted six nominations for national KAB awards. The nominations include Caltrans, CalRecycle, and Ray himself. Ray will find out the winners in December. If Ray wins he would be the third Iron Eyes Cody Award winner from Bakersfield. Bakersfield has the most Iron Eyes Cody Award winners. Former Mayor Harvey L. Hall and John Enriquez are the other recipients. He said that these nominations and wins are examples of the depth of KBB. • Monica: A Ward 2 business owner is seeking support from KBB. She would like the utility box at the corner of 19th and M Street to be a candidate for a mural. She'd also like a potted tree in front of her business. The business owner said that there were also dead potted trees on M St. John noted that the Tree Foundation of Kern would replant those pots if there were a water source. Monica asked if the dead trees could be moved. John noted that's possible if the tree foundation has available funding. Task: Viri will ask City Recreation and Parks if that department may remove the trees based on information Monica will gather. Brianna noted that if trees are in the ground that the sidewalk grate would be cemented over. Task: Jessica will add available tree grant funds and utility box mural locations and theme(s) to the December agenda. KBBC may provide her with theme suggestions in advance of the meeting. Task. Monica will ask the business owner if she has input on a mural theme and if she would want to sponsor that utility box at $500. Monica will also ask the business owner more specifics about the trees, i.e. exact locations and quantity, and if she'd want to sponsor a potted tree at $500. Monica will update Viri on the trees. • Nate: He and Cathy are interested in light pole murals since utility box murals decrease illegal signage and graffiti. Brianna said it is not an option on traffic signal light poles because drivers may be distracted. Nate also requested that the time on the clock in Conference Room A needs to be updated. He also said that the City Clerk told him that the parking lot entrance that KBBC has been using to access Conference Room A is not a public entrance. So Nate asked staff to remove the public entrance sign on that exterior door. Task. Brianna will confirm the public entrances to City Hall North. VIII. Adjournment — Nate Meeks: 1:03 PM
