I wish to express my appreciation to the City Councils – both past and present – for their leadership, cooperation and support during those years. Without a forward- thinking City Council, nothing good can happen. I have been fortunate to work for elected officials who care and who seek to advance Bakersfield because they want it to be the best possible place to live, work and play. With those factors as the motive, much that is positive has been accomplished. I also wish to express appreciation to the employees of the City, both past and present. Bakersfield City employees are diligent, caring, creative and hardworking. The positive accomplishments of the City are attributable to the work of the many, not the few. Thanks to all of you for the special effort to achieve! Bakersfield is the best – take pride in it and in what you do. Notable Items City staff hosted the public at a third community outreach meeting Tuesday, January 7th at the Mechanics Bank Convention Center to discuss the two sites being considered for the proposed emergency low-barrier homeless shelter. As they did previously, staff gave a presentation on the project and all that has been done so far to address homelessness in Bakersfield. The public was then invited to ask questions of staff from many of the City’s departments and provide feedback on the proposed project. If someone was not able to attend the meetings, they are welcome to send their General Information January 10, 2020 Page 2 comments to CommunityOutreach@bakersfieldcity.us. Those comments will be provided to the City Council at the January 22nd meeting. The public may also see all the presentations, layouts and other details from this project at www.bakersfieldcity.us/shelter. Starting this Saturday, January 11th, the City is bringing back its monthly low-cost animal vaccine clinics. The City Animal Control Unit will offer the clinics at local parks each month, making it more convenient for residents to get their pets vaccinated, licensed and microchipped. We hope these clinics, held in the community, will make it easier for City residents to access these services. After January, the City will no longer host clinics at the Animal Care Center. We will evaluate the effectiveness of this new clinic schedule throughout the year, as well as at year’s end, to ensure we are providing services in the most efficient, convenient and effective way possible. The very first Bakersfield Police Academy class funded by the Public Safety & Vital Services (PSVS) Measure graduated on Thursday, January 9th. The class of 26 (above) entered the academy in August and completed their classroom training. The recruits completed a physically demanding 23-week academy and will next start a three-week mini academy starting Monday, January 13th before being assigned to Field Training Officers for 17 weeks of field training. Once they complete that phase, they will be deployed across the department’s five patrol shifts. They are also the first class to make use of the new Police Training Facility on CaliforniaAvenue, which opened in August. Just last month the second PSVS-funded class entered the academy. The class of 28 is expected to graduate in June. General Information January 10, 2020 Page 3 This is all part of the City’s efforts to hire 100 new officers over three years to strengthen the department and reduce crime, one of the top community priorities of the PSVS Measure. Some sad news to report as former Bakersfield City Manager George A. Caravalhopassed away in Santa Cruz this week. Caravalho served as City Manager in Bakersfield from 1984 to 1988. He was also the City’s executive director of theRedevelopment Agency during that time. Caravalho was 81-years-old and is survived by his wife, Mary, and two sons, Gus and Danny. Traffic Advisories Weekend closure for Chester Avenue north of 24th Street An around-the-clock closure is scheduled this weekend for Chester Avenue on the north side of 24th Street. The contractor plans to close the right turn lane from southbound Chester Avenue to westbound 24th Street starting Thursday, January 9th at 7 p.m. The closure is for the remaining lanes is expected to be in place Friday, January 10 at 7 p.m. and will continue through Monday, January 13th at 5 a.m. The closure is needed for drainage work across the intersection. Northbound Chester Avenue traffic will be detoured east on 23rd Street, north on L Street, then west on 25th Street to return to Chester Avenue. Southbound traffic will be detoured at 25th Street and head west to southbound H Street. Southbound motorists can return to Chester Avenue via 23rd Street. One lane will be open to westbound traffic in the vicinity of the work area on 24th Street. No impacts are anticipated for eastbound traffic on 23rd Street. Construction work may be postponed and rescheduled without notice due to weather or other unforeseen circumstances. Please slow down and watch for construction workers and equipment while driving through the work zone. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public. Traffic control continues at State Route 43 and Stockdale Highway Traffic control will continue at State Route 43 (Enos Lane) and Stockdale Highway next week as the contractor completes striping operations for the new roundabout. The contractor plans to switch traffic onto the new roundabout on Wednesday, January 15th, but motorists will continue to stop at this intersection through the next phase of construction. State Route 43 on the north side of Stockdale Highway is also expected to re-open on Wednesday. One-way traffic control is expected to be in place Monday, January 13th through Wednesday, January 15. Flagging personnel will intermittently stop traffic on Stockdale General Information January 10, 2020 Page 4 Highway and State Route 43 between the hours of 8 a.m. and 5 p.m., each day. Motorists should anticipate having to stop for up to 15 minutes and are encouraged to use alternate routes or allow extra time to reach their destinations if they must travel through this intersection during these time periods. Following the traffic switch, the contractor will complete construction on the south side of the intersection. This phase of construction is expected to take about two months to complete. The schedule for the striping operations and traffic switch may change without notice due to weather or other unforeseen circumstances.
