Homelessness: Council consideration of a Purchase & Sale Agreement OR additional options. Last year, there were an estimated 1,330 homeless people in the Bakersfield metropolitan area including 643 individuals without a home or shelter— a 108% local increase from 2018. In Spring 2019, the City Council approved a Budget with multiple provisions related to homelessness, including the allocation of federal HUD funds for existing homeless service providers and PSVS funds for the construction of an emergency shelter, affordable housing, the addition of Rapid Response Teams, and support of homeless service providers. On November 6, 2019, the Council was presented with an update on Emergency Shelter efforts; including an overview of a possible shelter location at Calcot, operational information, and estimated budget impacts. The Council voted to defer decision to January 22, 2020 and asked Staff to return with the following information: 1. Full analysis of both potential sites, as well as other M-2 sites that become available. 2. Conduct community outreach for both locations. 3. Conduct an Assessment on suitability of Calcot for a Police Substation. 4. Provide additional detail on Operating Budget & Good Neighbor Policy. Staff has since completed all of the requested items and has also identified and researched several other options. The potential options are included in the Administrative Report for Council consideration. CONSENT CALENDAR - RESOLUTIONS Item 8k. General Plan Update Strategy and Options. A General Plan is a State -mandated policy document that provides a blueprint for future land use and development. The current General Plan was approved in 2002. Given the City's growth, new State Guidelines requirements, and changes in the California Environmental Quality Act, it necessary to update the City's General Plan. After an evaluation of proposals received, Staff selected Rincon Consultants, Inc. as the consultant to set forth the scope of services for the preparation of a General Plan Update Strategy & Options. Staff recommends approval of the agreement and the appropriation of funds. Item 81. Private Security Services On September 11, 2019 the City Council unanimously voted to pursue the immediate addition of private security patrols to the areas of the City most impacted by recent increases in crime. The private security patrols are paid for by the Bakersfield Public Safety and Vital Services Measure (PSVS) and is considered temporary until the Bakersfield Police Department brings on 100 new recruits also paid for by PSVS dollars. In September 2019, after staff issued a request for proposals, the Council approved an agreement with Trans -West Security Services, Inc., to conduct a 90 -day pilot project. The pilot project resulted in a positive impact upon the areas in which the Prevention Patrol Strategy was deployed. Calls for service were reduced; and, a recent survey of merchants operating within the selected prevention patrol sites revealed that respondents felt safer since the implementation of Prevention Patrol. Given the positive impact of the pilot project, the Bakersfield Police Department solicited a Request for Proposals (RFP) to continue private security patrols through the end of FY2019-20, with the option of extending these services for two additional years. Upon review of the submittals, capabilities and references, Bakersfield Police Department staff determined that the proposal submitted by Trans -West was the most comprehensive, cost -beneficial, and overall best suited to meet the community's needs. Staff recommends approval of this agreement. CONSENT CALENDAR - PUBLIC HEARINGS Item 9a. U.S. Department of Housing and Urban Development Community Development Block Grants (CDBG) for Homeless Shelter Expansion and Affordable Housing The City of Bakersfield receives an annual entitlement of CDBG funds to invest in serving low and moderate -income persons within the City of Bakersfield. One need which is met by this funding is the provision of improved services for homeless individuals. In light of this need, the requested amendments will accomplish the following: • Bakersfield Homeless Shelter Expansion: Fund the rehabilitation and expansion of the Bakersfield Homeless Shelter to add additional beds. (+$266,632.98 CDBG) • Facility Improvements at 1420 Union Avenue: Provide funding for the provision of providing homeless services at 1420 Union Avenue (+$625,000 CDBG) Staff recommends approval of the Action Plan Amendments. Item 9b, c and 9d. -Three "General Plan Amendments." Each of these items was scheduled for Council consideration during the State -mandated quarterly "window" to amend the City's General Plan. However, Staff is recommending that all items be continued to February 19, 2020.
