Curbside trash and recycling services will not be affected. Good News!  The Bakersfield City Council announced this week the selection of a new City Manager: Christian Clegg. Mr. Clegg has spent the last five years as a Deputy City Manager for the City of Stockton, Calif. and has served that City for nearly nine years. During his tenure there, Mr. Clegg was a key member of a team that rebuilt the City following bankruptcy. He brings 14 years of local government experience and also established and operated the City’s Office of Violence Prevention, leading to a 40% reduction in homicides and 30% reduction in shootings in 2018, results that were maintained in 2019. Mr. Clegg previously served in multiple different roles over five years with the City of Tacoma, Washington and before that, a year with Johnson County, Kansas. The City of Bakersfield is pleased to welcome Mr. Clegg. He is expected to start in his new role on Monday, March 2. Until that time, I will serve as interim City Manager. Notable Items  The return of monthly low-cost animal vaccine clinics kicked off in 2020 last weekend with a very successful event! The City Animal Control Unit administered more than 360 vaccines to pets at the Park at Riverwalk on Saturday, January 11. Owners were also able to get their furry friends licensed and microchipped all at the same location. The low-cost clinics will be held at local parks each month, making it more convenient General Information January 17, 2020 Page 2 for residents to get their pets vaccinated, licensed and microchipped. After January, the City will no longer host clinics at the Animal Care Center. The next clinic is set for February 8 at Jefferson Park, 801 Bernard Street. This new clinic schedule’s effectiveness will be evaluated throughout the year, as well as at year’s end, to ensure we are providing services in the most efficient, convenient and effective way possible.  The Bakersfield Police Department held a virtual forum on street racing in the City on Thursday, speaking with community members and answering their questions on a livestream on Facebook and Instagram. BPD Sgts. Ken Sporer and Mike Allred, Chief Greg Terry, Vice Mayor Chris Parlier, Deputy District Attorney Cole McKnight, as well as Marion Collins and Steve Hughes of the Kern County Raceway attended the virtual forum (below, left to right). BPD will host another forum on street racing on Tuesday, January 21 from 6 to 7 p.m. at Independence High School. The community is invited to attend that forum as well. General Information January 17, 2020 Page 3  Metro BMX is hosting the USA BMX Gold Cup and State Championship Qualifiers in Bakersfield this weekend. More than 400 racers from all over the state are expected to descend on Bakersfield on Saturday, January 18, and Sunday, January 19, to get their season started and earn a chance to race in the State Championship at the end of the season. Visit Bakersfield assisted this group with securing hotel room blocks and recommending restaurants and fun activities for when the riders aren’t at the track.  Visit Bakersfield and ASM Global submitted a proposal to California Interscholastic Federation (CIF) this week to host the high school boys’ and girls’ wrestling championships for another five years, beginning in 2021. Mechanics Bank Arena has been hosting the boys’ championships for many years, and last year CIF added the girls’ championships, expanding a two-day event into a three-day event that is a proven winner for local hotels, restaurants and other businesses. Bakersfield’s proposal demonstrated cooperation and support from a variety of community organizations and elected officials to once again bring this popular event to Bakersfield. CIF is expected to announce where the 2021-2025 high school wrestling championships will be held when this year’s event gets underway at Mechanics Bank Arena February 27- 29. Traffic Advisories  Lane closures on California Avenue planned for tree removal The Recreation & Parks Department will have a contractor removing 14 large trees on California Avenue next week, work that will require two westbound lanes of California Avenue be closed between A and Oak Streets. The closure is planned for Monday, January 20, from 7 a.m. to 3 p.m. An arborist from General Tree inspected the trees in the area after one of them fell during a recent storm, blocking all westbound lanes on California Avenue for several hours (right). The City arborist agreed with General Tree’s assessment that the remaining 14 trees were in danger of falling and should be removed. The City will replace the trees with 14, 48” box Canary Island Pines in approximately six weeks. The size of the trees will require a crane be used to place them. The replacement project will hopefully reduce the visual impact of losing so many large trees in one area at one time. Event Notifications  Registration for the 2020 Adult Spring Softball season is currently open, ending on January 31.  The Women’s March Kern County returns to Bakersfield Saturday, January 18. It will be held at Central Park from 8 a.m. to 3 p.m. There may be impacts to traffic in the area, as well as on parking in and around the park before, during and after the event.  A community meeting to discuss street racing, hosted by the Bakersfield Police Department, is scheduled for Tuesday, January 21, from 6 to 7 p.m. at Independence High School. Mr. Clegg was selected from a pool of candidates provided by recruiter Roberts Consulting Group, Inc. He brings 14 years of experience working in local government, including the past five years as the Deputy City Manager of Stockton, California. “I am very excited for the opportunity to serve the City of Bakersfield,” Mr. Clegg said. “I have pursued professional roles that would prepare me to give my best as a City Manager. While those experiences have been rewarding, I am eager to take on this new role, while planting roots in a community that my family can call home.” During his almost nine years in Stockton, Mr. Clegg was a key member of a team that rebuilt the City following bankruptcy. He helped rebuild core City operations during that time, eventually growing into a role responsible for making policy, budget and operational decisions. For his work guiding Stockton through the bankruptcy process, Mr. Clegg was awarded the 2016 League of California Cities John H. Nail Award for distinguished community leadership by a Deputy City Manager. He also established and operated the City of Stockton’s Office of Violence Prevention, efforts which resulted in a reduction in homicides by 40% and 30% reduction in shootings in 2018. Those results were maintained in 2019. Mr. Clegg developed the City’s Strategic Work Plans from 2014 to 2019, negotiated a new contract with the City’s largest community festival to save the City more than $350,000 over three years, and developed and maintained a balanced budget for more than eight years for the City Council, City Manager’s Office and non- departmental budgets. Before coming to Stockton in 2011, Mr. Clegg served the City of Tacoma, Washington for five years, first as a Management Assistant and later Management Analyst. There he led a team focused on addressing neighborhood crime and blight, as well as developing the City’s first Performance Management Program. He also led the City’s Customer Relationship Management Team in a City-wide effort to develop customer service standards. He also spent a year (2005-2006) in Johnson County, Kansas as an intern in the County Manager’s Office, providing research and project coordination support to the Johnson County Human Services Coalition and analyzed best practices to determine appropriate performance measures and benchmarks for County operations. Mr. Clegg succeeds Alan Tandy, who retired on January 10, 2020 after serving in the role for 27 years. Mr. Clegg is expected to join the City of Bakersfield on Monday, March 2. Department of Recreation and Parks Date: January 15, 2020 To: Virginia “Ginny” Gennaro, Interim City Manager From: Dianne Hoover, Director of Recreation & Parks Subject: 2019 December Monthly Report ADMINISTRATION December Summary Highlights: There were several maintenance and capital improvement projects that occurred throughout December. McMurtrey Aquatic Center, Silver Creek Pool, Saunders and Mesa Marin were closed for repairs and annual maintenance. The Rapid Response Team continues to cleanup areas and repair several park restroom facilities. Public Safety & Vital Services • Completed homeless encampment cleanups at the following locations: o Yokuts Park, Camino Media, San Miguel Grove, Uplands of the Kern River • Repairs completed: o Repairs completed to men’s restroom security gates at Saunders Park due to vandalism. o Repairs completed to trash enclosure at Kaiser Permanente Sports Village due to vandalism. CIP/CDBG Project Updates: • Stiern Park Safety Surfacing and ADA Improvements (CDBG) – Parking lot entrance/exit and ADA improvements have been completed by contractor Cen Cal. Playground safety surfacing project has begun by contractor Pacific Tennis Courts. • McMurtrey Aquatic Center Pool Filter Renovation Project – Five new filters were delivered on 12/16/19. Contractor California Waters began work on 12/17/19 with the removal of five existing and installation of five new filters for the Competition Pool Department of Recreation and Parks December 2019 Monthly Report Page 2 We enhance the quality of life through a variety of programs, parks, and partnerships. • Jefferson Park Pool Filter Renovation Project - New replacement pool filters and manifolds were delivered to Jefferson Park Pool on 12/16/19. • Silver Creek Concrete Pool Deck Replacement Project - Contractor completed saw-cutting and removal of existing affected concrete pool deck areas. After concrete removal was completed, leaks were found in the 2 pool skimmers and approximately a 3-4 ft crack was found in the south wall on the activity pool. Both skimmers and wall crack were replaced and repaired by Bakersfield Pool Plastering on 12/18-19/2019. Wall Repairs: 1. Panama Lane & Monitor St (N/W Corner) 2. PARKS UPDATES Area 3 o Removed tumble weeds from north west corner of east White Ln. and Maddison Ave. o Sprayed pre-emergent herbicides on the Westside Parkway. o Cleared the PG&E easement between Garnsey Ln. and Chester Ln. of all weeds/debris. Staff also sprayed entire easement with pre-emergent herbicides from Stockdale Hwy to Chester Ln. o Removed tumble weeds and illegal dumping from future Akers Rd. park site as well as on the west side of Akers Rd. o Removed tumble weeds from S/W corner of Hosking Avenue and Union Avenue. Area 6 • Delivered/setup four bleachers for the annual Christmas Parade on Thursday December 5th. and then returned once event was over. • Removed leaves from streetscapes on Palm Ave, Jenkins, Stockdale Hwy, Johnson, Calloway, Brimhall, TPRW, Quailwood Park and Bill Park Greens Park. • Assisted Mechanics bank arena by using an aerial lift to repair the electronic bulletin board on December 20th • Trimmed all trees hanging over roadway on Half Moon Ave. • Mass trimmed Stockdale Ranch. Baker Street • Trees were trimmed from Kentucky St. to Niles Street. Mill Creek Canal • City Water Resources performed their yearly maintenance – draining water and clearing debris that gets caught up in the weirs. Staff delivered five aerators to an outside vendor for repairs. Patriots Park • Replaced the restroom sewer line to the main line. Q Street Underpass o Completed erosion control project by weed eating , backfilling washed out areas on the hillside and cutting back groundcover. A straw burlap roll was placed at locations where there was excessive run-off. The area will be monitored for further improvements/adjustments. Wall Street • Two new trash cans were installed in the alleyway with two others ordered. Trimming: • Trees Trimmed: 49 Clearance: 56 Removals: 4 RECREATION Total monthly attendance for all programs, reservations and volunteers combined for the month of December totaled 11,859 as compared to last year’s total of 16,519. Aquatics/Attendance: 69 Overall Aquatic Attendance: • Necessary pool improvement projects took place at McMurtrey and Silver Creek Pools in the month of December. McMurtrey Aquatic Center was closed November 11th through December 31st for annual winter maintenance and facility renovations. McMurtrey re-opened on Tuesday, January 7th for regular winter programming. • Aquatic total attendance for December was 69. McMurtrey Aquatic Center: • Completed the annual maintenance of the competition and activity pools. completed. The competition pool was drained, pool lights replaced, tiles repaired, drains installed, and systems checked and fixed. Water slides, locker rooms and offices received a deep cleaning. Renovation projects included: warranty work on locker room floors, new counter tops, sinks and hardware in both locker rooms, and sand filter replacement for both pools. Staff prepared for the annual Polar Bear Plunge on January 1st. Silver Creek Pool: • Performed pool deck and concrete demolition at Silver Creek Pool to prepare for concrete finish in January. Jefferson Pool: • Sand filter replacement project is scheduled for January 2020. The Kern High School District will not be renting Jefferson Pool this year; therefore, this project change will not impact rentals or programming. • Donations: 3,043.50 Athletics/Attendance: 0 • Total monthly attendance was 0 due to weather conditions. Athletic Programming/Adult Softball • Spring Softball registration is currently open with a registration deadline by January 31st . Dr. Martin Luther King, Jr. Community Center/Attendance: 4,431 • Attendance was up by 15% from last December which is attributed to more participants at the Santa’s Winter Wonderland event and a large rental at the center. Santa’s Winter Wonderland • Santa’s Winter Wonderland on Friday, December 20th had approximately 700 in attendance. The Goodloe room was decorated like a winter wonderland where participants visited with Santa and received a gift. Dinner snacks were provided and a contest was conducted by Stay Focused Ministries. Kwanzaa • Kwanzaa was held on Friday, December 27th with an estimated 350 people in attendance. Performances by the Oblinyanko Drum & Dance ensemble and the Eyo Stilt Walker occurred. Over 15 vendors offered a variety of African Culture Crafts and memorabilia. • Donations: $3,500 Saunders Recreational Facility/Attendance: 0 • The center was closed for maintenance. Silver Creek Community Center/Attendance: 354 • There were five (5) rentals for the month.
