4. APPROVAL OF MINUTES
A motion was made by Mr. Anderson, seconded by Mr. Payne and carried
unanimously to approve minutes of November.6, 2019.

5. NEW BUSINESS
a. NEPOTISM WAIVER REQUEST FOR POLICE OFFICER ANTHONY BERUMEN AND
POLICE OFFICER KAITLYNN LERMA - Tracy Sunkes submitted a Nepotism Waiver
Request to the Commission for review and approval for Police Officer Anthony
Berumen and Police Officer Kaitlynn Lerma to live under the same household.
She advised the Nepotism Waiver Request was reviewed and approved by
Assistant Chief Greg Terry. Mr. Payne made a motion to approve the nepotism
waiver for Police Officer Anthony Berumen and Police Officer Kaitlynn Lerma;
the motion was seconded by Mr. Anderson and carried unanimously.
b. NEPOTISM WAIVER REQUEST FOR POLICE OFFICER RYAN MAXWELL AND POLICE
SERVICE TECHNICIAN CALEE PRIELIPP - Sandra Duncan submitted a Nepotism
Waiver Request to the Commission for review and, approval for Police Officer
Ryan Maxwell and Police Service Technician Calee Prielipp to live under the.
same household. She advised the Nepotism Waiver Request was reviewed and
approved by Assistant Chief Greg Terry. Mr. Anderson made a motion to
approve the nepotism waiver for Police Officer Ryan Maxwell and Police
Service Technician Calee Prielipp; the motion was seconded by Mr. Payne and
carried unanimously.
c. NEPOTISM WAIVER REQUEST FOR SERGEANT MATTHEW GREGORY AND POLICE
OFFICER LORENA PEREZ - Rachel Rodriguez submitted a Nepotism Waiver
Request to the Commission for review and approval for Police Sergeant
Matthew Gregory and. Police. Officer Lorena Perez to live under the same
household. She advised the Nepotism Waiver Request was reviewed and
approved by Assistant Chief Greg Terry. Mr..Anderson made a motion to
approve the nepotism waiver for Police Sergeant Matthew Gregory and Police
Officer Lorena Perez; the motion was seconded by Mr. Payne and carried
unanimously.
Mr. Lucas asked for clarification regarding the follow-up process for nepotism
waivers once they have been approved.. Christi Tenter explained that nepotism
waivers are subject to transactional follow-up. Once they have been
approved, nepotism waivers remain status quo and are reassessed whenever
there is a change of shift, job assignment, division assignment or reporting
structure. A new nepotism waiver is submitted for approval each time a
candidate tests for a promotional opportunity. Nepotism waivers are also
generated as a result of self -reporting because of a new.action. Nepotism
waivers are maintained by the Human Resources and Police Department.
d. CERTIFICATION OF ASSISTANT CHIEF OF POLICE ELIGIBILITY LIST, EXAMINATION
#012897 Shayla Woods -Collins submitted Assistant Chief of Police Eligibility List .
#01289, to the Commission for review and approval for, certification of nine
candidates. Mr. Anderson made a motion to approve Assistant Chief of Police
Eligibility List #01289; the motion was seconded by Mr. Payne and carried
unanimously.
e. NEPOTISM WAIVER REQUEST FOR ASSISTANT CHIEF OF POLICE CHIEF
CANDIDATE(S) - Shayla Woods -Collins advised that as a result of the Assistant
Chief of Police Eligibility List, she is submitting five Nepotism Waiver Requests to
the Commission for review and approval for: Jeremy Blakemore, Jeffrey Burdick,
Michael Coronado, Jason Matson and Bobby Woolard. Mr. Anderson made a
motion to approve Nepotism Waivers for Assistant Chief of Police; the.motion
was seconded by Mr. Payne and carried unanimously.

6. COMMISSIONER COMMENTS
Mr. Anderson advised it was Mr. Payne's last day to serve on the Police Civil Service
Commission. Mr. Anderson, Mr. Lucas and Chief Martin all expressed their
appreciation to Mr. Payne for his service to the Commission. Mr. Anderson and Mr.
Lucas thanked Chief Martin for his service to the Police Department and
congratulated him for his retirement. Mr. Anderson asked about the interview process
for selection of a new Chief of Police. Christi. Tenter advised the process will take
place after a new City Manager has been appointed. The interview and selection
process will be done in accordance to the City Civil Service Rules, and would not
change at this time.
