City Staff and Mayor Karen Goh participated in a meeting (right) on
Friday, February 7, called by Bakersfield Assemblyman Rudy Salas and California Deputy Secretary of
Homelessness Ali Sutton to discuss
state resources for addressing the
homeless crisis. The meeting continues
the collaboration at the local level
with the state to find effective solution
to this growing crisis.
On Thursday, February 4, the Bakersfield
Police Department’s Peer Support team
hosted a blood drive outside BPD
headquarters. Houchin Community Blood
Bank sent their newest bus for the event (left).
The goal for the day was to collect at least 24
units of life-saving blood, and they actually
exceeded that goal, collecting 26 units.

Police Department met with the public last

week as part of the Cookies with Rookies meet-and-greet. The community also got a chance to see the BPD’s new training facility on California Avenue (below), paid for
by the Public Safety & Vital Services Measure (Measure N). The first class of officers also paid for by the Measure graduated in January, and the second PSVS-funded
class is already training at the facility.
Today, the first Friday of February, is National Wear Red Day to raise awareness about heart disease and cardiovascular health. City employees were encouraged to wear
red in support of the national effort. According to the American Heart Association, more than 2,200 Americans die from heart disease every day, and on average,
someone in the U.S. suffers a stroke every 40 seconds. Heart health is an important topic and the City of Bakersfield is proud to have participated. See the pictures of our
employees donning the red for this year! We’ll also post more photos on the City’s
social media accounts as well.
Bakersfield first responders will put their fitness to the test soon, with the 2020 Ultimate First Responder competition! It’s a physical test of strength, endurance, power, and
skill through different events such as bench press, a 1.5-mile run and pull-ups. There

will be a gold division which will be competitive and a blue division with scaled
events for those who wish to participate in the camaraderie of the event, but do not care
about placement. Men and women first responders are welcome to participate and
registration is open now. The event is set for April 25, so save the date!

January 30. City Hall North Access
The first week of having a police officer
welcome visitors and monitor the elevator in City Hall North went smoothly.
Now we are in the process of converting the
keypads throughout CHN to combo pads which allow a user to input a manual code
OR waive an RFID-coded badge over the sensor. Coming March 2020, Technology
Services will begin to distribute picture badges to City employees which will allow
access to the elevators in CHN without the need to enter a code.
Also, please note that visitors to the conference rooms on the first floor, or to the City
Clerk, Human Resources or the Treasury windows DO NOT need to sign-in or obtain
visitor badges.
Traffic Advisories
Weekend closure on Oak Street between 21st Street and 24th Street
The contractor for the 24th Street Improvement Project will begin paving operations at the
Oak Street/24th Street intersection this weekend. The work will require an around-the-

clock closure on Oak Street between 21st Street and 24th Street and on the north side of 24th Street from 9 p.m. Friday, February 7, through 5 a.m. Monday, February 10.
One lane in each direction will remain open through the intersection for east-west traffic
on 24th Street, but no right- or left-turn movements will be allowed at this intersection while work is underway. Oak Street will be closed on the north side of 21st Street, but the
remainder of the Oak Street/21st Street intersection will remain open.
Traffic will be detoured around the work via Truxtun Avenue and F Street. Detour signage
will be in place.
Additional around-the-clock closures will be needed at this intersection February 14-17 to
complete the intersection paving and striping.
Construction work may be postponed and rescheduled without notice due to weather
or other unforeseen circumstances. Please slow down and watch for construction
workers and equipment while driving through the work zone. The Thomas Roads
Improvement Program apologizes for any inconvenience this work may cause the
traveling public.
Freeway closures scheduled for State Route 58 and State Route 99
A nighttime closure has been scheduled for the two outside lanes along southbound State Route 99, in the vicinity of the junction with State Route 58, on Thursday, February 6.
One lane will remain open to southbound traffic. The westbound State Route 58-to-southbound State Route 99 connector ramp will also be closed. Westbound-to-
southbound traffic will use Union Avenue to connect with southbound State Route 99 during the closure. These closures are expected to be in place between 11 p.m. and 5
a.m.
Full freeway closures are planned for southbound State Route 99 in this area on Monday, February 10, and Wednesday, February 12, between the hours of 11 p.m. and 5 a.m.
Southbound traffic will be detoured at Stockdale Highway and will use Real Road to
reconnect with the freeway at Ming Avenue. The westbound-to-southbound connector
ramp closure will also be in effect on these nights.
On Tuesday, February 11, and Thursday, February 13, northbound State Route 99 will be
under a full closure within this area between the hours of 11 p.m. and 5 a.m. Northbound
traffic will detour at Ming Avenue, continue north on Wible Road/Oak Street, then re-
enter the freeway at California Avenue. The northbound State Route 99-to-eastbound
State Route 58 connector ramp will be open.
These closures are needed to erect falsework for the widening of the westbound State
Route 58 bridge across State Route 99.
This schedule may be changed without notice due to weather or other unforeseen
circumstances. Please slow down and pay attention to construction and detour signage
while driving through the area. The Thomas Roads Improvement Program apologizes for

The February low-cost pet vaccination clinic is set to be held at Jefferson Park (801
Bernard Street) on Saturday, February 8 from 9 a.m. to noon.

TRIP projects are moving rapidly through the various stages of project
development. This report is to provide a periodic up-to-date snapshot of each project’s recent major
activities and progress. If you have questions, or need additional information, please contact Janet

MILESTONES
The contractor for the 24th Street Improvement Project plans to pave and restripe the 24th Street/Oak
Street intersection over two consecutive weekends in February. Westbound traffic will also be
switched onto the new pavement on the north side of 24th Street, allowing work to begin on the new
median.
The contractor for the Bakersfield Freeway Connector (Centennial Corridor Phase 3) will begin setting
falsework for the widening of the westbound State Route 58 bridge across State Route 99 in
February. This work will require nighttime closures on State Route 99 and on Wible Road.
PROJECT STATUS
24th Street Improvement Project
Contractor: Griffith Company
60% complete; anticipated completion: spring 2020
The contractor plans to pave the Oak Street/24th Street intersection this month and switch westbound
24th Street traffic onto the new pavement within the residential section of the project. In conjunction
with the traffic switch, the contractor plans to re-open the north side streets from Myrtle Street to Alder
Street. Access to and from these streets and 24th Street will be right-in/right-out only. This will be the
permanent configuration as the new raised median will prevent left-hand turns in this area. The
contractor plans to begin work on the new median in February.
Drainage work continues along the north side of 24th Street, but two westbound lanes remain open to
traffic.
On 23rd Street, crews are working on road improvements that will smooth out the “S” curve between
B Street and D Street. The contractor anticipates switching traffic onto the new pavement in this area of
the project in mid-February.
Electrical and irrigation work continues at various locations throughout the project area.

Centennial Corridor
All phases of the Centennial Corridor project are under construction. Final completion is anticipated in
summer 2022.
Phase 1 - Kern River Bridge Improvements
Contractor: Security Paving Company
96% complete; anticipated completion: early 2020
This phase constructed new bridges across Truxtun Avenue and the Kern River for the future
Centennial Corridor (State Route 58) westbound exit to Mohawk Street and widened the existing
eastbound bridges at the Kern River and Truxtun Avenue to accommodate the future mainline lanes.
Work continues on the eastbound Westside Parkway on-ramp from Mohawk Street. This work is
expected to be completed in the coming weeks.
Crews continue to form and place concrete barrier rails on the new bridges. The eastbound on-ramp
from Truxtun Avenue is also down to one lane for barrier rail construction.
Motorists will continue to see daytime lane closures on the Westside Parkway during the month of
February as the contractor completes the road work in this area. These closures will be in place between
the hours of 8:30 a.m. and 3:30 p.m.
Additional work planned for February includes completing asphalt and concrete paving at various
locations within the project area, installing Joint Seal Assemblies at the bridges, finishing final striping
and sign placement, and various electrical and fiber optic work items.
Phase 2 – Belle Terrace Operational Improvements
Contractor: Granite Construction
60% complete; anticipated completion: fall 2020
This phase includes the replacement of the Belle Terrace Bridge and a new connector structure for
northbound State Route 99 to eastbound State Route 58 traffic.
Construction of the Belle Terrace Bridge continued through January. The bridge is constructed in two
stages to allow for the continuation of work on the soil nail wall along the east side of State Route 99.
A December concrete pour completed the stems and soffit for 70% of the future bridge. Crews are now
installing utilities and forming the top deck on this section of the bridge.
The bridge abutment on the east side of the highway was cast in January using more than 800 cubic
yards of concrete. Crews will set the falsework for the eastern 30% of the bridge in February. Crews
will then construct form work and install reinforcing steel for the stems and soffit on this section. The
new Belle Terrace Bridge is expected to be completed in fall 2020.
A new connector bridge for northbound State Route 99-to-eastbound State Route 58 opened in
November. The old bridge was demolished in late 2019 and remaining material was removed from the
site in January.
Construction of the retaining wall along the outside shoulder of northbound State Route 99 is
expected to continue into summer 2020. This retaining wall extends from Ming Avenue to the
eastbound State Route 58 connector ramp and provides the additional space needed for roadway
construction in this area. Soil nail installation is approximately 70% complete, and the first sections of
the cast-in-place concrete facing with aesthetic texture will be cast in February.

Phase 3 – Bakersfield Freeway Connector
Contractor: Security Paving Company
28% complete; anticipated completion: summer 2021
This phase of Centennial Corridor reconstructs the westbound to southbound loop ramp at the State
Route 58/State Route 99 interchange. The project also constructs a new barrier-separated connector
ramp to Ming Avenue.
Construction continues on the westbound State Route 58 bridge widening and the new structure for
the southbound State Route 99 to Ming Avenue off-ramp. Crews will be erecting falsework over State
Route 99 and setting pre-cast girders over Wible Road for the widening of the State Route 58 bridge in
February. Construction will also continue through the coming month on the Ming Avenue off-ramp
structure.
Work is also underway on various drainage systems and the Elcia retention basin. The contractor also
completed excavation and begun construction on the new Belle Terrace Pump Plant.
Phase 4 – Mainline
Contractor: Security Paving Company
14% complete; anticipated completion: summer 2022
This phase constructs the freeway between State Route 99 and the Westside Parkway.
Roadway excavation was underway during the month of January in the areas of Marella Way and La
Mirada Drive. The bridge abutments and columns for the La Mirada Bridge are under construction so
motorists will need to use Marella Way to cross the alignment. The contractor plans to set falsework for
this bridge in February
Pile driving has been underway at various locations, including California Avenue and Ford Avenue. The
contractor will be installing piles at Stockdale Highway in February. Construction of the Stockdale
Highway Bridge requires the closure of Stine Road on the south side of Stockdale Highway. This closure
was placed in late January and will remain in place through the duration of the project.
The contractor continues bridge work at Real Road. Earthwork for the Commerce Drive embankment
was underway in January and will continue in February. The construction of various drainage systems is
ongoing. Construction of a retaining wall along Del Rey Court is also expected to begin in February.
State Route 43/Stockdale Highway Roundabout
Contractor: Griffith Company
76% complete; anticipated completion: spring 2020
This project replaces an existing 4-way stop with a roundabout at the State Route 43 (Enos Lane) and
Stockdale Highway intersection.
The contractor completed paving, signage and striping for the second stage of construction in
January. Traffic was shifted into the new roundabout on January 15.
The asphalt base layer has been placed for the splitter island on the south side of the roundabout (this
work is behind temporary concrete barrier rail). The contractor has also completed the excavation for
the retention basin.
In February, the contractor plans to pave and place stamped concrete on the remaining splitter island.
Additional work will include miscellaneous curb and gutter and drainage.

the rabies virus and a license must be purchased within 30 days of vaccination.
• At the low-cost park clinics, your dog can be vaccinated for a reduced fee.
• A license must be purchased along with a rabies vaccine at the clinic.
• If your dog has a current rabies vaccine, you may purchase a license only if you have
a copy of the rabies certificate.
