Share Your Personal 2019 KBB Highlight(s) — All • Although different examples were used, the common message expressed by all was the positive feeling created when community service is done with multiple KBBC members and/or KBB Advisory Board members present with other volunteers. A few also specified. outreach methods like community booths and increased use of social media are particularly satisfying. They shared not only the satisfaction of inspiring community members but how they inspire each other. • Cathy and Tony also shared personal highlights from activities they accomplished outside of KBBC and/or KBB Advisory Board with the City through Rebuilding Together and the Downtown Business Development Corporation. VI. Remarks — Mayor Karen Goh • Mayor.Goh thanked KBBC members for their teamwork and leadership. She particularly thanked John as a KBBC founding member and community leader. • Mayor Goh recognizes how KBB underlines the meaning behind the City's new brand tagline Bakersfield. The Sound of Something Better. She shared how visitors to Bakersfield often share with her how there is something special about the people of Bakersfield that is unique to everywhere else that they've been. . VII. New Business A. Keep California Beautiful (KCB) & Keep America Beautiful Update (KAB) Update — Ray Scott, KCB President 1. Ray announced a new KCB recognition offered for volunteer affiliate committee member serving for 10 years or more. a. On behalf of KCB and KAB Ray, with Mayor Goh presented John a certificate of appreciation as a founding KBB member serving for more than 20 years. He started with meetings that led to the affiliation process. Ray and Mayor Goh recognized Bob for his volunteer service as a KBBC member since 2008. B. Captain Cleanup mascot volunteer needed. b. Heather: GAC challenge for high schools in Kern County development has not yet started. Task. Heather will develop challenge guidelines and may approach the City Youth Commission about it. Task. Ray will sign KBB up for a booth at a high school district student expo and provide Jessica with booth details. Other KBBC members should volunteer for the booth too at an event of this size. Community Relations, PSAs, & Advertising: Jessica, Heather, Brooks Task. Ray will sign KBB GAC up on various community calendars as he's done in the past Task: Sophia (from a prior meeting) will look into a Bakersfield City School District bulletin board type app for the possibility of GAC announcements. Task: Jenifer and Ray will work on engaging local Rotarians. Press and Social Media Relations: Jessica, Crystal a. Jessica: Sponsor and volunteer flyers are in social media and a morning news live shot is tentatively scheduled with KBAK CBS/FOX. Task. Jessica checks on live stream options with Mayor Goh and City PIO Joe Conroy 4. Sponsor Relations & Recognition: KBBC a. Monica: Councilmember Gonzales is interested in making a GAC donation. Jessica: More sponsor meetings are underway. b. Ikea will make an in-kind donation in development at this point: 4 door prizes valuing a total of $1,000, sustainable raffle prizes at booth, decorate the stage for the ceremony, and provide games and volunteer support for the youth/games area. Task: KBBC members challenge corresponding City Councilmembers to sponsor/find a sponsor(s) for GAC. VIP Relations: Jessica, Heather, Cathy Tasks: Jenifer and Bob will do proclamation and resolution requests. 6. Parking/Good Neighbor Relations: Jessica, Paul: N/A at this time. 7. Food & Beverage: Jessica: A new resource for barbecue equipment and a cooking crew is needed. The relationship for the past several years is not possible this year. a. New options recommended: Walter Mortenson Insurance, fire department, Cooks of the Valley, Taco Fresco Task. Matthew will talk with Pork Chop & Bubba's to fill this role. 8. Youth Games & Activities: Anastasia (absent). a. See Ikea under sponsorships VIII. Review 2019 Goals, Objectives, and Outcomes — Incoming Chair Nate Meeks Handout. Jessica provided a revised version of 2019 goals updated with obstacles. (The 2018 — 2022 strategic plan was also discussed as presented at prior meetings) 1. Social Media Ad Hoc Committee & PSA/Ads/Boosts: Status — In Progress KBB reached the Instagram milestone of 1,000 followers. Although still well under 1,000 followers on Facebook, Facebook also had significant growth. Funding is available for PSA/Ads/Boosts. It is anticipated to start with GAC promotions. Online Calendar: Status —Available (Achieved) The Calendar goal was achieved. Other organizations with events similar to KBB may request to be featured on'KBB's website calendar, but KBB would have a disclaimer that it is not a KBB event. Jessica is putting KBB activities on its website calendar and Facebook calendar. Some activities are also featured on Instagram through posts and stories since Instagram does not have a calendar feature. a. Matthew wants to bring back the goal to have a group calendar that is not public, but intended for KBBC members to coordinate amongst each other and have the ability to synch the calendar with their personal online calendars, i.e. Google Calendar. i. Mayor Goh will ask CMO if this is possible. 3. Kern Community Foundation Profile for KBB Via the Bakersfield Foundation: Status — On Hold The Bakersfield Foundation is a non-profit under the City umbrella. It is how KBB and other parts of the City receive sponsorships and grants. Jessica shared that the City said that the foundation would only consider KBB being set up with various online giving programs if KBB had - a specific project/program/event that is was seeking funding for through these specific means. Task. Online giving resources will be a KBBC February meeting agenda item. Mayor Goh, who's also the president of the Bakersfield Foundation, will discuss with the City Attorney. Task. Jenifer wants to lead a new KBB ad hoc committee with the City Manager's Office to focus on-KBB's online/technical requests. 4. General KBB Fundraiser: Status — On Hold Again, a specific purpose is needed to create an event/means to attract potential sponsors/grantors. 5. Beautiful Business Recognition Program: Status —Available but not utilized. Task. Monica will come up with bulleted program elements to promote. 6. Tree Planting on Calloway Road: Status —Available in collaboration as volunteers only since it is County jurisdiction. The Tree Foundation of Kern will provide the trees and other logistics. 7. Tree Planting Near Northbound Hwy 99 Bakersfield Sign in County Jurisdiction in Collaboration with Tree Foundation of Kern — Status: Achieved IX. Break Meeting — Chair Nate X. 2020 Solid Waste Division Priorities —Jessica Felix New leadership at Solid Waste wants to continue to support and enhance KBBC efforts and needs. Solid Waste will focus on the following: 1. Food waste recycling and rescuing programs in reaction to State mandates. KBB may be interested in being a part of outreach efforts. 2. Challenge KBBC members to be more active in the respective wards that they represent and in general not to continue to focus so disproportionately downtown in comparison to other parts of the community. a. Solid Waste staff is looking to other City divisions/departments for volunteer opportunities, i.e. touch-up paint on fences, block walls, and posts. XI. Consider Any New 2020 KBBC Goals/Special Projects — All Continue 5 Year Plan 2018 — 2022 (with the following amendments) A. How to revise grant terms with the Virginia and Alfred Harrell Foundation Task: John will set up a meeting with the grantor, himself, and Jessica and Greg 011ivier of Solid Waste. John will also confirm through Councilmember Gonzales whether or not the City is removing these benches. D. Other 1. Formation of ad hoc committee led by Councilmember Ken Weir's KBBC alternate appointee Jenifer Pitcher for objectives, logistics, and coordination with COB CMO staff a. Approval for online giving programs to benefit KBB via the Bakersfield Foundation, i.e. GuideStar and the Kern Community Foundation Give Big Kern Program b. Give Big Kern 2020 deadlines i. Internal KBB Committee Calendar that KBB Committee members may use to coordinate each other beyond the public website calendar or public Facebook events calendar and the regular committee meetings. They want a calendar that committee members could synch to their personal/other calendars. i. Mayor Goh will confirm with CMO d. Social media livestreaming when designated staff member Jessica is unavailable, i.e. allow the Mayor or PIO to use Jessica's login so KBB can livestream on its Facebook and/or Instagram. i. Auto Mall area beautification 4. Take sponsorships from volunteers in the Adopt A Street Program. The guidelines already allow sponsorships and contractors, but this could set sponsor tiers for the business community, organizations, and families/individuals. Task: Jessica will email Adopt A Street program guidelines to Brooks and Jenifer. E. Doing more activities in all wards (internal and external perception that the focus has been on Ward 2) Task: Each ward is to make a presentation of its wards needs at the February KBBC meeting. F. Collaborate with City Youth Commission G. Collaborate with Solid Waste on outreach and school programs H. 20th Anniversary Ad Hoc Committee with Mayor Goh. Task: Heather will chair this ad hoc committee. I.. April 2021 will be the 20th Annual Keep America Beautiful (KAB) GAC led by KBBC J. Oct. 5, 2021 is the 20th anniversary of when KBBC became a certified affiliate of KAB (KBB began meeting and doing activities prior to becoming a full fledge affiliate on Oct. 5, 2001) Motion to approve the new goals and amendments to the 5 year plan: Brooks Second: Heather Approved: Unanimously XII. XIV. KBBC Update to Bakersfield City Council, Wednesday, Feb. 19 — Incoming Chair Nate Meeks This is the first of what has become 2 annual regular KBB presentations at a City Council Meeting. It's being scheduled for the 5:15 PM session. XV. Comments — All • Mayor: The interim CMO agrees to meet with KBBC members and pertinent staff about 2020 goals. She encouraged KBBC to not'feel so discouraged by City rules and processes, but rather learn how to work with them. She added that rules that could prevent KBBC from doing its best for Bakersfield could be considered for alternation. She also requested a group photo after the meeting is adjourned. Task. Jessica will email Mayor Goh more details for the focus of the meeting and who should be a part of it. • Bob: He's looking forward to 2020 with KBBC. • John: The Street Ambassadors program has expanded thanks to a new contractor agreement with the City. • Jessica: The Lazzerini Family Foundation is the newest sponsor of Bakersfield Homeless Center (BHC) crews cleaning up Westside Parkway through a different agreement with the City. The Lazzerini Family Foundation also has a new'agreement with the City to contract BHC crews to clean up the Kern River Parkway once a week for 1 year. • Tony: He feels like KBBC is energized now more like how it used to feel to him. • Cathy: The Bakersfield Christmas Parade Committee is doing a Christmas movie theme in honor of the 90th anniversary of the Fox Theater in December. She suggested that KBBC may want to have its own parade entry rather than do it with the Downtown Business Association/Downtown Bakersfield Development Corporation again. • Paul thinks KBB would be more visible in the parade if it had its own entry. • Nate: He thanked KBBC again for electing him chair. He also thanked KBBC members for their commitment and Mayor Goh for her leadership and support. • Heather: She thanked everyone again. • Jessica: She thanked Heather for not only serving as chair, but also for managing to do it during such a demanding year in her personal life. New Business A. 19th Annual Great American Cleanup Planning —Jessica Felix: The planning ad hoc committee decided to dissolve and have planning absorbed back into monthly KBBC meetings. She also read an email from Adam Cohen with tree planting project suggestions. - Brianna said that these kind of suggestions should be made to Recreation & Parks. Still keep at The Fox Theater even those supplies need to be removed for redevelopment of the building behind the theater into the City's Fire Fighter's Historic Museum. Block Captains meet once a month and if there is needs in areas will keep KBB abreast. . Misc. Franklin Hotel: Bakersfield streetscape needs focus for example the Im- January, 16, 2020 historic Franklin Hotel on Baker St. that was damaged in the 1952 quakes lost some of its fagade's detail that it be restored to its historic appearance using contemporary code compliant methods to replicate the original appearance of the street side facade of the hotel. Cornet building: Steve noted the design of the loft housing surrounding the Cornet building since restored to serve as a community center were designed to take design cues from that historic building, notably the varied color brick and the angled roofs to reflect the angle of the Cornet building's wing at the north end. Also Steve noted that the street level facade of the Cornet building was spoiled by an ill-considered paint being applied to the brick that needed to be left unpainted. Historic buildings on the market: Stephen also pointed out that realtors listing historic buildings should see that members of the Preservation Commission are familiar with them so if they are asked about them by people considering them for occupancy will have some familiarity with their history, construction and design and how those features can be adapted for contemporary use. Attending from Fresno via teleconference were Jason Maio and John Liu from Caltrans and Mark Standriff, the point person for the Mayor of Fresno on Keep Fresno Beautiful. Downtown Street Ambassador Program Update — Andrew Miles, Labor Development Manager for the Bakersfield Homeless Center reported that the Street Ambassadors were working Monday, Tuesday, Friday and Saturday on various quadrants of downtown watering, pressure washing, feces cleaning, picking up litter and making contact with the homeless. They go through four 200 -gallon tanks of water per crew a day. The city helps them access water. Door hangers are expected to be disbursed starting Monday at businesses cleaned. He heard from a Leadership Bakersfield group who wants to raise funds for three more pressure washers. This quarter of Street Ambassador support was provided by Kevin McCarthy, Vince Fong and Dignity Health. The Mayor reported that funding was secure through December. She indicated this was important work that creates jobs and makes a real difference to those holding them. Melissa reported they helped the Tree Foundation blow off the areas surrounding their pots. Keep Fresno Beautiful/City of Fresno Freeway Litter Control Program Update, New Affiliate of Keep America Beautiful — Mark Standriff, Director of Communications and Public Affairs for Fresno, reported that they have secured $150,000 from Caltrans, $100,000 from the city and $100,000 from Measure C for highway cleanups in a partnership similar to ours. Mark is charged with identifying groups to partner with via social media this week. The kick-off is Saturday focusing on three specific areas including the Fulton Mall. Clean Fresno is a new nonprofit that will provide bags, gloves, etc. The police are spearheading graffiti abatement. They plan to target a different area of the city the first Saturday of each month. They hope to really expand after the first of the year. While Keep Fresno Beautiful is under the mayor to start, it will hopefully transfer to the nonprofit in 3-4 months. Although city staff are helping individuals and groups to start, citizen led efforts are expected to continue on their own with city support. Keep Kern County Beautiful Update — Heidi Carter Escudero, Community Outreach & Communications Coordinator from the Kern County Public Works department reported that 31 people were expected to attend their first meeting which is a 4 -hour planning session. Caltrans Project Update — Caltrans Paul Shaw reported for District 6 that they are still working with contractors to cleanup worksites as projects are completed. John Liu said the "well was dry", and no additional funding was expected. They are working with Sal on moving the funding previously going to the Kern County Sheriff over to Keep Kern Clean. The Mayor inquired whether any funding could come from the High Speed Rail Authority. It was noted that the Retirees Group has been going for 7 years now and planned to tackle Golden State and Q tomorrow. Their last haul was 25 bags of litter from the juncture of Highways 184 and.58.
