City offices will be closed Monday, February 17th, in observance of the Presidents Day
holiday. Curbside trash and recycling services will not be affected.
Conservation Continues
Bakersfield residents continued their water conservation habits in 2019, cutting water
use by more than 14% per person per day compared to 2013, the last year before the
lengthy drought the state suffered. The City’s Water Resources Department delivered
the annual water use report to the Water Board this week. The water savings come
even as Bakersfield continues to grow, seeing the City’s system increase by 20,000users over the same six years – and despite the fact that the state lifted its water use
restrictions back in 2016.
Compared to 2013, the 154,000 residents currently served by the system saved 4,200acre feet of water in 2019, largely because those residents have made conservation
efforts habits. We were also helped by 2019 being the 16th wettest year on record(since 1894), allowing citizens to water their lawns less frequently. Keep up the great

Notable Items
Just in time for the holiday
weekend, the Public WorksDepartment has beenresurfacing a section of the KernRiver Parkway Trail this week
(right), and it’s expected to beopen on Saturday. The
resurfacing was being done on asection between Manor Street
and China Grade Loop,
improving a valuable community
asset that is used by many
citizens.
Bakersfield will be getting some financial help from the state when it comes to
addressing our housing needs as the City’s Development Services Department was
just awarded a $626,000 grant from the California Department of Housing and
Community Development. The money comes from the SB2 Planning Grants Program,
one of many created by the state’s 2017 Housing Package.
The City’s SB2 Planning Grant Project will help accelerate housing production and
streamline the approval of affordable housing projects by developing a five-year plan
to increase affordable housing development in the City, the plan will develop a
strategy for implementing the City’s Permanent Local Housing Allocation and local
affordable housing funds, update the City’s housing inventory, and increase funding
options and incentives with the development of an Affordable Housing Trust Fund.
Another month, another successful low-cost pet vaccination and licensing clinic! The
second low-cost vaccination clinic held in the community this year saw hundreds of
people bring their furry friends to Jefferson Park on Saturday, February 8th (below).
The City Animal Control Unit administered 312 vaccines to dogs, 117 were licensed,
and 17 were microchipped all at the same location. Those totals are quite close to
those completed at January’s clinic at the Park at Riverwalk.
The next clinic is set for Saturday, March 14th at Beale Park, 500 Oleander Avenue
from 9 a.m. to noon. We hope to see you and your pets there!

The Bakersfield Fire Department took part inMira Monte High School’s Career Dayevent (right) last week. The department
had a booth set up and personnel werethere to explain what a firefighter’s day
typically looks like. They also touted careeropportunities available to students once
they graduate.
In case you missed it, Bakersfield has beenenjoying a string of positive press lately,
something Visit Bakersfield manager DavidLyman has been documenting. Check out

Last Friday (February 7th), several Bakersfield Police Department officers participated
in the Night to Shine at Crossroads Christian Fellowship (below), an annual event
sponsored by the Tim Tebow Foundation. The event is hosted across the nation and
gives people with special needs who are 14-years-old and older a prom night to
enjoy. Guests who came were treated to a meal from Chik-Fil-A, dancing and other
entertainment. The event continues to
grow and has been a great opportunity
for the department to meet and engage
with the community.
Traffic Advisories
Weekend closures at 24th Street/Oak Street Intersection
The contractor for the 24th Street Improvement Project will continue paving and striping
operations at the 24th Street/Oak Street intersection this weekend. The work will require
an around-the-clock closure from 9 p.m. Friday, February 14th, through 5 a.m.
Monday, February 17th.

During the closure, one lane will remain open through the intersection for westbound
traffic. Westbound traffic will not be able to turn south onto Oak Street.
In the eastbound direction, traffic will narrow down to one lane approaching the 24th Street/Oak Street intersection. Eastbound 24th Street will be closed between Oak Street
and D Street. Eastbound traffic will be diverted south onto Oak Street at the intersection. Northbound Oak Street will be closed between 21st Street and Oak Street. Eastbound
traffic and northbound-to-eastbound traffic will need to use Truxtun Avenue to travel east to F Street then north to the 23rd Street/24th Street corridor. Detour signage will be in place.
Construction work may be postponed and rescheduled without notice due to weather
or other unforeseen circumstances. Please slow down and watch for construction
workers and equipment while driving through the work zone. The Thomas Roads
Improvement Program apologizes for any inconvenience this work may cause the
traveling public.
Nighttime on-ramp closure: Ming Avenue to northbound State Route 99; Daytime
traffic control and nighttime closure on Wible Road
The on-ramp from Ming Avenue to northbound State Route 99 will be closed during
nighttime hours Tuesday, February 18th through Thursday, February 20th. The closures
are expected to be in place between the hours of 9 p.m. and 5 a.m., each night.
Northbound motorists can enter State Route 99 from the on-ramp at Wible
Road (located approximately one mile north of Ming Avenue). The closure is needed
for retaining wall construction in the vicinity of the Ming Avenue on-ramp.
Storm drain improvements are under construction in the vicinity of the northbound State
Route 99-to-eastbound State Route 58 connector ramp. This work requires reverse traffic
control on Wible Road, between Stockdale Highway and Belle Terrace, through the end
of the month. Flagging personnel may need to stop traffic for up to five minutes between
the hours of 7 a.m. and 3:30 p.m. Motorists are advised to use alternate routes or allow
sufficient time to reach their destination if they must use Wible Road during this time
period.
A nighttime closure will be needed on this section of Wible Road on Tuesday night,
between the hours of 9 p.m. and 5 a.m., to set pre-cast concrete girders across the
roadway for the westbound State Route 58 bridge widening. The closure will affect
through traffic in both directions between Stockdale Highway and the northbound State
Route 99 on-ramp from Wible Road. This on-ramp will remain open, but motorists will need
to approach this on-ramp from Ming Avenue while work is underway. The westbound
State Route 58-to-southbound State Route 99 loop ramp will also be closed while the
girders are set in place.
Work may be rescheduled without notice due to unforeseen circumstances. Please slow down and watch for construction workers and equipment while driving in the vicinity of
this work. The Thomas Roads Improvement Program apologizes for any inconvenience
this work may cause the traveling public.

Traffic control at State Route 43 and Stockdale Highway
Traffic control will be needed at State Route 43 (Enos Lane) and Stockdale Highway on
Thursday, February 20th, to complete roadway striping on the south side of the new roundabout. This will affect both northbound and southbound traffic on Enos
Lane. Motorists should anticipate delays of up to 15 minutes between the hours of 8 a.m. and 5 p.m.
Once this striping operation is complete, the contractor will remove the temporary
concrete barrier rail from the roundabout. The removal is expected to be of short
duration, but will also affect east-west traffic on Stockdale Highway.
Following Tuesday’s operations, work will move into the final stage of construction. This
stage constructs a retaining wall on the southwest corner of the project and installs the
remaining curb, gutter, sidewalks and lighting. The majority of this work will be behind
concrete barrier rail and is not expected to cause significant traffic impacts.
Motorists will continue to stop at the roundabout until all of the lighting has been installed.
Project completion is anticipated in early spring.
Please slow down and watch for construction workers and equipment while driving
through the work zone. The Thomas Roads Improvement Program apologizes for any
inconvenience this work may cause the traveling public.

The Bakersfield Animal Care Center is hosting a Volunteer Orientation on Saturday,
February 15th for anyone interested in volunteering at the City’s shelter.
The orientation starts at 8:30 a.m. and includes a tour of the facility and an
overview of opportunities for volunteers.

The California Department of Housing and Community Development (Department) is
pleased to announce that the City of Bakersfield has been approved for funding under
the SB 2 Planning Grants Program (Program). The Department has determined that the
application submitted in response to the Notice of Funding Availability released on
March 28, 2019, meets Program requirements. This letter, therefore, constitutes a
conditional commitment of an award in the amount of $625,000.
The Program reflects the state’s commitment to work in partnership with local
governments to address California’s critical housing needs. Local governments are
using the grant awards to accelerate housing production by streamlining the approval of
affordable housing and promoting development consistent with the state’s planning
priorities, among other related activities.
Congratulations on your successful application. Staff will be contacting you shortly to
initiate the process of preparing the Standard Agreement for fund distribution. For

A new decade began in January 2020, and the Recreation and Parks Department
wasted no time in getting the action off to a great start with the annual Polar Bear Plunge at McMurtrey Aquatic Center. Families and friends lined up to splash into a new
year, and several have made it an annual tradition to wash away the previous year and bring a clean start to a new one.
The Rapid Response Team, funded through PSVS, continues to work closely with Code
Enforcement in removing illegal trash and dumpsites in addition to repairing gates and facilities from vandalism. Since the team started in September, over 156 tons of trash
has been delivered to the dump. Park staff faced walls of tumbleweeds during the winter storms and worked diligently to remove them as quickly as possible. Contractors
continued the planting of 3,500 trees and 35,000 shrubs in order to meet the May
deadline for completion.
Recreation staff is working to enhance existing programs and begin new ones for the
coming year. As the City of Bakersfield expands opportunities for youth sports and after school programs, staff provides safe and fun activities year round.
Thank you for taking time to review the myriad services provided through the
Recreation and Parks Department from streetscapes, parks and programs. This January
2020 monthly report is a snapshot of the annual work performed by 165 dedicated
employees while serving the citizens of Bakersfield.

backwash valve controller malfunction were completed by contractor
National Aquatic Services. Five new sand filters for Activity Pool were
delivered and replacement TBD by contractor, California Waters.
• Jefferson Park Pool Filter Renovation Project – Contractor, California
Waters, completed removal of existing pool filters and began
installation of new pool filters for both the swim and activity pools. Two
new Chemtrol backwash controllers were also installed. Warranty

Kaiser Permanente Sports Village
o The letters spelling out Kaiser Permanente Sports Village on the stadium score board have been upgraded and are now more visible. Mill Creek Canal
o Five aerators/fountains were removed from the canal and repaired. Westside Parkway
o Staff and the Bakersfield Homeless Center crew removed tumble weeds
along the center divider on the east and westbound lanes.
o Sprayed under the guard rail on the westbound side. Area 6
o Assisted Mechanics Bank Arena using aerial lift to repair the electronic bulletin
board.
o Delivered mobile stage to Mill Creek Park for Women’s March on January
18th and returned it to storage the same day.
o Assisted multiple areas removing tumbleweeds and with mass trimming
throughout the city.

RECREATION
Total monthly attendance for all programs, reservations and volunteers combined for the month of January totaled 11,536 as compared to last year’s total of 17,702.
Aquatics/Attendance: 4,937 4,937 compared to 5,513 in 2019 which is a 10.4% decrease due to the
elimination of the Kern High School District at Jefferson Pool.

McMurtrey Aquatic Center:
• Monthly attendance at the McMurtrey Aquatic Center was 3,968
compared to last year’s 3,509.
• Kern High School District Rental - The Kern High School District Swim and Dive rental started in January with Bakersfield, South, Ridgeview,
and Liberty High Schools swim team practices at McMurtrey Aquatic Center. Each day, between the hours of 3 to 7 p.m., more than 150
high school students participate in swim practice and diving.
• Polar Bear Plunge: The annual Polar Bear Plunge on New Year’s Day
included One hundred and fifty-six plungers to plunge the waters at 54 degrees. The annual event was a great success with 264 total
attendees; over 100 came to cheer on the plungers.
• The Sand Filter Replacement Project - The pool reopened to lap swim
and water walking participants on Tuesday, January 7th after repairs.
• 100 Mile Club - is currently made up of 400 active members that swam 13,637 miles. The club has swum a combined total of 197,581 miles.
Silver Creek Pool:
• Kern High School District conducted their Lifeguarding and CPR/First
Aid/AED Training for their high school swim team coaches at Silver
Creek Pool.
• Golden Valley, West and Stockdale swim teams are utilizing Silver Creek
Pool for their swim program. Stockdale has a large team and has begun
morning practices in addition to their daily afternoon practices. Aquatic Grant Activities
• American Red Cross Aquatic Centennial Program- A free Pediatric
CPR/AED, First Aid and Water Safety class included Seventeen
participants of expectant parents, parents, grandparents, and
caregivers of children under the age of eighteen received American
Red Cross certifications and a variety of safety resources.
• First 5 Kern Grant Make A Splash- The quarterly progress report was
submitted for the Make A Splash Water Safety Grant. As of January,
the discounted swim lessons and free CPR class components have
been accomplished.
• Kaiser Permanente Operation Splash Grant- Staff submitted the 2019
grant progress report to Kaiser Permanente which highlighted the
summer accomplishments due to the grant. Hundreds of deserving
community members were provided discounted swim lessons, free
summer season passes, junior lifeguarding training, and healthy
beverage and water safety education.

Athletics/Attendance: 1,860
• Total monthly attendance was 1,860 compared to 1,859 last January.
Athletic Programming Adult Softball
• Spring softball registration closed on January 31 with a total of 144
teams. The breakdown is 84 men’s and 60 coed teams. Softball Tournaments
• To date, the application process has yielded a total of 12 tournaments;
there are a handful of interested tournament directors interested in
joining. Adult Adaptive Basketball League
• Spring season is currently underway with games being played every
Thursday in January and into February. T-Ball & Pee Wee Tee Ball
• Staff is currently planning the parent’s meeting and coach’s clinic. The
league is geared for children 3-7 years old and strives to provide a
positive competition free environment. Dr. Martin Luther King, Jr. Community Center/Attendance: 4,282
• Attendance was up by 14% from last January which can be attributed
to additional children participating in the food program and game
room.

Dr. Martin Luther King Jr. Birthday Celebration
• This celebration was welcomed by 500 participants and 130 others for the children’s lunch and clothes giveaway. The program included
public speakers and honoring community members for their service and music.

Resurfacing/Reconstructing streets in the following areas:
Maintenance Grind & Pave section repair on Akers between White ln and Pacheco
Miscellaneous Streets Division projects:
Video inspection of City owned sewer and storm lines to evaluate condition of pipes
Repairing damaged sewer line found during video inspection
Miscellaneous concrete repairs throughout the City
Asphalt work on various GET Bus Stop throughout the City of Bakersfield
Concrete work in the Wilson Rd HUD area
Concrete work in the East Belle Terrace area HUD area
Concrete work in 16th street from Oak to A street
NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will
be assigned to cleaning plugged drains and part circle culverts. This also applies when a
large number of street sweepers are in Fleet for repairs. Areas that have been missed during
this time will be swept at the end of the month only when possible.
