It has been a busy week, meeting many City department heads, staffers and elected officials, as well as community leaders. I would first like to say that everything I have heard about Bakersfield’s welcoming people is true. Everyone has been very friendly and helpful during this transition. My family and I are excited to join Bakersfield and put down roots in the community here. There are a lot of great things this City has to offer and I am ready to get to workand begin getting to know it even better over time. I believe Bakersfield is in a great position in many respects, and I hope to help guide the City as we move forward and continue to grow. By working together, I hope wewill all continue to hear The Sound of Something Better. Notable Items The City welcomed 31 newly-hiredemployees this week, including 24new Fire Department trainees. Those trainees were sworn-in on Monday atthe City Council Chambers (right) and attended orientation onMonday, March 2nd. On Tuesday, March 3rd, the Bakersfield Fire Department teamed with the Kern County Fire Department to hold a drive-thru fundraiser at City Fire Station #1 in Downtown Bakersfield. The fundraiser was held to benefit the families of General Information March 6, 2020 Page 2 two Porterville City firefighters who died while battling a blaze at Porterville’s library: Captain Ray Figueroa and Firefighter Patrick Jones. The event was well- attended and brought in an estimated $15,000, which will be donated to those families. The City Manager’s Office staff continues to earn opportunities to improve their skillsets and leadership abilities. We are pleased to announce that Assistant City Manager Chris Huot has been selected to attend the inaugural InternationalCity/County Management Association (ICMA) Leadership Academy in May. The Academy is an intensive five-day program designed to cultivate key competencies needed for successful leadership at all levels of local government management. The class is composed of senior or tenured managers seeking opportunities to hone their skills and test strategies that help build personal and organizational leadership skills. In addition to being accepted, Chris also received a scholarship from ICMA to attend the Academy. This comes less than a week after CMO staffer Brianna Carrier earned a full scholarship to the ICMA’s 2020 West Coast Regional Conference. Congratulations! Each year the Water Association of Kern County hosts a KernCounty Water Summit where experts and policymakersconvene to discuss California’s most critical water issues. The Cityof Bakersfield was pleased to participate in the importantdiscussion with Mayor Karen Goh on hand to welcome thehundreds of attendees gathered at the Mechanics Bank Arena. Thisyear’s keynote speaker was Armando Quintero, Chair of theCalifornia Water Commission. City Councilmember Bob Smith (Ward 4)– also a member of the Bakersfield Water Board – joined a table with staff from both the City Manager’s Office and the Water Resources Department (above). This will be another busy weekend for local hotels and restaurants as racing fans converge on Bakersfield for the Good Vibrations Motorsports March Meet at Auto ClubFamoso Raceway. This annual four-day event brings visitors from around the world to this historic racetrack. General Information March 6, 2020 Page 3 This busy March Meet weekend follows last weekend’s California Interscholastic Federation state high school wrestling championship event at Mechanics Bank Arena. Click this link to see the crowd and some of the action from last week: http://bit.ly/2TshG9g This was the second year that the girls’ and boys’ championships were combined for a three-day event in Bakersfield. Before last year, the girls met in Visalia and the boys competed in our City. This was also the second year that CIF and March Meet did not share the same weekend. Before 2019, both events competed for Bakersfield hotel rooms on the same first weekend of March. By having each event on a separate weekend, participants and fans have an easier time finding hotel rooms. Also, there are now more than 350 additional hotel rooms in Bakersfield this year compared with 2019, allowing each event to grow. According to ASM, paid admission for this year’s CIF wrestling championships was 16,268, up from 15,442 in 2019. Visit Bakersfield once again had an information table (left) on the arena concourse for all three days, providing information about places to visit in Bakersfield, local restaurants to eat at, and other things to do around the City. Local dogs (and their owners!) will be excited to see the recently completed water fountain project at the Mesa Marin DogPark (right). The fountain is something the City was planning to add since the parkwas built, but it had been delayed by several factors. Over the last several monthsthe City has received numerous requests to have a drinking fountain added to thefacility. Recently, the Recreation & Parks Rapid Response Team was able topurchase and install it in four days, completed in time for the Leap Day weekend (February 29th). The fountain provides water at dog-level and two fountains at people-level. On Tuesday, March 2nd, the Bakersfield Police Department held a Facebook Live orientation for the upcoming Junior Police Academy. The intent of having this orientation live was to inform the community of the upcoming opportunity for children between the ages of 11 and 17. It was also held to provide time to answer questions about this program, which is in its fifth year. Applications will be accepted starting Monday, March 9th at the Bakersfield Police Activities League, 301 E. 4th Street. General Information March 6, 2020 Page 4 Keep Bakersfield Beautiful recently received the President’s Circle Award (right) from Keep America Beautiful. The President’s Circle will help give Keep Bakersfield Beautiful an edge when applying for grants and other awards from the parent organization. KBB is currently working with Mayor Karen Goh to prepare for the Great American Cleanup, which is set for April 18. That event is the City’s main volunteer event of the year. KBB is also nominated for a Greater Bakersfield Chamber of Commerce Beautiful Bakersfield Award in the “A Better Bakersfield” category for the Great American Cleanup (below), monthly downtown cleanups, and Make a Difference Day. The Chamber’s awards gala is set for Saturday, June 6 at Mechanics Bank Arena Theater & Convention Center. Reports Monthly TRIP status report. Event Notifications The deadline to sign children up for spring T-Ball has been extended until March 13.Parents can register their children online, or visit the Recreation & Parks Department at City Hall North (1600 Truxtun Avenue, third floor), the Dr. Martin Luther King, Jr. Community Center, or Silver Creek Community Center. The season starts April 25 and runs through June 6 (no games on May 23, Memorial Day weekend). The Golden Empire Historical & Modeling Society of Bakersfield is holding its 27th Annual Model Train Show Saturday, March 7, and Sunday, March 8, at the Kern General Information March 6, 2020 Page 5   County Fairgrounds, from 10 a.m. to 4 p.m. each day. Admission is $8, with children under 12 admitted free with a paying adult.  Recreation and Parks will host the Arbor Day Tree Planting on Saturday, March 7, at Patriots park. Mayor Karen Goh will present a proclamation at 9 a.m. The public is invited to help plant 10 trees throughout the park. Volunteers should remember to bring shovels and gloves and to wear closed-toe shoes while planting. Volunteers of all ages are welcome as it is a great family event! The trees will be provided by the Tree Foundation of Kern.  If you need to get a passport or renew an expiring one, the U.S. Post Office at 5501 Stockdale Highway will be offering Sunday Passport Services this weekend. The service will be available from 8 a.m. to 3 p.m. on Sunday, March 8. You don’t need an appointment and expedited service, photo services and photocopy services are all available. There will be another Sunday Passport Service at the same location in April as well.  The Bakersfield Police Department will host a Principled Policing class from 8 a.m. to 5 p.m. on Wednesday, March 11 and they’re looking for community participation. Join the department in an interactive day of training with officers. You can share your experiences to help our officers better understand and police in the community and learn more about the men and women serving in your neighborhoods.  The March low-cost pet vaccination clinic – the third of the year – is set to be held at Beale Park (500 Oleander Avenue) on Saturday, March 14 from 9 a.m. to noon.  Event Calendar for the Mechanics Bank Arena, Theater & Convention Center. Page 1 TRIP projects are moving rapidly through the various stages of project development. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular construction updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES  The new roundabout at State Route 43 and Stockdale Highway is nearly complete. The contractor completed the section south of Stockdale Highway in February and is working on the final stage of construction. The majority of the work is expected to be completed by the end of March.  The Oak Street and 24th Street intersection was paved in February and westbound 24th Street traffic was switched onto the new pavement within the residential section of the project. Side streets on the north side of 24th Street have re-opened with right in/right out access. This access is permanent. PROJECT STATUS 24th Street Improvement Project Contractor: Griffith Company 62% complete; anticipated completion: summer 2020 In February, the contractor paved the Oak Street/24th Street intersection and switched westbound 24th Street traffic onto the new pavement within the residential section of the project. The north side streets from Myrtle Street to Alder Street have re-opened. Drainage work has been completed along the north side of 24th Street between C Street and M Street. The contractor plans to begin repaving these lanes in late March and anticipates switching traffic onto the new pavement by June. This will allow for the completion of drainage work on the south side of the street. Two westbound lanes will remain open to daytime traffic while the drainage work is underway. On 23rd Street, crews paved the realigned “S” curve, located between B Street and D Street, and striped the pavement between D Street and M Street for four lanes. Crews are raising manholes along 23rd Street and will install vehicle detection loops at intersections between D Street and M Street in early March. All four lanes on 23rd Street, between D Street and M Street, are expected to open to traffic by the end of the month. Roadway excavation for the new median between Oak Street and B Street is expected to begin in the coming weeks. Electrical and irrigation work will continue at various locations. March 2020 TRIP Status Report TRIP Status Report March 2020 Page 2 Centennial Corridor All phases of the Centennial Corridor project are under construction. Final completion is anticipated in summer 2022. Phase 1 - Kern River Bridge Improvements Contractor: Security Paving Company 97% complete; anticipated completion: spring 2020 This phase constructed new bridges across Truxtun Avenue and the Kern River for the future westbound Centennial Corridor (State Route 58) exit to Mohawk Street and widened the existing eastbound bridges at the Kern River and Truxtun Avenue to accommodate the future mainline lanes. Work continued on the eastbound Westside Parkway on-ramp from Mohawk Street in February. Work on the ramp is expected to be completed in March. The construction of concrete barrier rails for the new bridges continues through March. Additional work planned for this month includes completing asphalt and concrete paving at various locations within the project area, completing Joint Seal Assemblies at the bridges, final striping, sign placement, electrical and fiber optic work. Phase 2 – Belle Terrace Operational Improvements Contractor: Granite Construction 63% complete; anticipated completion: fall 2020 This phase includes the replacement of the Belle Terrace Bridge and a new connector structure for northbound State Route 99 to eastbound State Route 58 traffic. Construction of the retaining wall along the outside shoulder of northbound State Route 99 continues. Soil nail installation for this wall is approximately 85% complete and is expected to be finished in April. Excess soil in front of the retaining wall will be removed in March. The new retaining wall features a cast-in-place concrete facing with an aesthetic texture. Crews began pouring 100-foot sections of the facing and the contractor anticipates completing about 200 linear feet each week until the wall is completed in mid-summer. Construction of the Belle Terrace Bridge continued in February. This bridge is constructed in two stages to allow work to progress while soil nail wall construction continues on the east side of State Route 99. The bottom deck and girders have been cast for the western 70% of the bridge. Crews have finished installing utilities through the bridge and are now setting forms and reinforcing steel for the top deck on this section. Falsework installation is underway for the remaining section of the Belle Terrace Bridge. Once this falsework is in place, crews will begin forming and setting reinforcing steel for the stems and soffit (girders and bottom of the bridge). The first concrete pour for the eastern portion of the bridge is anticipated in early April. Installation of new storm drain systems in the vicinity of the State Route 58 East connector ramp is underway. This work will require intermittent flagging through mid-March. The portions of sidewalk, curb and gutter that were removed along Wible Road to accommodate this work will then be replaced. TRIP Status Report March 2020 Page 3 Phase 3 – Bakersfield Freeway Connector Contractor: Security Paving Company 30% complete; anticipated completion: summer 2021 This phase of Centennial Corridor reconstructs the westbound to southbound loop ramp at the State Route 58/State Route 99 interchange. The project also constructs a new barrier-separated connector ramp to Ming Avenue. Construction continues on the widening of the westbound State Route 58 bridge and the new structure for the southbound State Route 99 to Ming Avenue off-ramp. Crews set falsework over State Route 99 and precast girders over Wible Road for the bridge widening in February. In March, the contractor plans to form and place concrete for the stems and soffit on this bridge. Drainage work continues on various drainage systems and at the Elcia retention basin. Construction of Belle Terrace Pump Plant and storage box is underway. Phase 4 – Mainline Contractor: Security Paving Company 16% complete; anticipated completion: summer 2022 This phase constructs the freeway between State Route 99 and the Westside Parkway. The contractor began setting falsework for the new bridge at La Mirada Drive in February and will begin forming the bridge stems and soffit in March. La Mirada Drive remains closed at the freeway alignment, but residents can use Marella Way to cross the corridor. Access to and from Stine Road on the south side of Stockdale Highway is also closed. Residents can enter the neighborhood from adjacent streets. The contractor is building new embankment for the future structure to cross Commerce Drive. Pile driving for the bridges at California Avenue and Ford Avenue will continue in March. The contractor completed falsework and placed concrete for the stems and soffits for both of the bridges under construction at Real Road in February. Crews are now forming the deck for these bridges, and a bridge pour is planned for early March. A new retaining wall in under construction along Del Rey Court. The construction of various drainage systems continues throughout the project area. State Route 43/Stockdale Highway Roundabout Contractor: Griffith Company 85% complete; anticipated completion: spring 2020 This project replaces an existing 4-way stop with a roundabout at the State Route 43 (Enos Lane) and Stockdale Highway intersection. The contractor completed construction of the pavement and splitter island south of the roundabout in February. The temporary shoofly has been demolished and the project is now in the final stage of construction. In March, the contractor anticipates completing the curb, gutter and sidewalks along the southern edge of the project. Work is also underway on the new retention basin and for erosion control. The majority of the work is expected to be completed by the end of the month, with the exception of punch list items. TRIP Status Report March 2020 Page 4 PROJECT PHOTOS 1.
