Update on progress of City Council Goals. In August 2019, the City Council approved a list of 2019-20 overarching goals and subsequent actions to be completed in the coming fiscal years. This effort streamlines the Council Goals into easily -tracked and measurable action items, which provides insight on upcoming activities at the onset of their adoption, rather than waiting for a progress report during the next Council Goals update. Staff will be providing an update on the progress of department activities since the previous update on November 20, 2019. Item 3b. Keep Bakersfield Beautiful Committee Update. Keep Bakersfield Beautiful is a community coalition of volunteers from the public and private sectors who work together to improve the ecological and aesthetic value of the City through the proper handling of solid waste, litter control and prevention, beautification and education. The Keep Bakersfield Beautiful Committee (KBBC) Chair and City staff will provide an update on the committee's 2020 calendar year goals and upcoming events and activities. REGULAR MEETING — 5:15 p.m. CONSENT CALENDAR - RESOLUTIONS Item 8e. Zoning Change at Stockdale Highway and California Avenue. This is a request from the owner of the shopping center at the northeast corner of Stockdale Highway and California Avenue (Chick -filet, CVS, etc.). The applicant plans to convert the former Sports Chalet building (38,000 square feet) into a facility for indoor fitness use. Staff is recommending supporting the Planning Commission's recommendation for a zone change to allow for this project. Item 8i. Electric vehicle charging stations funded through the San Joaquin Valley Air Pollution Control District. The California Energy Commission provides grants to local governments to finance electric vehicle (EV) charging stations through the CALeVIP program. The City has applied for a CALeVIP grant to install charging stations at six City facility parking lots including the 18th & Eye parking structure. CaleVIP grants do not cover the total costs of the EV stations so the City is applying for an incentive from the San Joaquin Valley Air Pollution Control District under the ChargeUp! Program. Staff recommend authorization to apply for the San Joaquin Valley Air Pollution Control District dollars. Item 8n. $15 million dollars in HOME Investment Partnerships Funds to develop 81 affordable housing units at 2245 Bernard Street. The East Hills Associates LP (EHA LP) was formed by the Housing Authority of the County of Kern and Golden Empire Affordable Housing Inc. EHA LP is requesting $1,500,000 in HOME Investment Partnership (HOME) funds to pay for 11 of the 81 total units of the Residences at East Hills, an affordable housing project for low-income residents in east Bakersfield. The proposed 5.22 -acre project site is located on the western portion of 3345 Bernard Street southeast of the intersection of Bernard Street and New Market Way. Item 8p. Outfitting of new Ford Police Interceptor Utility Vehicles. In 2019, Council approved the purchase of 73 Ford police interceptor utility vehicles and this action will allow each Police vehicle to be appropriately outfitted with the necessary equipment to make them service -ready. This includes custom wiring and electrical equipment, light bars, perimeter lighting, sirens, push bars, prisoner cages, gun mounts, and computer mounting devices. Staff recommends approval of agreement and appropriation. Item 8af. Streets resurfacing projects. Staff is requesting the appropriation of unanticipated fund balances in both SB 1 Funds and Gas Tax Funds for the following street repair projects. City staff performs the work and funds are used to pay for materials, material hauling, and roadway grinding used to repave and resurface the streets. Areas to be repaved include: • Camino Del Oeste from Kroll Way to Calle Cerca • Mill Oak Run from Park View Drive to Bracken Oak Way • Hughes Lane from Brundage Lane to Highway 58 • Intersection at Driftwood Street and Firwood Way Approved: Christian Clegg, City Manager J,KJor CC cc: Department Heads City Manager's File City Clerk's File News Media File Agenda Highlights - March 11, 2020 Council Meeting Page 2
