Local Emergency Declaration
Following Governor Gavin Newsom’s stay-at-home order issued to all Californians
Thursday evening, I have declared a local emergency in the City of Bakersfield. The
declaration is effective immediately (March 19).
As a result, the City will limit its staffing to only those who provide essential services,
including police and fire response, water, sewer and trash services as well as internal
support functions.
The City continues to work to address the ongoing health crisis and limit the potential
spread of COVID-19 (also known as the novel coronavirus). Prior to Thursday’s
announcements, the City had already implemented temporary measures in an effort
to reduce the chance of exposure to and spread of COVID-19 (also known as the
novel coronavirus). Those measures are expected to be in place through at least April
14 and include postponing or canceling some events and meetings during that time.
The health and safety of the public and our employees is of paramount concern
during this time and City Staff continue to be in close communication with the Kern
County Department of Public Health, the California Department of Public Health and
the Centers for Disease Control.
We have also set up a special COVID-19 webpage on the City’s website which
provides the latest developments from the City, including what procedures are in
place and a frequently asked questions section.
I have also provided a video message to the public about the City’s response and
measures we have taken at this point, and that video can be viewed on the above
webpage as well.

Where possible, the City is reviewing work functions for all employees who do not
provide health and safety services to determine if their work can be conducted
through alternative work scenarios, including telecommuting or flexible schedules.
Staff is also reviewing decreased workloads for employees from impacted service
areas to determine if they should be on paid administrative leave. The City is also
accommodating leave requests for employees who have child care challenges
during this period.
Once again, it is important to note that essential services provided by the City –
including the Bakersfield Police and Fire Departments – are NOT affected by the
emergency declaration or these precautionary measures and will continue as
normal.
We will get through this crisis. We are relying on each other to help limit the spread of
COVID-19 and keep our community safe and healthy. Let’s continue to work together
to stay well.
Notable Items
The recent book drive benefitting the Porterville Library – a partnership between the
Bakersfield Fire and Kern County Fire Departments, as well as local TV stations 23ABC,
KGET and KBAK/KBFX – collected 25,000 books! The book drive (below) was organized
after a fire at the library in February. The books were delivered to the library earlier this
week.

Event Notifications
The April low-cost pet vaccination clinic – originally set for Saturday, April 11 at
Wilson Park – has been CANCELED in order to help prevent the spread of and
possible exposure to COVID-19 (the coronavirus).

CITY DECLARES LOCAL EMERGENCY, LIMITS STAFFING TO ESSENTIAL ONLY
Effective immediately, the City of Bakersfield has declared a local emergency in
response to the COVID-19 health crisis following Governor Gavin Newsom’s Executive
Order (N-33-20) which includes a statewide stay-at-home order to all Californians.
City Manager Christian Clegg issued the declaration Thursday, March 19. The
declaration must next be ratified by the City Council, which is expected to vote on
it at the March 25 meeting.
The City encourages compliance with the Governor’s stay-at-home order.
As a result of the emergency declaration, the City will limit staffing to those who
provide essential services only. City buildings housing essential services will remain
open at this time, although some services may not be available on-site. The City asks
members of the public who have business to conduct with the City do so over the
phone, via email or online if possible. If your business can wait, please do so.
It is important to note that this declaration will not impact essential services such as
Bakersfield Police and Fire Departments, as well as water, sewer and trash services.

The City is providing updates on the health crisis on its COVID-19 webpage, found
here: www.bakersfieldcity.us/covid19.
Public health is of paramount concern for the City of Bakersfield and the City has
already implemented significant measures to limit the possible spread of COVID-19.
Those precautionary measures – including the cancelation or postponing of
nonessential events and gatherings – will remain in effect until at least Tuesday, April
14.
City Staff continues working closely with the Kern County Department of Public
Health, the Centers for Disease Control, Kern County and the Office of Governor
Newsom, receiving daily updates.

• The March 25 City Council Meeting is planned to take place as originally
scheduled with an abbreviated agenda.
o In-person public comments will still be accepted at the meeting;
however, the public is encouraged to submit public comments for that
meeting via the City Clerk’s Office at city_clerk@bakersfieldcity.us.

ADMINISTRATION
February Summary Highlights:
As we enter into the month of March, the Recreation and Parks Department has
suspended activities in City facilities through the end of March. Staff continues to plan
for future programming throughout the City. Tree and shrub plantings continued
throughout the month. Staff continues to be diligent in serving the community’s needs.
Public Safety & Vital Services

CIP/CDBG Project Updates:
• Kaiser Permanente Sports Village Phase 3 Fitness Equipment Project –
Construction has begun. Contractor has removed existing turf and
excavated area where new fitness equipment will be installed.
Concrete mow curb for PIP (poured-in-place) area has been installed.
• Lowell Park Picnic Shade Structure Rehab and ADA Improvements
(CDBG) - Picnic Area Shade Structure submittals have been approved.
Structure delivery and construction start expected to arrive the week
on March 9th.
• McMurtrey Aquatic Center Pool Filter Renovation Project – Met with
California Waters Contractors to review remaining work to be
completed on the Competition Pool filters at Mc Murtrey Aquatic
Center. California Waters returned to McMurtrey Pool to start Activity
Pool Filter demo and removal. Major modifications needed to main
influent and effluent distribution lines to accommodate manifolds to
new filters to the activity pool.
• Jefferson Park Pool Filter Renovation Project – Met with California
Waters contractors to review the uncompleted work remaining at
Jefferson Pool. Met with Sean Senior from NAS to go over work items to
get Jefferson pool filters up and operational until punch list items can
be completed. He was able to start up system temporarily to keep
water circulating until replacement parts arrived.

• 101 park reservations and an estimated 4,223 guests in attendance for
the month of February.
PARKS UPDATES
Area 2
• Tree Contractor trimmed the following areas:
• Siemon Park
• Central Park
• Mill Creek Trail

o Rancheria Rd. Trail - Staff trimmed/cleaned up trail
o Softball Maintenance Preparation:
o Tournament was held on 2/22/20 & 2/23/20 utilizing fields at
Mesa and Beach Parks.
o Staff pressured and sanitized bleachers and dugouts at
Beach and Wayside Parks.
Area 3
o Westside Parkway
• Staff sprayed the westbound from Mohawk Street to Stockdale and
eastbound from Stockdale Hwy. to Allen Rd.
• Staff, along with the Bakersfield Homeless Center crew, removed
tumble weeds east and westbound center divider and Allen Rd. on
and off ramps.
• Staff sprayed the eastbound from Allen Rd. to Mohawk St. and
westbound Mohawk St. on ramp, top section at Renfro Rd. and top
section at Calloway Dr.
• Staff removed tumble weeds east and westbound on ramps at
Coffee Rd. o Bakersfield Municipal Airport
• On 2/29/20 staff sprayed areas at the airport.
Area 4
• KPSV – Stadium scoreboard letters have been upgraded and replaced.
Area 6
• Staff pressure washed the amphitheater and seating at TPRW for the Bernie
Sanders rally.
• Staff assisted multiple areas removing tumbleweeds throughout the city.
• Staff removed tumbleweeds from Johnson and Rider easement.
• Staff assisted areas 1 and 3 with mass trimming projects throughout the month
of February.
• Staff removed leaves from streetscapes on Palm Ave, Jenkins, Stockdale
Hwy, Johnson, Calloway, Brimhall, TPRW, Quailwood Park, and Bill Park
Greens Park during the month of February.

TRAINING
The following staff trainings occurred in February:
o Safety Meeting held on February 19th with a PPE Video shown to all staff.
o Supervisors attended Valley Fever Awareness and Anti-Harassment Training.
o Confined Space Training:
o Rescue Class at the Park at River Walk.
o Stihl Chain Saw Safety Operation Class.
o Annual Herbicide Applicator Safety Training held by Target Specialty Products.
o CPRS Training.
o Annual Pesticide Handler Training.

RECREATION
Total monthly attendance for all programs, reservations and volunteers combined for the
month of February totaled 33,475 as compared to last year’s total of 19,343.
Aquatics/Attendance: 6,299
6,299 compared to 7,949 in 2019 which is a 20.8% decrease due to the
Kern High School District not utilizing Jefferson Pool for their swim program
as they have in prior years.
McMurtrey Aquatic Center:
• Monthly attendance at the McMurtrey Aquatic Center was 4,835
compared to last year’s 4,544.
• Kern High School District Rental - Bakersfield, South, Ridgeview, West
and Liberty High School swim teams utilized McMurtrey for practice the
first two weeks of February. As of February 18th, select schools were
moved to the new Kern High School District pool. Bakersfield, North,
and Liberty High Schools are now holding daily swim team practices at
McMurtrey Aquatic Center.
• 100 Mile Club - is currently made up of 400 active members that swam
13,535 miles. The club has swum a combined total of 197,683 miles.
• Lifeguard Pre-Assessment - Lifeguard pre-assessments took place on
February 22nd and 28th. A total of 37 participants passed the physical
assessment, which made them eligible to move on to the oral
interview portion of recruitment. A final pre-assessment will be held on
March 23rd. Based on the projected return rate, we anticipate needing
35 to 40 new lifeguards for the 2020 summer season.

Aquatic Grant Activities
• American Red Cross Aquatic Centennial Program - A free Pediatric
CPR/AED, First Aid and Water Safety class was held on February 8th at
McMurtrey Aquatic Center. Eleven participants made up of expectant
parents, parents, grandparents, and caregivers of children under the
age of eighteen received American Red Cross certifications and a
variety of water safety resources.
Silver Creek Park
• Silver Creek Pool attendance for the month of February was 1,464.
• Golden Valley and Stockdale swim teams utilized Silver Creek Pool the
first two weeks of February; these particular schools moved to the new
Kern High School District pool on February 18th. Beginning February 18th,
Silver Creek became the home pool for South and West High School
swim teams.
• Donations: $480.00
Athletics/Attendance: 16,927
• Total monthly attendance was 16,927 compared to 5,514 last
February. The increase is so significant from the previous February due
to rain and poor field conditions that caused numerous cancellations
or postponements of programs and rentals.
Athletic Programming
Adult Softball
• Team manager’s meeting was held on February 6th to inform all teams
of league rules and format. The spring season is underway with games
being played Monday through Friday.

Softball Tournaments
• An NSA youth softball tournament was held on February 22 and 23 at
the Mesa Marin Sports Complex and Beach Park. A total of 73 games
were played over the two-day span.
Adult Adaptive Basketball League
• Spring season came to an end on February 20 after a total of 21
games were played over seven weeks. Participants were rewarded
with medals for participation and are eager to take the field for our
upcoming adaptive softball League.
Dr. Martin Luther King, Jr. Community Center/Attendance: 4,000
• Attendance was up by 30% from last February which can be attributed
to more participants utilizing the game room, cooking/gardening class,
snack time, the newly created J.E.T. Program and the Professional
Development Conference.
• Adaptive Basketball – league was held at the center with
approximately 50-60 people in attendance at most games.
• CPRS District 15 Professional Development Conference – The center
hosted the conference with over 250 people in attendance.
• Donations: $2,073.90

• Soccer Program: 4 Registered Teams / Total Attendance: 320

• California Law requires all dogs over the age of three months are vaccinated against
the rabies virus and a license must be purchased within 30 days of vaccination.
• At the low-cost park clinics, your dog can be vaccinated for a reduced fee.
• A license must be purchased along with a rabies vaccine at the clinic.
• If your dog has a current rabies vaccine, you may purchase a license only if you have
a copy of the rabies certificate.

Bordetella Vaccine (Kennel Cough) - $10.00
