CALL TO ORDER
The meeting was called to order by Mr. Lucas at 2:00 p.m.

4. APPROVAL OF MINUTES
A motion was made by Ms. Thompson, seconded by Mr. Lucas and carried
unanimously to approve minutes for Regular Meeting of February 5, 2020, with a
correction to a typo on Item #b.
5. NEW BUSINESS
a. POLICE CHIEF RECRUITMENT PROCESS- Christi Tenter provided the Commissioners
a detailed overview of the Police Chief recruitment and testing process. She
advised that at the end of the rating process and pursuant to Section 229.9 of
the Police Civil Service Rules and Regulations, the Chief of Police will be
appointed by the City Manager from a list of three eligible candidates, certified
and provided by the Police Civil Service Commission.

The Interim City Manager has asked the Human Resources department to move
forward with examination process since the new City Manager, Christian Clegg,
will start on March 2, 2020. Mrs. Tenter proposed opening the promotional
examination for Police Chief on Wednesday, February 26, 2020 and closing on
Wednesday, March 11, 2020. Additionally, Mrs. Tenter proposed the scope of
the examination be based on an oral evaluation requiring a minium passing
score of 70%. The commissioners then discussed several possible options for the
composition and selection of the oral board raters for the examination.
Mr. Lucas made a motion to open the promotional examination for Police Chief
on Wednesday. February 26, 2020 and close on Wednesday, March 11, 2020;
the motion was seconded by Ms. Thompson and carried unanimously.
Mr. Lucas made a motion that an oral examination would be part of the testing
process for Police Chief; the motion was seconded by Ms. Thompson and
carried unanimously.
MS. Thompson made a motion that a candidate must have a minimum score of
70% on the oral examination to be placed on the eligibility list for Police Chief;
the motion was seconded by Mr. Lucas and carried unanimously.
Mr. Lucas made a motion to appoint the board of examiners for Chief of Police
consisting of one local active or retired district attorney orjudge; one chief of
police of a comparable city and three community members. The motion was
seconded by Ms. Thompson and carried unanimously.

There being no further business, the meeting was adjourned at 2:52 p.m.
