The meeting was called to order by Mr. Anderson at 2:02 p.m.

4. APPROVAL OF MINUTES
A motion was made by Mr. Lucas, seconded by Ms. Thompson and carried
unanimously to approve minutes for Regular Meeting of March 4, 2020.
5. CLOSED SESSION REGARDING PERSONNEL MATTER PURSUANT TO GOVERNMENT CODE
SECTION 54957 (6)(1) Mrs. Thompson made a motion to go into closed session;
seconded by Mr. Lucas. Closed session commenced at 2:05 p.m. and concluded
at 2:40 p.m.

Viridiana Gallardo-King, Deputy City Attorney stated that there was no reportable TAKEN
action taken in closed session.
7. NEW BUSINESS
a. CERTIFICATION OF POLICE CHIEF ELIGIBILITY LIST, EXAMINATION #01313 -Shayla
Woods -Collins submitted Eligibility List #01313 of three candidates to the
Commission for certification. Mr. Lucas made a motion to approve Police Chief
Eligibility List #01313; the motion was seconded by Ms. Thompson and carried
unanimously.

b. NEPOTISM WAIVER REQUEST FOR POLICE CHIEF CANDIDATE(S)- Shayla Woods -
Collins submitted one Nepotism Waiver Request for Police Chief Candidate Jason
Matson. The nepotism ruling report was reviewed and recommended by City
Manager Christian Clegg. Mr. Lucas made a motion to approve the nepotism
waiver request for Jason Matson; seconded by Ms. Thompson. The motion was
carried unanimously.
c. REQUEST TO EXTEND POLICE SERVICE TECHNICIAN ELIGIBILITY LIST, EXAMINATION
#01160-Shayla Woods -Collins submitted the current Police Service Technician
eligibility list #01160 and requested it be extended for three months. She advised
that within the next 90 days the Police Department will begin an open
recruitment for the Police Property and Equipment Specialist. It is anticipated
that current Police Service Technicians will participate in this testing proces which
may create Police Service Technician vacancies. There are still nine names
remaining on the current eligibility list. Mr. Lucas made a motion to extend Police
Service Technician Eligibility List #01660 through July 14, 2020; it was seconded by
Ms. Thompson. The motion was carried unanimously.
d. NEPOTISM WAIVER REQUEST FROM ASSISTANT CHIEF OF POLICE EVAN DEMESTIHAS
AND POLICE OFFICER BETHANY ISAAC-Shayla Woods -Collins submitted one
Nepotism Waiver Request for Assistant Chief of Police Evan Demestihas and
Police Officer Bethany Isaac. She advised the commissioners that Evan
Demestihas will also need need to complete a Nepotism Waiver Request when
he returns from extended leave. Mr. Lucas made a motion to approve the
nepotism waiver request for Assistant Chief of Police Evan Demestihas and Police
Officer Bethany Isaac; it was seconded by Ms. Thompson. The motion was
carried unanimously.
B. COMMISSIONER COMMENTS
The Commissioners expressed their appreciation to Human Resources and all involved
in the recruitment process for Police Chief. They are appreciative of the modifications
made to the testing process during such extraordinary times. The Commissioners
recognized and expressed their appreciation to Deputy City Attorney Richard Iger for
his counsel and guidance to the Commission and offered their congratulations to him
for his new position. They also welcomed new City Manager Christian Clegg.

4. APPROVAL OF MINUTES
A motion was made by Mr. Lucas, seconded by Ms. Thompson and coaled APPROVED
unanimously to approve the minutes for the Regular Meeting of May 6, 2020,
S. NEW BUSINESS
a. EXTENSION OF REPORT SPECIALIST ELIGIBILITY LIST#01202-Shayla Woods -Collins APPROVED
submitted a copy of Report Specialist Eligibility List #01202 and on behalf of the
Police Department, requested an extension of the eligibility list for three months.
Ms. Thompson made a motion to extend the Report Specialist Eligibility List #01202;
the motion was seconded by Mr. Lucas and carried unanimously.
b. EXTENSION OF COMMUNICATION SPECIALIST ELIGIBILITY LIST #01203 -Shayla Woods APPROVED
Collins submitted a copy of Communication Specialist Eligibility List #01203 and on
behalf of the Police Department, requested an extension of the eligibility list for
three months. Ms. Thompson made a motion to extend the Communication
Specialist Eligibility List #01203; the motion was seconded by Mr. Lucas and carried
unanimously.
c. REINSTATEMENT REQU EST FOR POLICE TRAINEE JOSE MORALEZ-ShaylaWoods-
Collins submitted a reinstatement request from Jose Morolez, as well as, a
memorandum from Human Resources outlining the reinstatement request. Mr.
Moralez would like to be reinstated as a Police Trainee with the Bakersfield Police
Department. Ms. Woods -Collins advised that the request was reviewed by Chief
Greg Terry and he recommends Mr. Morolez be placed on the reinstatement list
for Police Trainee. Ms. Thompson made a motion to approve the reinstatement of
Jose Moralez; the motion was seconded by Mr. Lucas and carried unanimously.
d. CERTIFICATION OF POLICE PROPERTY AND EQUIPMENT SPECIALIST ELIGIBILITY LIST,
EXAMINATION #01334- Shayla Woods -Collins submitted Police Property and
Equipment Specialist Eligibility List #01334 to the Commission for review and
certification of 46 candidates with multiple ties at rank numbers 2, 11, 17, 21, 24, 27,
37 and 44. Mr. Lucas made a motion to approve Police Property and Equipment
Specialist, Eligibility List #01334; the motion was seconded by Ms. Thompson and
carried unanimously.
e. NEPOTISM WAIVER REQUEST($) FOR POLICE PROPERTY AND EQUIPMENT
CANDIDATE(S)- Shayla Woods -Collins advised that as a result of the Police
Property and Equipment Specialist Eligibility List, she is submitting thirteen Nepotism
Waiver requests to the commission for review and approval for Joanna Alonso,
Brenda De La Garza, Scott Foster, Jaclyn King, Krystal Macias Noriega, Sandra
Matson, Kelsey Munoz, Freddy Orozco, Andriona Pagolon, Conne Parsons, Carlos
Rios, Matthew Vargas and Carmen Vela. Shayla Woods -Collins advised the
Nepotism Waiver Requests were reviewed by Assistant Chief Joe Mullins and he
recommends approval. Captain Jason Matson and Captain Mike Hale gave the
Commissioners a brief overview of the job description for Police Property and
Equipment Specialist. Mr. Lucas made a motion to approve the Nepotism Waivers
for Police Property and Equipment Specialist candidates; the motion was
seconded by Ms. Thompson and carried unanimously.
f. CERTIFICATION OF POLICE CAPTAIN ELIGIBILITY LIST, EXAMINATION #01338 -Shayla
Woods -Collins submitted Police Captain Eligibility List #01338 to the Commission for
review and certification of five candidates with two ties at rank number t and 2.
Mr. Lucas made a motion to approve Police Captain Eligibility List #01338; the
motion was seconded by Ms. Thompson and carried unanimously.
g. NEPOTISM WAIVER REQUEST FOR POLICE CAPTAIN CANDIDATE(S) - Shayla Woods -
Collins advised that as a result of the Police Captain Eligibility List, she is submitting
three Nepotism Waiver Requests to the Commission for review and approval for
Jeremy Blakemore, Kevin Fidler and Bobby Woolard, Jr. Shayla Woods -Collins
advised the Nepotism Waiver Requests were reviewed by Assistant Chief Joe
Mullins and he recommends approval. Ms. Thompson made a motion to approve
the Nepotism Waivers for Police Captain candidates Jeremy Blakemore, Kevin
Fidler and Bobby Woolard, Jr.; the motion was seconded by Mr. Lucas and carried
unanimously.

h. CERTIFICATION OF POLICE COMPUTER FORENSIC EXAMINER ELIGIBILITY LIST,
EXAMINATION #01330 - Shayla Woods -Collins submitted Police Computer Forensic
Examiner, Eligibility List #01330 to the Commission for review and approval for
certification of one candidate. Ms. Thompson made a motion to approve Police
Computer Forensic Examiner Eligibility List #01330; the motion was seconded by
Mr. Lucas and carried unanimously.
On behalf of the Commission, Mr. Anderson thanked Human Resources for facilitating
the meetings in accordance to the COVID-19 guidelines and to all Police Department
personnel for their work during such difficult times.
