COVID-19 Updates
The City, County and State continue to re-open services that were limited during the
COVID-19 (novel coronavirus) pandemic, and while the pandemic is not over, the
Recreation & Parks Department is excited to have re-opened City-operated spray parks to the public!
The City received new guidance from the State and County public health
departments this week, and by following those measures, we are able to offer this
great summertime amenity once again. The hours of operation – like previous years – are 1 to 6 p.m. daily.
Signage has been installed at the spray parks, reminding visitors to continue to
practice social distancing of at least six feet from others as well as washing your hands frequently and for at least 20 seconds. If social distancing is not possible, the City
encourages everyone to follow the Centers for Disease Control and Prevention’s recommendation of wearing a facemask or face covering while in public.
The Treasury will resume normal operations and will re-open to the public on Monday, June 15. The

customer service, citizens are strongly encouraged to use our online process and
payment options. Most types of payments can be processed online, by mail or over
the phone. A complete listing of types of payments and instructions can be found on
the City’s website.
In-person visitors to the Treasury are encouraged to continue practicing social
distancing (at least six feet of distance from others) and washing their hands
frequently for at least 20 seconds, or using hand sanitizer. Face masks, while not
required, are recommended if social distancing is not possible.
Notable Items
This week the City Council received the remaining Fiscal Year 2020-21 budget
presentations from City departments, in the second of two budget meetings. The
Council heard from Water Resources, Public Works, Development Services,
Recreation & Parks, and the proposed new Economic & Community Development
Department on Monday, June 8. The full Staff budget presentations to the Council
can be viewed here, under “Presentations.”
A public hearing on the City’s proposed budget was then held on Wednesday, June
10. The City Council is expected to vote on the adoption of the budget on
Wednesday, June 24. As always, anyone can view the City’s budget using the
City’s Open Budget tool.
Congratulations to our newest members of the Bakersfield Fire Department! A class of
20 recruits graduated on Friday, June 5 (above). Those new recruits started at their
assigned fire stations on June 8. Congrats and thank you for your service to the
community!
PG&E has sent the City a notice of a request for a proposed rate increase. The
proposed increases would raise the average customer’s bill by about $1/month.

Traffic Advisories
Closures for final striping at State Route 43/Stockdale Highway roundabout
Final striping operations will be underway at the new State Route 43 (Enos Lane)/Stockdale Highway roundabout next week. The work will be performed during
nighttime hours Monday, June 15 through Thursday, June 18, between the hours of 6 p.m. and 6 a.m., each night.
A full closure of the intersection will be needed Monday and Tuesday nights. Motorists will
need to use either Rosedale Highway or Panama Lane to travel to and from Interstate 5
while work is underway. State Route 43 will also be closed to through traffic between
Rosedale Highway and Panama Lane. North-south motorists can detour around the work
area via Interstate 5.
Striping operations on Wednesday and Thursday nights will require traffic control.
Flagging personnel will need to stop traffic for up to 15 minutes at a time while work is
underway.
These operations affect all directions of travel. Motorists are encouraged to use alternate
routes or allow extra time to reach their destinations if they must travel through this
intersection during this time period.
Please slow down and watch for construction workers and equipment while driving
through the work zone. The Thomas Roads Improvement Program apologizes for any
inconvenience this work may cause the traveling public.
24th Street lane closures needed for median irrigation work
The contractor for the 24th Street Improvement Project will be working on the irrigation system for the new median between Beech Street and Bay Street next week. This work
will require closures of the inside eastbound and westbound lanes between the hours of 8:30 a.m. and 4:30 p.m., Monday, June 15 through Friday, June 19.
One lane will remain open to traffic in each direction, but motorists are advised to use
alternate routes or allow extra time to reach their destinations if they must travel through this area while work is underway.
Work may be postponed and rescheduled without notice due to unforeseen
circumstances. Please slow down and watch for construction workers and equipment while driving through the work zone. The Thomas Roads Improvement Program
apologizes for any inconvenience this work may cause the traveling public.
Traffic control on Wible Road
Traffic control will be needed on Wible Road between Brundage Lane and Belle Terrace
on Monday, June 15 between the hours of 8 a.m. and noon. Flagging personnel will be

stopping traffic for up to 10 minutes at a time while workers adjust overhang brackets on the widened westbound State Route 58 bridge that crosses the roadway.
This schedule may be changed without notice due to unforeseen circumstances. Please
slow down and pay attention to construction and detour signage while driving through the area. The Thomas Roads Improvement Program apologizes for any inconvenience

CITY SPRAY PARKS TO RE-OPEN THIS WEEK
The City of Bakersfield Recreation & Parks Department is excited to announce that
City-operated spray parks will re-open on Wednesday, June 10, following new
guidance from the state and Kern County Department of Public Health (KCDPH).
These amenities had been closed in order to help prevent the potential spread of
COVID-19 (novel coronavirus) in the community.
The Recreation & Parks Department has received guidelines from the KCDPH for the
safe re-opening of a number of amenities, including public spray parks. The
department will be implementing those guidelines immediately in order to re-open
the spray parks as soon as possible.
Once re-opened, the spray parks’ hours of operation will remain 1 to 6 p.m. daily.
The City will install signage at its spray parks, reminding the public to continue to
follow guidelines from the Centers for Disease Control and Prevention and the state
and county health departments. The City asks anyone who visits a spray park to
continue to practice social distancing of at least six feet from others, washing your
hands frequently and for at least 20 seconds, and the recommendation of wearing
a facemask or face covering while in public if social distancing is not possible.
City-operated public pools will remain closed until further notice. The Recreation &
Parks Department is working to ensure it can properly adhere to the state and county
health department guidelines before opening the pools for public use.
Playground and outdoor exercise equipment as well as basketball courts also remain
closed until further notice.

ADMINISTRATION
May Summary Highlights: Due to COVID-19, most recreation activities were cancelled along with park
reservations and special events. Staff re-installed tennis/pickleball nets for public use. Several repairs to vandalism were completed, in addition to regular maintenance
duties throughout the parks and streetscapes. Park crews started their normal work schedules after Memorial Day Weekend.
Public Safety & Vital Services (RRT) The following vandalism repairs and projects were completed:
• Restroom building modification at Centennial Park.
• Bollard post repair at Sports Village.
• Storage room door repair and modification at Jefferson Park.
• Restroom door repairs and modification of locks at Lowell Park.
• Repaired existing bollard posts and installation new additional bollard
posts on Enos Ln.
• Lock modification to locks on storage room door at Patriots Park.
• Repaired two(2) restroom gates at Siemon Park.
• Repaired pump room door at Jastro Park.
• Repaired trash bin enclosures at Silver Creek Park.
• Repaired and modified electrical box at Patriots Park.
• Repaired and modified both men’s and women’s restroom entrance
gates.

CIP/CDBG Project Updates:
• Kaiser Permanente Sports Village Phase 3 Fitness Equipment Project – Play Safe Inc. conducted and performed an audit for rubber
surfacing, which passed all necessary requirements. City staff is working with contractor S&B Sons Inc. to incorporate a soil binding
agent into the DG material to achieve desired compaction. Paint deficiencies on equipment posts will need to be addressed by the

• Fairfax Rd. Median – staff trimmed and cleaned area south of Hwy 178.
• Q St. – Staff filled in washed out area at the underpass just south of the RR
tracks.
• Calcot (E. Brundage) – Staff cleared wall cover and tree limbs.

Mesa Marin
• Staff cleaned up planters in park and parking lot area. Area 6
• Seating renovation at the Amphitheatre at TPRW is currently underway.
General services completed the removal of the old benches; Park Staff removed all the turf and replaced with decomposed granite. Trimming:
• Trees Trimmed: 44 Clearance: 34 Removals: 4 RECREATION Aquatics
McMurtrey Aquatic Center was closed to the public the entire month of
May in an effort to limit the community spread of COVID-19. All full-time
Aquatic staff transitioned back to work on April 27th. Public pools fall under
Stage 3 of the governor’s resiliency roadmap and staff is hopeful to
provide aquatic programming to the public soon.

• Parent water safety workshops for parents with children ages 0 to 5
• Kern High School District swim team rental
• New Lifeguard orientation training
• Pool Manger interviews & training
• Returning lifeguard skills assessment

• Two day all staff orientation training
• Program Leader and Swim Coach trainings
• Memorial Day Operation Splash Event
Athletics
• Programming was nonexistent in May as a result of COVID-19 related
closures. Sports staff spent the month of May working on parks assignments throughout the department. Dr. Martin Luther King, Jr. Community Center
• Due to COVID-19, participants are not permitted in the center at this
time.
• Superintendent of Schools Free Meal Program:
o 509 Grab N Go meals were distributed to children ages 2-18,
Monday through Friday from 1:30 pm to 3:30 pm.
• Beale Band Concerts – Staff is working with Cyndi Hicks to offer Beale
Band Concerts either on video or possibly live later this summer.

• #RectheHouse – Staff recorded different videos showcasing a variety of games/activities children can do at home, within guidelines of social
distancing. Saunders Recreational Facility/Silver Creek Community Center
• Due to COVID-19 restrictions, Silver Creek and Saunders were closed to
the public the entire month of May. Special Event Reservations
• Events were not permitted due to COVID -19 restrictions.
Upcoming/Ongoing Events:
• Aquatic Programs, Silver Creek Camp and Camp King – Staff is working to open
again within Federal and State guidelines.
