Item 4a. Declaring July 2020 as Recreation and Parks Month in Bakersfield. July is celebrated as
Recreation and Parks Month around the United States as a way to highlight the vital and diverse
services provided by Park and Recreation professionals. Mayor Karen Goh will present a
proclamation to Recreation and Parks Director Dianne Hoover.
CONSENT CALENDAR — RESOLUTIONS
Item 8e. Application for Local Early Action Planning (LEAP) Grants. This resolution authorizes the
Development Services Department to apply for Local Early Action Planning Grants from the California
Department of Housing and Community Development. LEAP provides funding to jurisdictions for the
preparation and adoption of planning documents, process improvements that accelerate housing
production, and facilitate compliance in implementing the sixth cycle of the regional housing need
assessment. The City is seeking $750,000 in LEAP funding to assist in the update of the General Plan.
Item 8j. Local Housing Allocation Program (SB 2). This resolution authorizes the City to apply and
develop a five-year plan for state Permanent Local Housing Allocation (PLHA) funds which provide
financial assistance to local governments for eligible housing -related projects and programs. The City
is eligible to a receive $1,730,902 million annually over the next five years and plans to use these
dollars to streamline and off -set the costs for the construction of new Affordable Housing units;
including Accessary Dwelling Units (ADU).
CONSENT CALENDAR — AGREEMENTS
Item A 2005 "City in the Hills" Assessment District Bonds. The City in the Hills Assessment District
05-01 was created in December 2005 to assist a local developer by financing various public
improvements including streets, sewer and storm drains by issuing $15,595,000 in tax exempt bonds.
The economic downturn of 2007-08 resulted in a number of assessment delinquencies since the
District's inception however there are signs pointing toward renewed interest in development. The
new structure is intended to continue to expand the prospects of the ongoing and future
developments in the district. The refinancing bond documents are expected to be presented to the
City Council at the July 15, 2020 meeting. Neither this escrow agreement nor the future bond
refinancing has a cost to the City's General Fund.
Item 8n. Homelessness Prevention Program. This agreement allocates Coronavirus Aid, Relief, and
Economic Security Act (CARES Act) funding to the Bakersfield Homeless Center (Bethany Services) to
administer rental assistance, payment of past -due rent and utility payments, and rental deposits to
qualifying households for 3-6 months. Funding will also provide case management for program
participants. The program will serve approximately 100-150 households (this number will depend on
the level of assistance each household requires) during the one-year grant term.
Item 80. Construction of Affordable Housing. This agreement allocates $2.1 million to the Housing
Authority of the County of Kern (HACK) to support the development of nine four-plexes located on
various sites in central, eastern and southeast Bakersfield. The Affordable Housing Infill Program will
ultimately construct 28 units of affordable housing on five sites in the City of Bakersfield. Housing
affordability will be restricted to very low, low, and moderate -income households. Unit restrictions
will be as follows: eight (8) very -low income units, eight (8) low-income units, and twelve (12)
moderate -income units.
Item 8r. Human Waste Removal in Downtown and Old Town Kern. This agreement allocates
$279,760 for one year of human waste removal and cleanup in the Downtown and Old Kern
neighborhoods on a 4 hours per day, 5 days per week (6:30 a.m. to 10:30 a.m.) Monday through
Friday service schedule. A toll-free hotline is available for citizens to call in requests for service in the
removal of human feces and urine. Since the original pilot program was so successful, the new
contract provides for a year of service with two optional one-year extensions.
Item 8t. FreewaV Litter Program. This agreement provides $495,640 to extend a contract with the
Bakersfield Homeless Center to hire its clients to regularly clean freeways, bike paths and other areas
through June 30, 2021. This award-winning program has helped facilitate housing solutions for
Bakersfield Homeless Center clients and their families. This item provides for an additional agreement
to receive $150,000 from Kern Council of Governments (KCOG) for the freeway litter removal
Item 8x. Acceptance of Commingled RecVclables. This agreement allocates $630,000 of Refuse
Enterprise funds to Metropolitan Recycling Corporation for the acceptance of commingled
recyclables through October 31, 2020.
CONSENT CALENDAR - PUBLIC SAFETY/VITAL SERVICES MEASURE
Item 8ar. Concrete Polishing and Sealing at the Bakersfield Homeless Navigation Center. This
agreement allocates $87,000 to Terry Bedford Concrete Construction, Inc. to prep, grind, polish and
seal the existing concrete floor at the Bakersfield Homeless Navigation Center. Polished concrete was
chosen because of the ease of disinfecting due to COVID and because of its durability, low
maintenance and increased slip resistance.
