I. CALL TO ORDER
The meeting was called to order by Mr. Anderson at 8:00 a.m.

4. APPROVAL OF MINUTES
A motion was made by Ms. Thompson, seconded by Mr. Lucas and carried
unanimously to approve minutes as amended for Special Meeting of April 14, 2020.
5. NEW BUSINESS
a. WAIVER REQUEST FROM POLICE CAPTAIN APPLICANT - Shayla Woods -Collins
submitted a memorandum from Lieutenant Kevin Fidler requesting a waiver of
the minimum requirements for applying for a Police Captain position which
included the following: being a Lieutenant for of least two years and being in
possession of a POST Management Certificate, Ms. Woods -Collins discussed the
requirements for Police Captain. She said the only condition precluding
Lieutenant Fidler from being eligible to test for Police Captain was possession of c
POST management certificate which requires at least two years of experience as

a Lieutenant, Due to a temporary vacancy, Kevin Fidler was first appointed to
acting Lieutenant November 27, 2017, where he performed all of the duties of
Lieutenant. When the vacancy became permanent, acting Lieutenant Fidler
was promoted to Lieutenant June 25, 201 B. Lieutenant Fidler will receive his POST
Management certificate, June 25, 2020. Mr. Lucas made a motion to approve
the waiver request for Police Captain applicant Kevin Fidler; the motion was
seconded by Ms. Thompson and carried unanimously.
b. REINSTATEMENT REQUEST FOR POLICE OFFICER LOGAN HOLMES -Shayla
Woods -Collins submitted a reinstatement request from Logan Holmes, as well as,
a memorandum from Human Resources outlining the reinstatement request. Mr.
Holmes would like to be reinstated as a Police Officer with the Bakersfield Police
Department. Ms. Woods -Collins advised that the request was reviewed by Chief
Greg Terry and he recommends Mr. Holmes be placed on the reinstatement list
for one year. Mr. Lucas made a motion to approve the addition of Logan
Holmes to the reinstatement list: the motion was seconded by Ms. Thompson and
carried unanimously.
c. CERTIFICATION OF COMMUNICATIONS OPERATIONS SUPERVISOR
ELIGIBILITY LIST, EXAMINATION #01310 -Shayla Woods -Collins submitted
Communications Operations Supervisor Eligibility List #01310 to the Commission
for review and approval for certification of two candidates. Mr. Lucas made a
motion to approve Communications Operations Supervisor Eligibility List #01310;
the motion was seconded by Ms. Thompson and carried unanimously.
d. CERTIFICATION OF POLICE DISPATCHER I ELIGIBILITY LIST, EXAMINATION
#01337 - Shayla Woods -Collins submitted Police Dispatcher I Eligibility List
401337 to the Commission for review and approval for certification of fifteen
candidates with ties for #6 and # 11. Ms. Thompson made a motion to approve
Police Dispatcher I Eligibility List #01337; the motion was seconded by Mr. Lucas
and carried unanimously.
e. NEPOTISM WAIVER REQUEST FOR POLICE DISPATCHER I CANDIDATE(S)-
Shayla Woods -Collins advised that as a result of the Police Dispatcher I Eligibility
List, she is submitting four Nepotism Waiver Requests to the Commission for review
and approval for Traci Ellis, Breanna Foley, Katherine Hernandez and Kristina Villa.
Shayla Woods -Collins advised the Nepotism Waiver Requests were reviewed by
Assistant Chief Joe Mullins and he recommends approval. Ms. Thompson made
a motion to approve the Nepotism Waivers for Police Dispatcher I candidates;
the motion was seconded by Mr. Lucas and carried unanimously.
G. COMMISSIONER COMMENTS
The Commissioners congratulated Chief Terry for his appointment to Chief of Police
and expressed their appreciation to Human Resources for facilitating the process in
accordance to the COVID-19 guidelines.
7. ADJOURNMENT
There being no furt7er business, the meeting was adjourned at 8:18 a.m.
