His Mother -in -Law, Rosa Rubio, is currently employed as a Facility Worker in the Parks Division of the Recreation and Parks Department. Due to the possibility of Darrell being considered for promotion to a Motor Sweeper Operator position in the Streets Division of the Public Works Department, the issue of nepotism must be addressed. Darrell is currently employed as a Solid Waste Equipment Operator in the Solid Waste Division of the Public Works Department. The following information has been compiled for your review and determination of whether nepotism creates an adverse impact on supervision, safety, security or morale. SUMMARY OF DUTIES A summary of the duties and responsibilities for the position of Motor Sweeper Operator is as follows: Under general supervision, performs skilled work involving the operation of motor street sweepers and related equipment; and performs other work as required. A summary of the duties and responsibilities for the position of Facility Worker is as follows: Under direct supervision, performs routine and semi -skilled manual work of limited difficulty in the maintenance and improvement of: municipal parks and streetscapes including grounds and City buildings, solid waste, recycling or related areas. Performs a wide variety of manual work related to general maintenance activities. Employees in this class are not required to drive commercial vehicles. Performs other work as required. Due to the possibility of Jose being considered for appointment to a Fleet Service Mechanic I, in the Fleet Division of the Public Works Department the issue of nepotism must be addressed. SUMMARY OF DUTIES A summary of the duties and responsibilities for the position of Fleet Mechanic I is as follows: Under direct supervision, maintains, repairs and overhauls heavy and light trucks, construction equipment, automobiles, fire vehicles, police vehicles, small gasoline engines and similar equipment; operates basic hand, power and shop tools. A summary of the duties and responsibilities for the position of Secretary I is as follows: Under general supervision, is responsible for performing secretarial and varied clerical work of considerable difficulty and performs other work as required. EMPLOYMENT OVERLAP According to the Public Works Director, Nick Fidler, if Jose Aguilar is appointed to the Fleet Mechanic I position in the Fleet Division of the Public Works Department, performance appraisals would not be reviewed or conducted by either employee for the other; neither employee would be directly supervised by the other; and they would not report to each other within the chain of command as they would be assigned to different departments. CITY OF BAKERSFIELD CLASS SPECIFICATION: 13160 UNIT: BLUE COLLAR EEO4: SKILLED CRAFTWORKER CLASS TITLE: LIGHT EQUIPMENT OPERATOR CLASS SUMMARY: This is an entry-level, multi -departmental classification for use in assigned divisions and/or sections. Under general supervision, performs semiskilled work in the operation of light and heavy equipment and complex equipment and performs other work as required. REPRESENTATIVE DUTIES: In addition to the above, the following typical tasks and responsibilities are representative of the essential duties of the position. They are descriptive, not limiting. Essential Duties: Development Services • Operates trucks, trailers, rear -loading trucks, skid -steer loaders, and other related equipment; • Collects trash and debris from homeless encampment sites; • Identifies and separate personal property from trash for safekeeping, with supervision; • Logs abandoned property into safekeeping containers, fills out all appropriate documentation, and returns documentation to Development Services office; • Removes abandoned property from safekeeping and destroys, when specified, fills out all appropriate documentation, and returns documentation to Development Services office; • Operates skid -steer loader and all other assigned equipment: • Maintains a professional and respectful demeanor during encounters with the public; • Ensures all equipment is in good working condition prior to completing assigned work tickets. Parks • Operates a motor grader, skid -steer or bulldozer for leveling and rough grading in parks; • Operates a backhoe for removing concrete and rough grading; • Operates skip loaders loading materials in trucks, or 10 -yard dump trucks for transporting building and construction materials; • Drives and operates a variety of specialized equipment such as water pumps, flush trucks, power trenchers, aerial trucks, disc and landscape blades, flail mowers, lawn aerators, post hole diggers, concrete saws, pulvi-mixers, three and seven gang mowers, seeders and fertilizers and other equipment used in park construction and maintenance and for other public properties; • Leads and coordinates the work of a group of workers using light equipment on park construction, cleaning or maintenance; performs manual work with power tools or hand tools; CLASS TITLE: LIGHT EQUIPMENT OPERATOR (continued) ater • Operates skip loaders, skid-steer, motor grader or bulldozer for leveling, rough grading and general maintenance and cleaning along canals, canal right of ways and drainage basins; • Operates a backhoe for installing weirs, removing or placing rip-rap and for rough grading; • Operates skip loaders loading debris and materials in trucks: • Operates 10-yard dump trucks for transporting rubble, broken concrete, construction materials and debris from canals and drainage basins; drives and operates a variety of specialized equipment such as water pumps, generators, flush trucks, power trenchers, post hole diggers, concrete saws and other equipment used in constructing, repairing and maintaining canals, drainage basins and other City water facilities; • Leads and coordinates the work of a group of workers using light equipment on canal improvements, cleaning or maintenance of canals and other City water facilities. DISTINGUISHING CHARACTERISTICS Light Equipment Operator is distinguished from Heavy Equipment Operator in that the latter functions as the lead worker responsible for the finished product. The Light Equipment Operator performs rough work and may act as a lead worker in the absence of the Heavy Equipment Operator.
