CALL TO ORDER The meeting was called to order by Mr. Anderson at 8:00 a.m. 2. ROLL CALL Commissioners Present., Steven Anderson Kelly Lucas Kathleen Thompson Staff Present. Greg Terry, Chief of Police Jeremy Grimes, Captain Jason Matson, Captain Jason Townsend, Captain Jeremy Grimes, Captain Joe Dougherty, Lieutenant Brent Stratton, Lieutenant Clayton Madden, Lieutenant Bobby Woolard, Lieutenant Viridiana Gallardo-King, Deputy City Attorney Joshua Rudnick, Deputy City Attorney Christi Tenter, Human Resources Manager Shayla Woods -Collins, Human Resources Supervisor Sandra Duncan, Human Resources Analyst Tracy Sunkes, Human Resources Analyst Paula Kitchen, Civil Service Secretary 3. PUBLIC STATEMENTS None 4. APPROVAL OF MINUTES A motion was made by Mr. Lucas, seconded by Ms. Thompson and carried unanimously to approve the minutes for the Regular Meeting of June 3, 2020. 5. NEW BUSINESS a. REINSTATEMENT REQUEST FOR CLERK TYPIST I - POLICE ELENA ANDRADE - Shayla Woods -Collins submitted a reinstatement request from Elena Andrade, as well as, a memorandum from Human Resources outlining the reinstatement request. Elena Andrade would like to be reinstated as a Clerk Typist I with the Bakersfield Police Department. Ms. Woods -Collins advised that the request was reviewed by Chief ACTION TAKEN APPROVED APPROVED Greg Terry and he recommends Elena Andrade be placed on the reinstatement list for Clerk Typist I which is good for one year. Ms. Thompson made a motion to approve the reinstatement request of Elena Andrade; the motion was seconded by Mr. Lucas and carried unanimously. b. NOTIFICATION OF PSYCHOLOGICAL APPEAL(S) - Viridiana Gallardo-King, Deputy City Attorney advised the commissioners a Police Academy will be starting July 6, 2020. She said the psychological evaluation is part of the application process for the position of Police Trainee. Seven candidates failed the psychological evaluation and four appeals of the results have been received, so far. The City Attorney's Office followed up with a letter to each of the appellants explaining the steps they need to take for the appeal process. The letter summarized Police Civil Service Rule #9.04 Psychological Examination Appeal Process. Appellants have 30 days to select a POST certified psychologist or psychiatrist to have an independent evaluation. The completed evaluation must be submitted to the City psychiatrist and both reports will be reviewed to make a determination. The letter also provided a link to POST website containing the POST approved list of psychologists and psychiatrists. Christi Tenter advised the Commissioners that if the appellants are successful with their appeal within the next 2 to 3 weeks, they may still be eligible to attend the academy starting July 6, 2020. If successful appeals are received later than that, they may be eligible to attend the next academy. Ms. Tenter explained the entire psychological testing and appeal process, as well as, POST criteria involving certified psychologists and psychiatrists. c. CERTIFICATION OF COMMUNICATIONS CENTER SUPERVISOR ELIGIBLE LIST, EXAMINATION # 01342 - Shayla Woods -Collins submitted Communications Center Supervisor Eligibility List #01342 to the Commission for review and certification of 2 candidates. Mr. Lucas made a motion to approve Communications Center Supervisor, Eligibility List #01342; the motion was seconded by Ms. Thompson and carried unanimously. ACTION TAKEN NO ACTION REQUIRED APPROVED d. NEPOTISTM WAIVER REQUEST(S) FOR COMMUNICATION CENTER SUPERVISOR APPROVED CANDIDATE(S) - Shayla Woods -Collins advised that as a result of the Communications Center Supervisor Eligibility List, she is submitting one Nepotism Waiver Request to the Commission for review and approval for candidate Benjamir Kitchen. Ms. Woods -Collins advised the Nepotism Waiver Request was reviewed by Assistant Chief Joe Mullins and he recommends approval. Mr. Lucas made a motion to approve the Nepotism Waiver for Communications Center Supervisor candidate Benjamin Kitchen; the motion was seconded by Ms. Thompson and carried unanimously. e. REQUEST FOR TEMPORARY APPOINTMENTS - In accordance to Police Civil APPROVED Service Rule # 14.01 Temporary Appointments, Chief Greg Terry requested approval for appointment of Temporary Sergeants for a period of 60 days. He advised the commissioners that due to retirements and leave, there is currently a shortage of 3 Sergeants. Due to the critical need for front line supervision, he would like to appoint Temporary Sergeants to fill the roles pending the establishment and certification of a new Sergeant Eligibility List. He further advised that Temporary Sergeant candidates must be able meet all of the qualifications for the Sergeant's Position in accordance to the job specifications and Police Civil Service Rules. Ms. Thompson made a motion to approve Chief Terry's request for appointment of Temporary Sergeants for a period of 60 days or the establishment of an eligibility list for Police Sergeant, in accordance to Police Civil Service Rule #14.01; the motion was seconded by Mr. Lucas and carried unanimously. 6. COMMISSIONER COMMENTS Shayla Woods -Collins asked for a Special meeting on August 12, 2020, in lieu of the Regular meeting scheduled August 5, 2020, to approve an eligibility list for Police Trainee. She advised the Commissioners that oral interviews are scheduled to begin the week of August 13th necessitating certification of the eligibility list in August instead of September. The Commissioners advised they are available August 12, 2020, for a Special Meeting. On behalf of the Commission, Mr. Anderson recognized the added pressure and scrutiny law enforcement across the country is currently working under, and he expressed his gratitude to personnel of the Bakersfield Police Department. 7. ADJOURNMENT There being no further business, the meeting was adjourned at 8:27 a.m.
