The meeting was called to order by Mr. Anderson at 8:35 a.m.

4. APPROVAL OF MINUTES
A motion was made by Mr. Lucas, seconded by Ms. Thompson and carried
unanimously to approve the minutes for the Regular Meeting of July 1, 2020.
5. NEW.BUSINESS
a. WAIVER REQUEST FROM POLICE LIEUTENANT APPLICANT(S) - Sandra Duncan
presented the Commissioners two waiver requests for the promotional
examination for Police Lieutenant. She advised the Commissioners the minimum
qualifications for the position include the following:.

1. Possession of an Associate's Degree or completion of 60 units (no more than
3 units can be counted from Advanced Officer courses)
2. Must have successfully completed the Sergeant's probationary period
3. Possession of a POST Supervisory Certificate
4. Possession of a valid California Driver's License
Sandra Duncan advised Police Lieutenant Candidate Christopher Feola possesses
his Associate's Degree. Sergeant Feola has not obtained his POST Supervisory
Certificate due to not having fulfilled the POST requirement as a first level
supervisor for two years. Sergeant Feola did serve as an Acting Sergeant from
June 5, 2018 to February 4, 2019, before being appointed permanently to
Sergeant on February 4, 2019. He is requesting a waiver requiring possession of
the POST Supervisory Certificate to test for Police Lieutenant since he has been
performing the duties of Sergeant since June 5, 2018. Mr. Lucas made a motion to
approve the waiver of the POST Supervisory Certificate for Police Lieutenant
Candidate Christopher Feola; the motion was seconded by Ms. Thompson and
carried unanimously.
Sandra Duncan advised Police Lieutenant Candidate Kell Paulk does possess her
POST Supervisory Certificate; however, she does not possess an Associate's Degree
or completed 60 college units. She has obtained 58 college units, is currently
enrolled at Taft College and has submitted a copy of her college registration
indicating she will complete her class July 30, 2020. Mr. Lucas made a motion to
approve a provisional. waiver to allow Kell Paulk to test for Police Lieutenant based
upon the successful completion of her classes, with proof of grades submitted to
Human Resources prior to certification of the Police Lieutenant Eligibility List at the
Police Civil Service Special meeting on August 12th; the motion was seconded by
Ms. Thompson and carried unanimously.
b. REQUEST TO EXTEND POLICE LABORATORY TECHNICIAN ELIGIBILITY. LIST,
EXAMINATION #01192 - Shayla Woods -Collins advised the Commissioners that
Bakersfield Police Department has requested an extension of Police Laboratory
Technician Eligibility List #01192 for 6 months in anticipation of vacancies in the
mid -budget year. Ms. Thompson made a motion to extend Police Laboratory
Technician Eligibility List #01192 for 6 months, until February 7, 2021; the motion was
seconded by Mr. Lucas and carried unanimously.
