Item 6a. League of California Cities Delegate Appointment and CitV Legislative Platform. (AH Wards)
The City must appoint a voting delegate and alternate delegates for the virtual 2020 League of
California Cities (League) Annual Conference in October. Additionally, staff are referring the
development of a Legislative Platform to the Legislative and Litigation Committee. This Legislative
Platform would be adopted by Council and provide authority and direction for staff to take positions
and advocate each year on state and federal legislation meaningful to the City of Bakersfield.
Item 6b. QuarterlV update from the Bakersfield -Kern Regional Homeless Collaborative (BKRHC) on
Homeless SVstem Performance Metrics. (AH Wards) In response to a referral from Councilmember
Gonzales, the Bakersfield -Kern Regional Homeless Collaborative will provide a quarterly update on
homeless system performance metrics.
CONSENT CALENDAR — AGREEMENTS
Item 8s. Contribution Agreement with the Greater Bakersfield Chamber of Commerce for the Better
Bakersfield and Boundless Kern Initiative (133K). (AH Wards) The Greater Bakersfield Chamber of
Commerce and the Kern Community Foundation have established the B3K Prosperity Project (133K)
to develop a regional community and economic development strategy. City Council has approved
the development of a Market Analysis and Economic Development Strategy to be prepared by The
Natelson Dale Group, Inc. in collaboration with the Better Bakersfield and Boundless Kern Initiative
(133K). To support the B3K strategy and assist the B3K effort in the extensive regional community
outreach; the Chamber has requested a contribution from the City for $83,175.
Item 8t. Rental and mortgage assistance program for those negatively affected bV the COVID-19
Pandemic. (AH Wards) The City of Bakersfield rental/mortgage assistance program, funded by the
CARES Act, would direct $4,750,000 towards City residents with income less than 80% of average
median incomes (AMI) who have experienced loss of income since March 2020, have faced significant
medical bills related to treatment of COVID-19, or have income less than 50% of AMI and are unable
to increase their income due to the COVID-19 pandemic. Residents must also have rental or mortgage
burdens that exceed 30% of their gross income. The program establishes a $5,000 maximum amount
of assistance available per household. The program would be administered by the Housing Authority
of the County of Kern (HACK) due to their qualifications and experience with past programs.
Item 8v. Agreement for design and engineering of Linnell-Brahma Park. (Ward 1) The City was
awarded a Statewide Park Development and Community Revitalization Program Grant (Proposition
68) in the amount of $3,012,385 for a future park referred to as Linnell-Brahma Park. Staff issued a
Request For Proposals (RFP) for the design and engineering of the park, found that the proposal
submitted by Ruettgers & Schuler Civil Engineer to be acceptable and recommends approval of an
agreement not to exceed $83,900.
Item 8aa. U.S. Environmental Protection Agency's Brownfield Assessment Grant. (AH Wards) City
Council has previously approved an agreement with Stantec Consulting Services, Inc. to pursue a
grant from the Environmental Protection Agency's (EPA) Brownfield Assessment Grant Program. In
2017, the City of Bakersfield was selected as the recipient for two brownfields assessment grants.
Community -wide hazardous substances and potential petroleum contamination grant funds were
used to conduct Phase I and Phase II environmental site assessments, prepare a reuse plan, support
community outreach and develop a brownfields inventory, including creating a GIS database of
brownfields. Staff would like to extend Stantec's agreement to apply and implement another round
of EPA grant funds to continue to implement its brownfield site and reuse program.
Item 8ab. Transformative Climate Communities (TCC) Planning Grant. (Wards 1 & 2) The California
Strategic Growth Council awarded the City of Bakersfield with Transformative Climate Communities
(TCC) Planning Grant funds to promote alternative transportation, affordable housing and workforce
development projects. The City Council approved an agreement with Dudek to prepare the planning
activities for the City's TCC Planning Grant project. This agreement increases compensation from
$169,770 to $181,270 and extends the term of an agreement with Dudek to prepare the planning
activities for the City's TCC Planning Grant project.
Item 8ad. Downtown Master Storm Drain Study Phase II. (Wards 1 & 2) The City Council approved
an agreement with AECOM to develop a Downtown Master Storm Drain Study. This Study was to
analyze, model, and develop a list of potential CIP projects that would improve storm drainage in the
Downtown area (SR 204 to the north, Union Avenue to the east, California Avenue to the south, and
SR 99 to the west). The Downtown Master Storm Drain Study was delivered to the City by AECOM on
August 6, 2020. The proposed amendment provides additional compensation of $168,849 for
AECOM to develop the Downtown Master Storm Drain Study Phase II to analyze, model, and develop
a list of potential CIP projects for the area roughly bound by California Avenue to the north, Union
Avenue to the east, just south of SR 58 to the south, and SR 99 to the west.

Item 10c. Kern Project Roomkey. (Ward 3) The Bakersfield -Kern Regional Homeless Collaborative
applied for a temporary conditional use permit for Kern Project Roomkey to provide for the housing
of persons experiencing homelessness who are deemed high-risk of contracting COVID-19 to shelter -
in -place at an existing hotel. The 5 -month conditional use permit was approved by the Board of
Zoning Adjustment on August 11, 2020 and subsequently appealed on August 14, 2020. The site is
developed with the Rosedale Inn and associated parking. Surrounding properties are predominately
developed with commercial uses and consist of restaurants, hotels, and the Bakersfield Heart
Hospital to the north; the Kern River to the east; and Rosedale Highway and State Route 99
interchange to the south and west. The nearest residential development are apartments located
approximately 800 feet to the east, on the opposite side of the Kern River and the Kern River Parkway
Bike Trail. An appeal of the BZA's decision was filed by the Bakersfield Heart Hospital.
