Curbside trash, recycling, and greenwaste collection will not be affected by the holiday. Notable Items ➢ In January 2020, the Bakersfield City Council authorized $500,000 be spent to support the Kern County “M Street Navigation Center” for unsheltered homeless individuals. As stipulated in the terms of the Contribution Agreement, this week, Kern County Chief Administrator Ryan Alsop released a report (attached) on the progress of the shelter and how the City’s $500,000 contribution was has been spent to date. The Report notes that the Center opened on May 14, 2020 at a reduced capacity of 25 residents in light of the COVID-19 pandemic and that there have been 8 exits to permanent housing or reunification with family. The final Report will be provided by the County in February, 2021. Over the past year, in addition to supporting the 150-bed M Street Navigation Center, the Bakersfield City Council also approved construction of the City’s 150-bed Brundage Lane Navigation Center due to open in Fall as well as 40- bed expansions at the Bakersfield Homeless Center and the Mission at Kern County. ➢ The City’s Transformative Climate Community (TCC) planning grant project, “Revitalizing Downtown Bakersfield: Live, Work, Play,” will be holding four virtual community workshops, see flyer attached. Residents, business owners and other key stakeholders can also take a survey and upload photos to share ideas on the project website: http://bakersfieldtccplan.org/. The workshops will help the City identify community needs and priorities related to affordable housing, workforce development, transportation projects that encourage walking, biking, and use of transit, as wells as other potential community projects that can provide public health, environmental, and economic benefits. Ultimately, the TCC plan will provide a strategy for neighborhood transformation with a prioritized list of “shovel ready” projects aligning with TCC strategies and objectives. General Information Sept. 4, 2020 Page 2 ➢ The Economic and Community Development Department will be holding an Economic Opportunity Area (EOA) Webinar on Friday, September 18 at 12:00 p.m. The EOA program offers incentives to encourage business growth with financial assistance, such as grants and development assistance, for a business to reduce their costs of opening or expanding within an EOA. Please see the attached flyer for meeting information. ➢ Due to predicted high temperatures through mid-September, the Recreation and Parks Department will be extending spray park dates past Labor Day weekend. The spray parks will stay open through Sunday, September 13 from 1:00 – 6:00 p.m. ➢ Mechanics Bank Convention Center floor renovations are under way! This project is part of the 2019-20 Capital Improvement Projects list and is funded through the Public Safety Vital Services (PSVS) Measure. Portions of the floor were almost six decades old and had deteriorated significantly. The newly renovated floor will provide a polished and clean amenity for future events! ➢ Pacific Gas & Electric is urging customers to conserve energy use from 3:00 p.m. to 9:00 p.m. each day from Saturday to Monday given the forecasted increase in demand for electricity due to expected high temperatures over the Labor Day Weekend. As of Thursday, September 3, there was no indication that rotating outages would be needed for this weekend. Please see attached press release for more information. General Information Sept. 4, 2020 Page 3 Traffic Advisories ➢ Nighttime lane closures for SR 99 between SR 58 and Ming Avenue Nighttime lane closures have been scheduled for State Route 99 between State Route 58 and Ming Avenue to pave a new auxiliary lane for northbound-to-eastbound traffic. This work will be completed over three nights: Tuesday, September 8; Sunday, September 13; and Thursday, September 17. The paving operations will require the closure of the two outside northbound lanes between the hours of 9 p.m. and 5 a.m., each night. One northbound lane and the northbound State Route 99-to-eastbound State Route 58 connector will remain open to traffic while paving operations are underway. A nighttime closure is also planned for the westbound State Route 58-to-southbound State Route 99 connector ramp on Tuesday, September 8. This closure is needed to off- load construction materials and is expected to be in place between the hours of 9 p.m. and 5 a.m. During the closure, westbound-to-southbound traffic will be detoured at Union Avenue. ➢ Nighttime lane closures needed for 24th Street at Kern River Bridge Alternating nighttime lane closures will be needed on 24th Street for finish work on the Kern River Bridge from Wednesday, September 9 through Friday, September 11. The lane closures will affect both directions of travel and are expected to be in effect between the hours of 8 p.m. and 6 a.m., each day. At least one lane will remain open to traffic in each direction while work is underway. Please note, crews continue to work on streetscaping on the north and south sides of 24th Street, as well as in the median, between Oak Street and B Street/Bay Street. Alternating lane closures may be in effect weekdays between 8:30 a.m. and 3:30 p.m. Motorists should anticipate lane closures in this area through the end of September. At least one lane will remain open in each direction. Motorists are encouraged to avoid these work areas or allow extra time to reach their destinations if they must travel through the corridor during these time periods. ➢ Lane Closures on Truxtun Avenue, From Elm Street to Chester Avenue Beginning the week of September 1, 2020, eastbound and westbound traffic on Truxtun Avenue from Elm Street to Chester Avenue will be intermittently reduced to one lane to allow for preparation of the Pavement Rehabilitation construction due to begin in mid- September. This project includes reconstruction of the pavement, installing traffic detector loops, pavement striping and markings, also modification of existing curb & gutter and access ramps to meet current ADA standards. This may result in traffic delays, so drivers are advised to use caution and to take alternate routes or allow extra travel time through this area. The state’s grid operator has issued a Flex Alert, based on a forecast of increased power demand due to expected high temperatures. Customers are asked to reduce their energy use from 3 p.m. until 9 p.m. each day, Saturday through Monday, when air conditioners drive consumption. By doing so, customers can help make sure the state has enough supply to meet demand for electricity. Some helpful tips for conserving power: • Avoid using electrical appliances and devices from 3 p.m. until 9 p.m. Put off tasks such as vacuuming, laundry, dish washing and computer time until after 9 p.m. • Adjust your thermostat to 78 degrees or higher or turn it off if you will be away from home. Use a fan instead of air conditioning when possible. • Draw drapes and turn off unnecessary lighting. • Limit the opening of refrigerators, which is a major user of electricity in most homes. The average refrigerator is opened 33 times a day. • Keep refrigerator full (with bottles of water if nothing else) and unplug your second refrigerator, if you have one. • Avoid using the oven. Instead, cook on the stove, use a microwave or grill outside. • Set your pool pump to run overnight instead of during the day. A Flex Alert is an urgent call by the California Independent System Operator (CAISO) to conserve electricity and shift demand to off-peak hours. Conservation can generate 1,000 megawatts or more in electricity savings statewide—equal to the output of two large power plants. As of Thursday morning, CAISO has given no indication of a need for rotating outages like those experienced by Californians last month. PG&E meteorologists are forecasting a strong high-pressure system over the western United States resulting in hot and dry conditions away from the coast. Daytime highs could top out 15 to 20 degrees above normal. PG&E routinely practices its preparedness and response to weather events and other emergencies through company exercises and drills with local first responders. PG&E also encourages our customers to have a plan for the heat. PG&E Tips to Stay Safe and Cool • Plan ahead: Check the weather forecast to prepare for hot days. • Keep an emergency contact list: Keep a list of emergency phone numbers. • Have a buddy system: Check in on elderly or frail people. • Stay hydrated: Drink plenty of water, even when you are not thirsty. • Stay cool: Take a cool shower or bath and wear lightweight, loose, light-colored clothing. • Stay safe: Stay out of direct sunlight and avoid alcoholic or caffeinated beverages. PG&E Tips to Prepare for a Power Outage • Keep important numbers (e.g., hospital, fire department, police, friends, relatives) near the phone. • Keep battery-operated flashlights and radios and extra batteries on hand. • Gather non-perishable food that doesn’t require cooking, as well as a manual can opener. • Freeze water-filled plastic jugs to make blocks of ice. Place them in the fridge and freezer to help prevent food from spoiling. • If you have a generator, make sure a licensed electrician properly installs it. Improperly installed generators pose a significant danger to our crews. PG&E-Funded Cooling Centers PG&E also funds the operation of existing county- or city-run cooling centers throughout the state. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular construction updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES Ø The contractor for the 24th Street Improvement Project has completed roadway paving. Final striping is expected to be completed by mid-September, and landscaping within the residential section is expected to be completed by the end of the month. Ø Pile driving has been completed for the Centennial Corridor project. During the past year, the contractor has driven 1300 piles for bridge structures on the Mainline corridor. Drilling for CIDH (cast- in-drilled-hole) piles continues at the State Route 58/99 junction for the future northbound to westbound flyover. PROJECT STATUS 24th Street Improvement Project Contractor: Griffith Company 92% complete; anticipated completion: summer 2020 Paving crews finished asphalt paving in August for the 24th Street/Oak Street intersection and the east- west lanes between Oak Street and B Street/Bay Street. This work completed roadway paving on the project. Crews are now adjusting manholes and completing various work items along the corridor in advance of final striping, which is expected to be completed by mid-September. Additional work includes the installation of traffic detection loops at signalized intersections, the completion of work at the Kern River Bridge, and the installation of permanent signage along the corridor Irrigation installation is also expected to be completed in September. Landscaping crews will install trees and other landscape materials along the north and south sides of 24th Street, as well as in the median, between Oak Street and B Street/Bay Street. This work will require daytime lane closures and will affect both directions of travel. The closed lanes will alternate as needed to complete the work. The contractor anticipates that project landscaping will be completed by the end of September. Electrical work continues at various locations. Construction work is expected to be completed in September, but crews may remain in the area for a few more weeks to complete punch list items. September 2020 TRIP Status Report TRIP Status Report September 2020 Page 2 Centennial Corridor Phase 1 - Kern River Bridge Improvements Contractor: Security Paving Company Construction completed This phase constructed new bridges across Truxtun Avenue and the Kern River for the future westbound Centennial Corridor (State Route 58) exit to Mohawk Street and widened the existing eastbound bridges at the Kern River and Truxtun Avenue to accommodate the future freeway mainline lanes. Phase 2 – Belle Terrace Operational Improvements Contractor: Granite Construction 83% complete; anticipated completion: fall 2020 This phase includes the replacement of the Belle Terrace Bridge and a new freeway-to-freeway connector structure for northbound State Route 99 to eastbound State Route 58. Crews are forming, reinforcing and casting the concrete coping slab, barrier and sidewalk along the west side of Wible Road. Chain link fencing has been installed above the completed sections of the concrete barrier. The contractor anticipates completing this work in September, allowing local road and pedestrian improvements to begin. Work on the Belle Terrace Bridge continues. Falsework was removed under nighttime freeway closures last month. Crews are forming and reinforcing the concrete barrier and sidewalk along both sides of the bridge. The concrete barrier should be completed in September, and the contractor will begin installing the bridge-mounted signs. Lighting installation along both sides of the bridge is expected to begin in late September. Construction of the bridge approaches will be underway this month. The contractor is building a new auxiliary lane along the outside of northbound State Route 99. The new auxiliary lane extends from Ming Avenue to just north of the eastbound State Route 58 connector. Road base and asphalt have been placed, and concrete paving should be completed mid-month. The new lane will then be striped and all temporary traffic handling devices will be removed. Roadway reconstruction and pedestrian improvements will begin along Alamo Street and Mona Way in September. A new sound wall is under construction in this area. Phase 3 – Bakersfield Freeway Connector Contractor: Security Paving Company 45% complete; anticipated completion: summer 2021 This phase of Centennial Corridor reconstructs the westbound-to-southbound loop ramp at the State Route 58/State Route 99 interchange. The project also constructs a new barrier-separated off-ramp to Ming Avenue from southbound State Route 99. The contractor plans to remove falsework from the widened State Route 58/State Route 99 separation bridge in September. The work will be performed under full nighttime freeway closures. Construction continues on the Ming Avenue off-ramp structure along southbound State Route 99. The contractor will be clearing and removing the slope alongside southbound State Route 99 in the coming weeks. A new retaining wall will be constructed in this area to create room for the new Ming Avenue off-ramp. TRIP Status Report September 2020 Page 3 Mechanical and electrical installation continues at the Belle Terrace Pump Plant. Work is underway on the first phase of the cut and cover tunnel at the westbound State Route 58-to- southbound State Route 99 connector. Drainage work continues at various locations within the project site. Phase 4 – Mainline Contractor: Security Paving Company 30% complete; anticipated completion: summer 2022 This phase constructs the freeway and multiple bridge structures between State Route 99 and the Westside Parkway. The northbound State Route 99-to-eastbound State Route 58 connector ramp was restriped in August to enlarge the work area for the future northbound State Route 99-to-westbound State Route 58 flyover. Crews are installing cast-in-drilled-hole (CIDH) piles near the State Route 58/State Route 99 Junction for the future flyover and this work will continue through September. The flyover will span over State Route 99 at a maximum height of 63 feet. At Stockdale Highway, crews finished driving piles for the bridge abutments. Construction continues on the Stockdale Highway bridge columns. Two concrete pours were held in August to complete the bridge decks over Ford Avenue. Falsework will be removed after the bridge is stressed in September. At La Mirada Drive, crews are reconstructing the roadway adjacent to the new bridge. This work will continue through September. Crews erected falsework for the future eastbound mainline bridge at California Avenue in August. They will construct stem and soffit forms for the eastbound bridge in September. Bridge construction also continues in the vicinity of Commerce Drive and the Carrier Canal, as well as on various walls and drainage systems throughout the project area. La Mirada Drive remains closed at the freeway alignment. Residents can use Marella Way to cross the corridor. Access to and from Stine Road on the south side of Stockdale Highway is also closed. Residents can enter the neighborhood from adjacent streets. State Route 43/Stockdale Highway Roundabout Contractor: Griffith Company Construction is complete This project replaced an existing 4-way stop with a roundabout at the State Route 43 (Enos Lane) and Stockdale Highway intersection. Wible Rd (Block wall repair) • RRT continued with the block wall repairs on the North east block wall on Wible Rd just south of Panama Ln. Work began and was completed on 8/27/2020 3. Jastro Park (Spray park restrooms) • RRT will continue working on securing the spray park restrooms due to illegal encampments after park hours. Work will continue as time permits. 2. Panama and Wible Rd. • RRT will continue replacing the damaged block wall panels on the week of 9/1/2020 3.
