Based on guidance from the California Governor's Office and Department of Public Health, as well as the Kern County Health Officer, in order to minimize the potential spread of the COVID-19 virus, the City of Bakersfield hereby provides notice that as a result of the declared federal, state, and local health emergencies, and in light of the Governor's order, the following adjustments have been made: 1. The meeting scheduled for September 11, 2020 at 12:00 p.m. will have limited public access. 2. Consistent with the Executive Order, KBBC members may attend the meeting via Zoom or telephonically to participate in the meeting to the same extent as if they were physically present. 3. Welcome and introductions Participating from Caltrans: Jason Miao, Cody Miller who is replacing Deanna as the Adopt -a -Highway contact, Paul Shaw, Joel Martin, and John Liu. Other attendees were Mark Standriff and Miquel Ramirez from the City of Fresno, and RayAnn Cruz, Jessica Felix, Derek Morris, Mayor Karen Goh. of the City of., Bakersfield, Travis Sanchez, Raquel Roa, Sal Moretti, Zehariah Garcia, Keith Lane and Teresa Guzman. _ 2. Veterans Outreach. Program Update — Trav_ is.Sanchez, Back 2 Work — Butte rt ., County -Office of Education: . ' Travis introduced- his• new partner, Community Serves Employment Training (CSET), handling the veterans program in Visalia, Teresa Guzman, and Raquel Roa. He is expecting program expansion and hopes to partner -with other agencies. Travis would like input to make sure they are meeting the needs # Back 2 Work. Keith Lane said f, u m they want to see how they can expand.service with. `eterans.,.which is why they want feedback on how we can collaborate and serve veterans. The Fresno staffing situation was described with a new third crew. They plan to serve 30-50 veterans per work with CSET's help, for 100-150 per year. RayAnn Cruz; ,ick 2 Work supervisor, for Visalia and Fresno introduced herself and also expressed i;r interest in expanding services. Derek reported there are 11 veterans now in Bakersfield and they are hiring. 3. Caltrans Weekly Litter Report and Look Ahead — John Liu, Caltrans John Liu reported a tough fiscal year. They have 10% less staffing due to furloughs. As a result, they are trying to coordinate more closely with their Hazmat subcontractor removing encampments, as well as with local crews. Jay provides the weekly review that John Liu has been sending to Mayor Goh. They are looking toward paying CHP to do additional patrols for homeless safety issues and relocation to single rooms if they are available. John explained Caltrans and crews can clean up trash surrounding encampments, but the hazmat crew must remove the actual camp. Jay may get some temporary help as they are very overwhelmed. Caltrans will assist Flood Ministries or other social service agencies in safely approaching the homeless -since they are aware the homeless may not want to talk to officials like a Caltrans employee. The Westside Parkway is expected to transfer to the state at the end of year, and that will add a lot of acreage for Caltrans to cover, so they will have to make better use of limited resources. KBBC will look into alternatives for the Arts Council of Kern for its artist referral service proposal. a. Emailed handout— proposed draft application from the arts council for KBBC and City review. L Proposal terms include a $50 administrative fee to the arts council each time it finds an artist for a KBB utility box mural. The council also wants the KBBC to pay an artist $450 per utility box mural. KBBC's current standard is a $400 artist stipend. Task: Bob will follow up with the Arts Council of Kern prior to next KBBC meeting. ii. Private sponsor for Mill Creek area: Marvin Fuller is interested in sponsoring a KBB utility box mural if his brother is the approved artist. Task: Bob will seek a follow up.meeting with the potential sponsor. iii. Auto Mall mural(s): A dealership might sponsor one of 2 utility box murals. City approval is need for both locations. Then a call for artists may take place. Task: Bob and Jessica will seek City approval for boxes that Councilmember Parlier is interested in having muralists for. iv. The Arts Council of Kern is not the selection committee and only serves as the administration agent.
