HomeMy WebLinkAbout10/02/2020CC OFFICE OF THE CITY MANAGER Oct. 2, 2020 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information Notable Items  Almost two weeks ago the City launched its new business assistance grant program, B-CARES, and we’re happy to report that it has been quite successful so far. Following the announcement on September 21 of $3 million in Coronavirus Aid, Relief, and Economic Security (CARES) Act funds being made available for businesses affected by COVID-19 and the resulting closures, the City has received 243 applications for grants. Staff are processing applications as quickly as possible and $55,000 have already been released to 11 local businesses! The City encourages any eligible local business to apply here.  The City is also working to assist Bakersfield non-profit organizations as well, allocating $2 million in CARES Act funds to Kern County’s non-profit grant program, part of the “Kern Recovers” project. At noon on Monday, October 5, the Kern Community Foundation – in partnership with the City of Bakersfield and County of Kern – is hosting a free webinar for local non-profits on how they can apply for the available funds. Eligible organizations can receive grants of $5,000, $10,000 or $20,000.  The City’s efforts to bring transportation options to Southeast Bakersfield residents were recognized this week by the Institute for Local Government September newsletter! Highlights included the City’s partnership with MLK CommUNITY on the Sustainable Transportation Equity Program (STEP) planning grant application, which is a pilot program created through the California Air Resources Board to improve transportation equity in disadvantaged and low-income communities. This was made possible by a collaboration between the City’s new Economic & Community Development Department and the MLK CommUNITY Initiative. The group’s Rebound the MLK CommUNITY Project will allow the community to identify neighborhood-scale needs and opportunities. It will also educate the community about clean transportation options, such as buses and electric vehicle car share programs. You can read the update from ILG here. General Information Oct. 2, 2020 Page 2  Landscaping work is being done at the future Brundage Lane Navigation Center as the project nears completion. New trees are being planted and the grounds are taking shape outside. Check out the great work our Recreation & Parks Department crews are doing!  The Bakersfield Animal Control unit’s monthly low-cost pet vaccine clinic will return Saturday, October 10 at Central Park at Mill Creek (600 19th Street). This will be the first vaccination clinic held since the COVID-19 pandemic forced the postponement of the events in March.  Improvements are being made at the Mechanics Bank Arena, even during the pandemic. The walls of the main concourse have received a fresh coat of paint in a new color (below, left & right) and the white walls above are being prepared for new murals, emphasizing the venue’s connection to local bands such as Korn, and featuring its music history with acts No Doubt, Ozzy Osbourn and Kiss (see concepts here). The project is still currently underway with the murals expected to be added in the next month or so. This project is funded through the Public Safety & Vital Services Measure (also known as Measure N). General Information Oct. 2, 2020 Page 3  On Tuesday, September 29, the Bakersfield Fire Department and Mayor Karen Goh had the honor of hosting fire department representatives from our sister city, Queretaro, Mexico. In 2005, the Bakersfield City Fire Department started working with the Queretaro department, and over the last 15 years, a strong relationship has been built. Important fire service equipment, such as self- contained breathing apparatuses and fire hoses have been donated, as well as first-hand training by Bakersfield firefighters in Queretaro. We’re proud to work with our sister city department and its firefighters and to have them come visit our City! General Information Oct. 2, 2020 Page 4 Traffic Advisories  Pavement rehabilitation underway on White Lane The City of Bakersfield has started a reconstruction project on White Lane between South H and Kenny Streets. The project will be underway from 7 a.m. to 7 p.m., Monday through Saturday, starting September 28 until November 23. Traffic delays are expected to result from the construction project and drivers are advised to use caution when driving through the area, to use alternate routes, or to plan for longer travel times. Temporary road closures are planned at White Lane intersections with South H Street, Fambrough Drive and Monitor Street. Detours and alternate routes will be provided during these phases of construction. All work on this project is expected to be completed by mid-November. Please note: Construction work may be postponed and rescheduled without notice due to inclement weather or other unforeseen conditions. The City thanks the public for its patience during the completion of these improvements.  Maintenance grind and paving planned on White Lane Nighttime and daytime lane closures are planned for various lanes of traffic on White Lane as the City of Bakersfield performs a maintenance grind and paving beginning Sunday, October 4. The work will be performed on White lane between the Highway 99 bridge and Hughes Lane from 10 p.m. to 6 a.m. each night from Sunday, October 4 through Tuesday, October 6. During the operations, closures of various lanes of westbound and eastbound traffic on White Lane will be required. Westbound lanes on White Lane will be closed from 6 a.m. to 5 p.m. on Wednesday, October 7. Drivers are advised to use alternate routes during these times. General Information Oct. 2, 2020 Page 5  Roadway reconstruction project to begin on Truxtun Avenue The City of Bakersfield will start a roadway reconstruction project on Truxtun Avenue between Elm Street and Chester Avenue starting Monday, October 5. The reconstruction of the roadway will be done between 7 a.m. and 7 p.m. Monday through Saturday each week. The project is expected to be completed by Thursday, December 17. Traffic delays are expected during the project and drivers are advised to drive with caution in the area and plan for longer travel times, or to use alternate routes to avoid the construction area. Temporary closures at intersections are expected and detours and alternative routes will be provided during these phases of construction. Clinic stations will be set up on the west side of the park. 2. Parking is available on R Street, 21st Street and the designated park parking lot. 3. Upon sign-in, customers will be given required forms and a specified time frame for when they can return to the clinic site for services. Customers will be advised to stay in their vehicles or move to another location to fill out their forms. 4. Customers are encouraged to disperse or wait in their vehicle and not gather near the clinic prior to their allotted time. 5. Pets will be handled by staff only. 6. While in line, a minimum distance of 6 feet from all others in line will be enforced. 7. One person per animal (2 MAXIMUM only if owner needs assistance controlling animal). 8. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular construction updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES Ø The new La Mirada Drive Bridge opens to traffic in October. Construction can then begin on a bridge at Marella Way and this street will be closed at the corridor alignment. Neighborhood residents can use La Mirada Drive to cross the corridor while construction of the Marella Way Bridge is underway. Ø Work on the 24th Street Improvement Project is coming to an end. The project added a lane in each direction between Oak Street and M Street, improved the 24th Street/Oak Street intersection, and landscaped the corridor in the residential section of 24th Street. The project also installed a new drainage system to address frequent flooding along this downtown corridor. PROJECT STATUS 24th Street Improvement Project Contractor: Griffith Company 98% complete; anticipated completion: fall 2020 The contractor completed final striping in September. Work continued on irrigation and landscape planting within the residential section of the corridor. Tree planting is complete and crews are now installing assorted shrubbery. Final work includes electrical, sign installation, and various punch list items. Centennial Corridor Phase 1 - Kern River Bridge Improvements Contractor: Security Paving Company Construction completed This phase constructed new bridges across Truxtun Avenue and the Kern River for the future westbound Centennial Corridor (State Route 58) exit to Mohawk Street and widened the existing eastbound bridges at the Kern River and Truxtun Avenue to accommodate the future freeway lanes. October 2020 TRIP Status Report TRIP Status Report October 2020 Page 2 Phase 2 – Belle Terrace Operational Improvements Contractor: Granite Construction 85% complete; anticipated completion: fall 2020 Crews continue to construct the concrete coping slab, barrier and sidewalk on the west side of Wible Road above the retaining wall along northbound State Route 99. This work is expected to be completed in October. Chain link fencing and a sound wall are being installed above the completed portions of the concrete barrier. Belle Terrace Bridge construction continues. Crews are working on the concrete barrier and sidewalk along both sides of the bridge. The barrier and bridge mounted signs are expected to be completed and installed within the next month. Crews have been constructing the bridge approaches that tie the bridge into the local street and anticipate completing this work in the coming weeks. At Alamo Street, the storm drain system was completed in September. Temporary roadway has been removed and crews are working on the permanent roadway and pedestrian improvements. A sound wall along the east side of Alamo Street is also under construction. A new auxiliary lane along the outside of northbound State Route 99 between the State Route 58 connector and Ming Avenue is underway. The contractor anticipates striping the new lane and removing the temporary traffic handling devices from the auxiliary lane in October. Phase 3 – Bakersfield Freeway Connector Contractor: Security Paving Company 45% complete; anticipated completion: summer 2021 This phase of Centennial Corridor reconstructs the westbound-to-southbound loop ramp at the State Route 58/State Route 99 interchange. The project also constructs a new barrier-separated off-ramp to Ming Avenue from southbound State Route 99. The contractor removed falsework from the widened State Route 58/State Route 99 separation bridge in September and began construction on the approach slab to the separation bridge. This work was performed during nighttime hours to minimize freeway traffic disruptions. Work continues on the Ming Avenue off-ramp structure located alongside southbound State Route 99. Construction on this structure is expected to be completed in October. Excavation of the slope along the west side of southbound State Route 99 continues in October. The excavated dirt will be used elsewhere on the Centennial Corridor project. A new retaining wall and sound wall will be constructed in the area along southbound State Route 99 to provide space for the new Ming Avenue off-ramp alignment. Construction of the first phase of the cut and cover tunnel continues at the westbound State Route 58-to-southbound State Route 99 loop connector. Mechanical and electrical installation is underway at the Belle Terrace Pump Plant, and drainage work continues at various locations within the project site. Phase 4 – Mainline Contractor: Security Paving Company 30% complete; anticipated completion: fall 2022 This phase constructs the freeway and multiple bridge structures between State Route 99 and the Westside Parkway. TRIP Status Report October 2020 Page 3 Construction continues on the CIDH (cast-in-drilled-hole) piles near the State Route 58/State Route 99 Junction for the future northbound-to-westbound flyover. The contractor needs to construct two more 10-foot diameter piles at this location. Construction of columns for the bridge at Stockdale Highway is also underway. This bridge will be built diagonally across Stockdale Highway and requires a total of 14 columns; there are five columns left to build (two on the north side and three on the south side). The new bridge structure at Ford Avenue has been stressed and falsework removed. Additional work at this location, which includes slope paving and barrier rail, is expected to continue into 2021. Roadway reconstruction and paving was underway at La Mirada Drive last month. The new bridge is expected to open to traffic in October. Marella Way will then close at the corridor alignment to allow construction of a new bridge at that location. Concrete was placed for the stems and soffit at the future eastbound mainline bridge at California Avenue last month. Crews have started forming the bridge deck and a concrete deck pour is planned for October. Retaining walls are under construction along Del Rio Court south of California Avenue and along Easton Drive on the north side of California Avenue. Construction continues on the new structures crossing the Carrier Canal and Commerce Drive. Various walls and drainage systems are also under construction throughout the project area. Access to and from Stine Road on the south side of Stockdale Highway is closed. Residents can enter the neighborhood from adjacent streets. State Route 43/Stockdale Highway Roundabout Contractor: Griffith Company Construction is complete This project replaced an existing 4-way stop with a roundabout at the State Route 43 (Enos Lane) and Stockdale Highway intersection.
