HomeMy WebLinkAbout10/23/2020CC OFFICE OF THE CITY MANAGER Oct. 23, 2020 TO: Honorable Mayor and City Council FROM: Christian Clegg, City Manager SUBJECT: General Information BLNC Update  The City held a soft open and media tour for the nearly completed Brundage Lane Navigation Center (BLNC) on Tuesday, October 20. Crews from several City departments continue to work to have the facility ready to officially open for clients on Monday, October 26. Assistant City Manager Jacqui Kitchen led the event, and was joined by Mayor Karen Goh, Councilmembers Andrae Gonzales (Ward 2) and Jacquie Sullivan (Ward 6), Public Works Director Nick Fidler, Administrative Analyst Anthony Valdez, as well as Mercy House representatives Theo Dues and Timothy Huyhn, and myself in celebrating this milestone with a ceremonial ribbon cutting (below). The BLNC is a nearly 70,000 square foot facility that will feature wrap-around services for up to 150 adult homeless individuals and couples. General Information Oct. 23, 2020 Page 2 BLNC will provide medical and mental health services to clients, as well as job training and educational programs to help them break the cycle of homelessness and put them on a path to permanent housing. General Information Oct. 23, 2020 Page 3 B-CARES Update  The City has approved 94 applications and $495,000 in B-CARES grants so far, but more than $2.5 million are still available to local small businesses through the City. This week, the City partnered with the Greater Bakersfield Chamber of Commerce in hosting a webinar on Tuesday, October 20, to answer questions about the program, how to apply, how the money is delivered once approved and more. Assistant City Manager Chris Huot and Finance Director Randy McKeegan represented the City and explained how the application process works. If you missed the afternoon webinar, don’t fret! Notable Items  On Monday, October 26, contractor Advanced Lighting Services (ALS) will begin an LED conversion project to replace more than 2,000 light fixtures at City-operated parks and some other City facilities. The first phase of the project includes upgrading lights at The Park at River Walk, the 18th and Eye Streets Parking Garage and the underground parking garage at City Hall North. In total, 15 parks and city facilities will have lights upgraded to LED as part of this phase, with another 12 locations upgraded in the second phase. This project is expected to save the City more than $100,000 in estimated annual energy spending and improve lighting at these locations.  Visit Bakersfield Manager David Lyman was one of 40 people and organizations honored by the California Association for Local Economic Development as part of CALED’s 40 at 40 celebration this year (right). CALED selected the honorees for their contributions in helping the organization reach its 40th anniversary. The City is thrilled and proud that David was selected for this honor. CALED planned to host a conference in March to recognize those selected, though the COVID-19 pandemic forced its cancelation. You can see all 40 honorees at the CALED website. Congrats on the recognition, David!  The Bakersfield Police Department will host its Third Annual HalLAWeen event at Beach Park on Friday, October 30, from 5:30 to 7:30 p.m. This year will obviously require some changes from previous events due to the pandemic. This year’s event will be a drive- thru in order to maintain social distancing. Due to the pandemic, the crew used Zoom to talk to the students about fire prevention steps they can use in their own homes, when and how to call 9- 1-1, what a firefighter’s day is like, and how to become a firefighter! The students even sent Fire Station 7 a very nice thank you card as well!  City employees are wearing pink each Friday in honor of Breast Cancer Awareness Month! General Information Oct. 23, 2020 Page 5    PG&E has sent the City notices of a request for proposed rate changes. Traffic Advisories  Pavement rehabilitation at White Lane and South H Street intersection   City of Bakersfield Public Works crews will be reconstructing the intersection of White Lane and South H Street this weekend, requiring the intersection to be reduced to right turns only during the work. The reconstruction of the intersection is expected to begin at 10 p.m. Sunday, October 25, and be completed by 6 a.m. Monday, October 26. There will be no through-traffic at the intersection during the completion of this project. Traffic delays are expected in the area as a result and drivers are advised to use caution, plan for extra travel time or use alternate routes to avoid the area. The intersection is expected to re-open to all traffic by 6 a.m. Monday, October 26. Please note: Construction work may be postponed and rescheduled without notice due to inclement weather or other unforeseen circumstances. Hughes Ln and Blue Mountain Way (Encampment clean-up.) • RRT along with Code Enforcement cleaned up an illegal encampment located on the North side of Hughes Ln. and Blue Mountain Way. • Trash was dumped inside a roll off trash bin which was provided by the Solid Waste Department. • Work began and was completed on 10/13/2020. Ongoing Projects 1. Jastro Park (Spray park restrooms) • RRT will continue working on securing the spray park restrooms due to illegal encampments after park hours.
