Chief Terry said the proposed budget was passed by City Council in June, 2020, and no modifications have been made since its passage. Chief Terry explained that the Police Department has been under -staffed and under -funded for quite some time, resulting in longer response times to calls for service. Nonetheless, the City has grown in geographical size and inadequate staffing levels have only exacerbated the problem as there is more demand for calls for service, including high priority calls. Chief Terry reassured the Commission the new budget includes hiring 29 new officers this year, as a component of Bakersfield Public Safety & Vital Services Measure funding; therefore, some of the understaffing issues at the Police Department will be addressed in the near future. 7.
