The meeting was called to order by Mr. Anderson at 8:00 a.m.

3. PUBLIC STATEMENTS
Gina Thompson introduced herself and advised she is from Mesa County, Colorado.
She expressed her interest in applying for Police Commissioner if a vacancy is created
at the expiration of Commissioner Lucas's term in December, 2020.
4. APPROVAL OF MINUTES
A motion was made by Mr. Lucas, seconded by Ms. Thompson and carried
unanimously to approve the minutes for the Special Meeting of August 12, 2020.
5. NEW BUSINESS
a. REINSTATEMENT REQUEST FOR POLICE TRAINEE, JENNIFER MING - Isabel Farmer
submitted a reinstatement request from Jennifer Ming, as well as, a
memorandum from Human Resources outlining the reinstatement request. Ms.
Ming would like to be reinstated as a Police Trainee with the Bakersfield Police
Department. Ms. Farmer advised that Police Chief Greg Terry has been
contacted regarding this request and he recommends Ms. Ming be placed on

the reinstatement list for Police Trainee which will remain valid for one year. Mr.
Lucas made a motion to approve the reinstatement of Jennifer Ming; the motion
was seconded by Ms. Thompson and carried unanimously.
b. REINSTATEMENT REQUEST FOR POLICE TRAINEE, KAYLA MADDON - Isabel Farmer
submitted a reinstatement request from Kayla Maddon, as well as, a
memorandum from Human Resources outlining the reinstatement request. Ms.
Maddon would like to be reinstated as a Police Trainee with the Bakersfield
Police Department. Ms. Farmer advised that Police Chief Greg Terry has been
contacted regarding this request and he recommends Ms. Maddon be placed
on the reinstatement list for Police Trainee which will remain valid for one year.
Mr. Lucas made a motion to approve the reinstatement of Kayla Maddon; the
motion was seconded by Ms. Thompson and carried unanimously.
C. REINSTATEMENT REQUEST FOR POLICE TRAINEE, ALEJANDRO RODRIGUEZ - Tracy
Sunkes submitted a reinstatement request from Alejandro Rodriguez, as well as, a
memorandum from Human Resources outlining the reinstatement request. Mr.
Rodriguez would like to be reinstated as a Police Trainee with the Bakersfield
Police Department. Ms. Sunkes advised that Police Chief Greg Terry has been
contacted regarding this request and he recommends Mr. Rodriguez be placed
on the reinstatement list for Police Trainee which will remain valid for one year.
Mr. Lucas made a motion to approve the reinstatement of Mr. Rodriguez; the
motion was seconded by Ms. Thompson and carried unanimously.
d. NEPOTISM WAIVER REQUEST FOR DETECTIVE BRENT THOMAS AND POLICE OFFICER
JENNIFER BASSETT - Tracy Sunkes submitted one Nepotism Waiver Request for
Detective Brent Thomas and Police Officer Jennifer Bassett to reside in the same
household. Ms. Sunkes advised that the request has been reviewed by Police
Chief Greg Terry and he recommends approval. Ms. Thompson made a motion
to approve the nepotism waiver request for Detective Brent Thomas and Police
Officer Jennifer Bassett; it was seconded by Mr. Lucas. The motion was carried
unanimously.
e. NEPOTISM WAIVER REQUEST(S) FOR POLICE TRAINEE CANDIDATE GABRIEL FORD -
Tracy Sunkes advised that as a result of the certification of the Police Trainee
Eligibility List #01339, certified August 12, 2020, she is submitting one additional
Nepotism Waiver Request to the Commission for review and approval for
candidate Gabriel Ford. Ms. Sunkes advised the Nepotism Waiver Request was
reviewed by Assistant Chief Mike Hale and he recommends approval. Mr.
Lucas made a motion to approve the Nepotism Waiver for Police Trainee
Gabriel Ford; the motion was seconded by Ms. Thompson and carried
unanimously.
f. CERTIFICATION OF COMMUNICATIONS SPECIALIST ELIGIBILITY LIST, EXAMINATION
#01359 - Tracy Sunkes submitted Communications Specialist Eligibility List #,01359
to the Commission for review and certification of 25 candidates. Ms. Sunkes
advised the commissioners there was a tie on the list for rank #4 and #12. There

were over 100 applicants and 38 candidates were interviewed. Mr. Lucas made
a motion to certify Communications Specialist Eligibility List #01359; the motion
was seconded by Ms. Thompson and carried unanimously.
g. CERTIFICATION OF CLERK TYPIST I -POLICE ELIGIBILITY LIST, EXAMINATION #01362 -
Sandra Duncan submitted Clerk Typist I -Police Eligibility List #01362 to the
Commission for review and certification of 14 candidates with a tie on the list for
rank #6 and #11. She also thanked the Police Department staff for their
assistance and professionalism throughout the recruitment process. Mr. Lucas
made a motion to certify Clerk Typist I -Police Eligibility List #01362; the motion
was seconded by Ms. Thompson and carried unanimously.
h. NEPOTISTM WAIVER REQUEST(S) FOR CLERK TYPIST I -POLICE CANDIDATE(S)
Sandra Duncan advised that as a result of the Clerk Typist ]-Police Eligibility List,
she is submitting two Nepotism Waiver Requests to the Commission for review
and approval for candidates Mary Ann King and Morgan Vincent. Ms. Duncan
advised the Nepotism Waiver Requests were reviewed by Assistant Chief Mike
Hale and he recommends approval. Mr. Lucas made a motion to approve the
Nepotism Waiver for Clerk Typist I -Police Candidates Mary Ann King and
Morgan Vincent; the motion was seconded by Ms. Thompson and carried
unanimously.
6. COMMISSIONER COMMENTS
Mr. Anderson asked Chief Terry about the current movement to defund police
departments. Chief Terry said the proposed budget was passed by City Council in
June, 2020, and no modifications have been made since its passage. Chief Terry
explained that the Police Department has been under -staffed and under -funded for
quite some time, resulting in longer response times to calls for service. Nonetheless, the
City has grown in geographical size and inadequate staffing levels have only
exacerbated the problem as there is more demand for calls for service, including high
priority calls. Chief Terry reassured the Commission the new budget includes hiring 29
new officers this year, as a component of Bakersfield Public Safety & Vital Services
Measure funding; therefore, some of the understaffing issues at the Police Department
will be addressed in the near future.
